Report from The Nation dated 5 February 2012 :- Capital should be moved to Northeast, top scientist says =========================================== Dr Art-Ong Jumsai na Ayudhya, a former scientist at the US National Aeronautics and Space Administration (Nasa), has called for the relocation of Thailand's capital to the Northeast. Speaking at a seminar on climate change, natural disasters, and the future of Thailand, Art-ong said Bangkok is sinking every year because of the rising sea level. Citing the rising amount of rainfall and the rising dam water level in 2010 and 2011, he said the trend will worsen in 2012 and in coming years, so authorities have to increase efficiency in draining the excess water into the sea. Regarding the capital, he said, far-sighted leaders should consider relocating out of Bangkok, which has been the country's capital for more than 200 years, to a higher ground such as one of the 16 northeastern provinces. Relocation of the capital will take at least 20 years and a brand-new capital should be built as Bangkok will face difficulties in managing excess water in the next seven or eight years.

Bangkok will never move completely. At the most it will just move back as the water submerges parts of it. It has to be as close as possible to an ocean shipping port, as it is now. Any long distance movement like is talked about is prohibitive in that it will increase basic shipping costs by too much. Waterway travel is the cheapest form of transport, and deep channels are not in place to handle the volume of shipping required. Look at the major large cities of the world, and they are all next to the major waterways, or on the oceans with few exceptions. Thailand is a cheap, low profit margin producer, so any increase in transport costs would be disasterous. Laos is just a short distance away, but without waterway transport they have no industry to speak of, and no one is interested in manufactoring there. A short rail, or truck transport to reach the ocean is cost prohibitive, the same as if Bangkok moves inland. It ain't gonna happen.

Koolbreez, any very large city such as Bangkok usually serves a multiplicity of functions.Bangkok is Thailand`s only city with a population over 1 million. In fact if Bangkok is excluded Thailand is a nation of 20 or so large towns, hundreds small to medium towns, and thousands of villages. I agree for the reasons you give Bangkok will continue to be Thailand`s principal economic centre, and probably its main driver of culture and development, but the Nation article of the 5th instant emphasised the need to move "the Capital" to higher ground.A nation`s "Capital" is where its government, civil service, and government agencies are located, and this is not always in the same location as the nation`s centre of economic strength.Witness Washington DC,Brazilia, and Canberra. Now you cannot imagine Thailand`s politicians, senior public servants, and associated VIPs continually having to put up with wet feet, and a greater risk of maleria, which would be the case if they continued to reside in a progressively flooded Bangkok.I am sure they will be able to justify the necessity of "the Capital" being moved to higher ground while the rest of the population stay in Bangkok to ensure the economic life of the nation is maintained.

... while I hear what you're saying about the impotance of the port to BKK, I think the argument would have been more relevant in generations past, or in a different country. ... BKK port now moves only about 20-25% of what Laemchabang port moves, and is fast becoming obsolete... there is even a plan to shut it down and redevelop it. ... if BKK moves, it will have nothing to do with your logical thinking, which serves only to prevent Thais from achieving their goals... relocating BKK will have to do with greed and corruption... if a rationale, however spurious, for moving BKK inland gets traction, corrupt politicians will front-run on the land, taking years for them to buy it all up, planning to kill when the government follows them in to buy it. ... this is how major infrastructure is done here... dams, the new government center in Din Daeng, etc.... Suvarnabhumi Airport is built on worthless swamp land which took years for the Thai crook politicians to buy-up before approvals were given to buy it at exhorbitant prices. ... and then, there is the money they sweep off the top of the construction itself... if you belive the private Thai consortium created to fight Thai official corruption (yeah, right!), 25-30% of all public expenditures is swept directly into corrupt Thai politicians pockets... of the THB 17b (US$ 5.5b) budgeted for flood prevention projects, a third will enrich scores of crooks Thais call "elected officials"...this human disaster will make them over a billion US$... Thai official corruption is breathtaking. ... Thais are a corrupt, greedy race, and no amount of Buddhist faith can affect them... they sell him in the wats and on the street corners every single day.

Magnum while almost everyone accepts that most Thai politicians are corrupt,I have never seen any figures indicating just how much of the public purse finds its way into their pockets. After all corruption is illegal with potentially severe punishments if a Thai politician is ever convicted, and for this reason alone no records of amounts siphoned from government revenue are ever likely to come to light. So what is your source which reliably establishes "25-30% of all public expenditure is swept directly into corrupt Thai politicians` pockets".

Magnum, your statement that "25-30% of all public expenditure is swept directly into corrupt Thai politicians` pockets" was an invention, based entirely on your very jaundiced view of Thai society, revealed again and again in your posts, was it not? If it has any substance now is the time to state your reliable source.

... Professor Valetta!... you are back!... and shining, I might add. ... this is not the first time you've mischaracterized me in a very ham-fisted and personal way... none too cleverly... I generally choose to waste few keystrokes on inane circle jerks (... as Blonk... and you?... um, still pondering), but because of the personal tone you take, I think I resent it and just can't abide your inferences. ... your misunderstandings of Thailand is understandable, given that you appear very much an armchair Thai authority, living wherever you live, above us all, far removed from the realities of Thai culture, apparently much farther from Thailand than the mere miles. ... jaundiced?.. me?.. yes, decidedly, but not unreasonably so... I think I can justify that perspective, living up close to some very ugly Thai stuff as I have for 12+ years now... not an eternity, but long enough to 'get' the big pieces. ... I'll not judge you so harshly as you judge me, Professor Valetta... I consider you merely... umm, innocent... and out of your depth concerning Thai cultural values and behaviors. ... some judgements and prognostications you've offered from your blissful isolation are really quite amazing... I suppose your local buddies about town must think you quite the Thai authority... (hope they don't rely upon your advice too seriously for important Thai-related decisions). ... to be fair, to really 'get it' I think takes about 3 years of living here full time... (and, then, not insulated in a farang cocoon)... touch and goes don't count... until you earn the campaign ribbon, you simply don't know what you don't know... REMFs really can't... I freely acknowlege that I didn't during the early years, and still reach to understand what I sometimes witness here. ... after doing 3 years in close quarters here with Thais, Professor Valetta, you might then share my cynicism of Thai cultural values, and the dismal future I fear for this country... and... it's victimized children, where I've seen more than I really care to remember... how a large number of people treat their elderly, young and disadvantaged offers a fairly revealing image of a culture's values. ... okay... so... here's the wood, Professor Valetta... because what I related in the thread above appears beyond your narrow view, you conclude that it must all be an "invention"... and, then, you challenge me to admit it... deceipts conjured from just another liar amongst Thailand's farang debris, are they, and am I? ... well, Professor, man of letters and apparently wise in Thai ways beyond the local farang's (and my) modest understanding, you could not have hurt me less... but, irritated me more.
