19 provinces warned of flash floods

The Meteorological Department Wednesday warned residents of 19 provinces around the country to brace themselves for heavy rains and possible flash floods.

In its morning forecast issued at 4 am, the department said Chiang Rai, Chiang Mai, Nan, Phrae, Uttaradit, Tak, Loei, Nong Khai, Nong Bua Lamphu, Udon Thani, Sakhon Nakhon, Nakhon Phanom, Kalasin, Chanthaburi, Trat, Surat Thani, Ranong, Phang Nga, and Phuket could be hit with heavy rains.

It explained that the heavy rains would be unleashed by influence of the low pressure ridge over the northern and northeastern region coupled with the influence of the southwester monsoon over the Andaman and Gulf of Thailand.

The influences would cause rains to fall in 70 per cent of areas each in the northern, northeastern and central regions.

The rest of the regions would see rains in about 60 per cent of each of their areas.

Heavy flooding hits villages in Chiang Rai

Hundreds of people were evacuated to higher lands after flash floods hit villages in Chiang Rai's Mae Chan district on Wednesday morning.

Local schools in Chan Chawa municipality suspended their classes.

The flood hit the areas at about 7.30am after consecutive days of heavy rains which increased water levels in many small rivers in the areas.

At the press time, water level reached 90 centimetres and expected to rise more in the afternoon as there are still rains in the area.

Chan Chawa Mayor Banjong Yangyuen said that water level in Kam river is rising so he decided to order evacuation of people.

"As of now, about 260 houses and 500 rai of lands were under water. Hundreds of people are affected from the flood. Many cattles were washed away," the mayor said.

Flood warning for Bangkok

Bangkok Deputy Governor Bannasophit Mekwichai has ordered local authorities to warn residents along the Chao Phraya River and connecting canals to move at-risk belongings to higher ground due to the rising water level from the combined high tide and northern run-off on Wednesday evening.

Government labourers have built sandbag embankments along the river as the water level in the river will remain high for the next few days.

But the Agriculture and Cooperatives Ministry is confident its water management will effectively prevent flooding near Suvarnabhumi airport and in the central provinces, so that the extensive floods in those areas last year won't recur during this year's rainy season.

Agriculture Minister Thira Sutabutra said the Royal Irrigation Department (RID) and the Bangkok Metropolitan Administration (BMA) have cooperated to prevent flooding in the capital and the surrounding areas.

Effective water management, including controlling sluice gates and draining water from Chao Phraya River dams, will make water drain to the sea faster.

Officials have dredged canals around Suvarnbhumi airport to prevent flooding in eastern Bangkok and nearby areas. The measures will prevent the extensive flooding such as occurred last year.

The flooding situation in several areas has improved except in low-lying areas along the Chao Phraya River in the central province of Ang Thong and Ayutthaya, which face flood problem every year, the minister said.

RID has worked to drain flooded water from those flood-hit areas, Mr. Thira said. Paddy fields won't be much damaged as the rice growing season has just begun.

Rains decrease, temperature drops

The Meteorological Department said Wednesday that rainfalls in the country will decrease while temperature begins to drop because of the influence of a high pressure mass over the upper part of the country.

It said in its daily forecast issued at 4 am that the lowest temperature in northern provinces would be 20 Celsius degree compared with the lowest temperature of 19 Celsius degree in northeastern provinces.

Bangkok's lowest temperature would be 24 Celsius degree.

Only 20 per cent of Bangkok's areas would have rainfalls.

A hot summer expected to arrive early this year (2008) - Temperatures to soar across country

An unusually hot summer is expected this year, starting from the middle of the month - about two months earlier than normal. According to the Meteorological Department, this summer the average temperature will reach 40 to 43 degrees Celsius in the northern and northeastern provinces. For the central and eastern provinces, average temperatures would climb to 40 to 42 degrees.

In Bangkok, surrounding provinces and the southern provinces, the average temperatures will reach 37 to 39 degrees.

Dry weather in summer will put many areas at high risk of fire. The department said the public should be cautious when using fuel. Widespread forest fires are also forecast.

Frequent summer storms are expected in March and April 2008 in upper parts of the country. During summer storms, thundershowers, strong winds and hail are likely, which could damage farm produce, the department said.

From late April to May 2008, a cyclone is expected to develop in the Andaman sea before moving nearer to Burma. This will cause the amount of rainfall to rise in the western part of Thailand. Flash floods are expected in some plains areas.

Rainfall is likely to be higher than in previous summers.

But the country will not escape drought conditions, as the amount of rainfall is unlikely to meet the country's demand for water supply, especially in drought-stricken areas in northern and northeastern provinces.

Director of the Royal Rain-making Centre for the central region, Arkhane Bunlert, said his unit had detected unusually low humidity in the air, which lent support to forecasts of a weather anomaly this summer.

''From our observations, the weather conditions now are like those we get in summer, which should begin in April,'' said Mr Arkhane.

This year, up to seven provinces are expected to be hard hit by drought, he said.

The phenomenon was probably triggered by global warming and his centre had been moving its flying base from Lop Buri to Nakhon Sawan to accommodate rain-making operations in central, western and lower northern provinces.

He said moving the base to Nakhon Sawan will make its easier for rain-making pilots to draw cloud mass from Burma where humidity is higher than Thailand.

Global warming is something the government and Bangkok Metropolitan Administration are trying to tackle, including a campaign to encourage motorists to use the public transport system to reduce emissions of carbon dioxide

Thailand's King Bhumibol Adulyadej is to oversee personally an artificial rain-making project in a bid to end a severe drought in the country.
He is expanding a cloud-seeding technique he patented in 2002, which involves aircraft releasing a chemical into clouds to induce rainfall.

He suggested the idea as most of Thailand's 76 provinces face their worst drought for several years.

An additional 17 aircraft have been drafted in for the scheme.

It has also been expanded from 10 to 22 bases across the country.

"The king has set up a centre for rain-making at Hua Hin [his seaside residence] and will personally command the centre to help alleviate drought,"


Cloud-seeding involves firing particles, usually silver iodide, into clouds to encourage water vapour to gather round them and eventually fall as rain.

CLOUD SEEDING

1. Aircraft or artillery spray chemicals (often silver iodide or dry ice) into clouds to encourage tiny vapour droplets to coalesce
2. Droplets of supercooled water (liquid below freezing) coalesce into snow and melt as they fall
3. Heat released as the droplets freeze boosts updrafts, which pull more moist air into the cloud

King Bhumibol Adulyadej's technique involves using two aircraft to seed warm and cold clouds at different altitudes.

This technique is said to be particularly successful because it can more precisely target areas where the rain is to fall.
