This is what I used to think before I actually went there and saw that PTY is more than the negative image it has developped.
Yes, the shirtless, old, fat bald bastards are there, the cheap hoes are also available and the lowlives Farangs that populate downtown Prostitute areas.
However, stepping out of Pattaya's Circus Freak show, you will find some nice beaches, good accommodation and a very residential feel. Try Na Jomtien, Ban Amphur, Bang Saray Areas with great seafood restaurants and nice beaches, it is totally different than the Slutty Pattaya 90% of the populace is visiting.

I think Ban Chang could be added to the places you mention (although not beach front) that have a nice atomsphere.
But haven't we stepped out of PTY city limits.

I'd take Bang Saray any day of the week -- lovely, moderately clean, decent restaurants, and no hassles.
Still, Pattaya proper is a disgusting cesspool -- mostly because of the tourist visitor type. Fun for a day or two, as long as you stay out of town, and have a car.
