Following up on bkkz's comment, is it really as simple as failing to bribe the right people? Perhaps.
Or is it that the authorities do not want showy foreigners making too much noise in this arena? The bust in Udon a while ago seems to follow a similar theme. Appearances matter.

If I had to make an educated guess - all of the above.
Discretion being the better part of valor, and Thailand being a conservative culture, it's probably not taken too kindly when people are advertising debaucheries --- but a convenient donation will probably make them look the other way.

All of the above, and failing to make friends with the police chief.
A couple of wellplaced invitations to parties (the regular kind) and some envelopes, and various gifts of liquors or cigars would have gone a long way towards avoiding this very embarrassing take down.
People just don't know how to conduct business, when they get greedy.
