I would tend to agree with Yurune in that case. The price would have most likely been far less, if it had been included in the original design, but now it's not just a case of building a toilet, but also of building the additional infrastructure to support it, and integrate it into the existing plumbing infrastructure - which is most likely not that easy a task -- plus, inspectors, fees, inspections, etc...
