Report from Bangkok Post dated Thursday 9 September 2010 :- Three unexploded bombs found in Bangkok area ============================== Three unexploded bombs were found in Bangkok and surrounding suburbs in a matter of hours, one of them in front of a school and one in a shopping mall, police said Thursday. The first device was discovered under a footbridge outside a school in central Bangkok on Wednesday morning, Major General Prawut Thavornsiri, the national police spokesman, told AFP. On Wednesday night, two more, each weighing around five kilograms were found at a shopping mall and in the public health ministry car park in nearby Nonthaburi province, he added. Both were later defused. The finds follow a series of grenade blasts in recent weeks across Bangkok, which remains under emergency rule following deadly street clashes in April and May during anti-government protests. On Friday, Thailand put over 460 locations across Bangkok on high alert, sending thousands of police, soldiers and city officials onto the streets in a bid to increase the security presence around the clock. Royal palaces, key government buildings, power plants and public transport are receiving special protection from the Centre for Resolution of Emergency Situation (CRES), the body set up to monitor security since unrest in April. Suthep Thaugsuban, deputy prime minister in charge of national security, said he had instructed officials to tighten security again after the three devices were found on Wednesday. "I have not yet got a detailed report. Officials are investigating but it's quite difficult," he added.

A bomb went off in front of Chiang Mai Construction in the early hours of yesterday and observers said the explosion might have been motivated by politics. The company belongs to influential politician Newin Chidchob's fatherinlaw, Kanan Supa. There were no reports of casualties. Prime Minister Abhisit Vejjajiva said he had received a report from Chiang Mai on the explosion, but had come to no conclusion about the motivation or a mastermind. The explosion, however, would add pressure to a tense political situation, he said. "As I said earlier, there would be some difficulties within a week or two so that the Centre for the Resolution of Emergency Situation (CRES) must tighten security controls," Abhisit told reporters. Asked if the government was confident about its measures to control the situation, the Prime Minister said: "There is no other way. The CRES and other concerned agencies have security plans." The Chiang Mai explosion took place after a number of bombs were discovered in several places, including a shopping mall in the capital last week. Somyot Pruksakasemsuk, leader of the June 24 group and editor of Red Power magazine, said his followers would organise an event to commemorate the September 19 coup this week at Rajprasong Intersection and in Chiang Mai province. "Don't worry, it will not be a redshirt demonstration but a commemoration of an undemocratic incident," he said. "It is an open activity in a civil society." Somyot's Red Power magazine was shut down by the CRES as the centre alleged it provoked antigovernment sentiment. Abhisit said the government would not block the redshirt rally as long as it did not block roads or entrances, obstruct officials from doing their duty or violate other laws. Abhisit linked the redshirt groups' movement to the opposition Pheu Thai Party, saying some members of the party such as Jatuporn Promphan are key leaders of the red shirts. But the party offered no good signs for reconciliation as it changed its structure and introduced a new set of leaders. The party would make a decision tomorrow whether former police chief Kowit Wattana would replace Yongyuth Wichaidit. "The change in the [Pheu Thai] party is a good sign and we should be able to work together more easily, but while some members of the party retain their aggressive manner, we cannot change them," Abhisit said. Red activities marking 4th anniversary of coup: Sept 17: Jatuporn Promphan will lead red shirts in laying roses in front of the Bangkok Remand Prison. Other reds can gather and lay roses in front of other prisons where their peers are being detained. Sept 18: The reds, led by Somyos Prueksakasemsuk, will gather in front of Imperial World Lat Phrao to begin a vehicle procession from Bangkok to Chiang Mai. Fifty vehicles will take part. Sept 19: Sombat Boon-ngarm-anong will lead red shirts in making merit at the Hua Lampong Temple in the morning. Sombat and the reds will then gather at 1 pm at the Democracy Monument from where they will ride bicycles to Rajprasong Intersection. They will light candles, place flowers and release balloons at the intersection. Other reds will gather at the intersection at 5pm. Former Prime Minister Somchai Wongsawat will hold a parallel demonstration of red shirts in Chiang Mai.

The bomb, hidden in a rubbish bin located opposite a grocery shop in Soi 29, went off at around 5pm. The explosion left Rungthip Thipsot, 16, Sumontha Cotburi, 18, and Paiboon Nakyoi, 53, with minor injuries. The three were sent to Charoenkrung Pracharak Hospital. Siamseng Saetia, a 57-year-old grocery shop owner, said she spotted a suspicious box containing a mobile phone and a battery near her house on Tuesday but dared not move it. Yesterday, Prakorn Boonprakobkij, her neighbour, decided to put it in the rubbish bin at around 4.30pm. The explosion took place half an hour later. ''I have no idea how that box was placed near my house. I have no enemies and have never had any trouble with anyone,'' she said. An initial investigation by explosives experts and forensic police found the bomb was an improvised explosive device triggered by a mobile phone signal. Pol Col Sombat Milintajinda, investigation chief at Metropolitan Police Division 5, said police would collect more evidence from surveillance cameras and eyewitnesses in the community. Police chief Pol Gen Wichean Potephosree said he believed the blast had stemmed from a personal conflict and was not an attempt to instigate unrest in the capital. However, he has instructed police officers to tighten security in the city in the wake of the explosion. Prior to yesterday's blast, seven bomb incidents had been reported in Bangkok and provinces since the dispersal of the red shirt demonstration on May 19. The latest was on Aug 31 when a grenade was fired into the National Broadcasting Services of Thailand (NBT) compound, damaging cars but causing no injuries.

Just being smart : If Prakorn Boonprakobkij, her neighbour, decided to put the mysterious object in the rubbish bin at around 4.30pm and the explosion took place half an hour later, as the newspaper reports, why does the reporter say that "the bomb was hidden in a rubbish bin." It lends a different spin to the incident.

National Police adviser General Panupong Singhara na Ayutthaya said the device was similar to those found at a shop-ping mall and the Public Health Ministry last month and was believed to have been contrived by the same group. The bomber wanted to stir up turmoil and disturb social order, he said. The blast could be a factor in Abhisit's decision on lifting the state of emergency. The PM said he was considering cancelling the decree in Udon Thani, Khon Kaen and Nakhon Ratchasima. New York-based Human Rights Watch called last week for the government to scrap the state of emergency, saying the law sup-pressed people's fundamental rights. The government extended the decree "to prevent possible violent or unlawful activities. It remains in effect in Bangkok, Nonthaburi, Pathum Thani, Samut Prakan, Khon Kaen, Udon Thani and Nakhon Ratchasima. Abhisit said he explained the situation to representatives of HRW while he was in New York for the UN General Assembly. The organisation misunderstood some points, he said. The state of emergency did not affect the normal lives of people, he told them. HRW claimed the law was being used to hold people, mostly red shirts, without charge for up to 30 days in unofficial places of custody. But Abhisit said people were only held in widely known prisons.

The police was able to retrieve the homemade bomb successfully without any injuries; Late last night Thursday September 30, 2010 at 1:30 hours, an explosion sound was heard at the corner of Si Ayuthaya Road and Rama VI near the Ministry of Foreign Affairs (MFA) HQ. The security guard on duty at the MFA reported to the police that a motorcycle rider and a pillion were spotted throwing an object aiming at the premises of MFA before the explosive sound was heard. Police are still investigating the incident. This is just a quick reminder of the still relatively unstable situation in Bangkok and parts of the country, which may create a scenario of being at the wrong-place at the wrong-time. The level of political violence is generally under-reported by the local media and understandably downplayed by government officals. Everyone is advised to avoid all governmental buildings and buildings occupied by any political groups. Have a good weekend and stay well out of harm's way.
