Deluge out of control: Thailand

Admitting that the Pathum Thani flood situation was out of control, the Northern Rangsit Irrigation Office predicted yesterday that Bangkok would be inundated.

Office executive Chuchat Supawatthanangkul said the water flowing through Rapeepat Canal had destroyed several parts of the floodwall along Klong Luang district's Canals 1 to 5. Flowing at 70 cubic metres per second, this water would inundate Klong Luang and Thanyaburi districts, run through the Rangsit Prasertsak Canal and certainly flood Bangkok, he said.

Around noon yesterday, a 3metrelong section of floodwall along the Rangsit Canal at Chulalongkorn sluice gate near Rangsit market collapsed, but officials repaired it as residents were evacuated. As water levels rose, people guarded floodwalls while others strengthened them with sandbags.

At Pathum Thani correctional institution by Canal 5, 500 female inmates were evacuated, but 1,500 male prisoners remained because there was no place to hold them. They tried to pump out flood water seeping into the building, which is protected by a 3metrehigh floodwall.

Public Health Minister Witthaya Buranasiri said his ministry had dispatched officials by boat to help chronic patients, people with disabilities, pregnant women and ailing seniors trapped in flooded homes in Nonthaburi and Pathum Thani.

In Nonthaburi alone, there were 300 patients, but only 100 have been rescued so far. Hospitals have reserved beds to support another 200 chronically ill patients. Others from these groups should call 1669 around the clock for help.

Thammasat University Rangsit Campus executive Prinya Thaewanarumitkul, as director of the temporary shelter, said that even if flood waters there rose to 1.2 metres, brimming the sandbag barrier around the conference hall, the shelter would not be closed. The 1,800 evacuees on the ground floor would be moved to the gymnasium, which could support up to 5,000.

Floodhit Dream World Fun Park will be closed from today to October 31, while the Future Park Rangsit, Big C and HomePro malls in Thanyaburi district are closed indefinitely because of flooding of surrounding roads.

Bangkok Governor: Authorities Open All Sluice Gates to Drain Floodwater

BANGKOK, Oct 21 - Bangkok Governor Sukhumbhand Paribatra on Friday said City Hall has opened all sluice gates to drain water through the capital as soon as it can in preparation for additional flows of approaching northern run-off.

The governor expressed concern, however, over the rising waters of Klong Prapa, posing a flood threat to Lak Si and Don Mueang districts, the two additional flood-prone areas declared for warning residents to brace for possible flooding, following the early announcement of seven districts.

The seven districts, announced earlier as vulnerable areas, are Sai Mai, Klongsamwa, Bang Khen, Nong Chok, Min Buri, Lat Krabang, Kannayao.

If Klong Prapa rises and overflows, it could impact Klong Prem Prachakorn. If the water level in Klong Prem Prachakorn reaches 1.30-1.50 metres, it could pose flood treat to Vibavadi Rangsit Road, a link to Bangkok’s inner areas, he added. The water level in Klong Prem Prachakorn rose to one metre Friday morning from its normal level of 0.50 metres.

Moreover, The capital must also brace for the possibility that floodwater from Nakhon Pathom’s Klong Mahasawat will flow to western Bangkok in addition to the flood threat from northern run-off.

Meanwhile, the Bangkok Metropolitan Administration (BMA) indefinitely postponed reopening 116 schools it administers in the seven vulnerable districts. Class make-up will be scheduled later. (MCOT online news)

Runoff water from the upper part of the country has finally proved
"too huge" for the government to keep out of Bangkok.

Prime Minister Yingluck Shinawatra yesterday told the Bangkok
Metropolitan Administration (BMA) to use the capital's canals to
direct runoff water out to the sea.

"We have asked the BMA to open all watergates along the capital's
waterways. Then, we should be able to push between 8 million to 10
million more of cubic metres of water into the sea per day," she said.

Although, Yingluck tried to assure city residents that Bangkok's
canals would not overflow, she fell short of clearly explaining how
the government would control the water level and volume.

The PM held a meeting with Royal Irrigation Department directorgeneral
Chalit Damrongsak and Bhichit Rattakul, a former Bangkok governor, to
discuss the plan yesterday afternoon.

"We are trying to find out how to push as much water as possible into
the eastern part of Bangkok. There, we have already dredged seven
canals to facilitate the water flow into the sea," the prime minister
said.

She then just added that ridges and embankments would also be used to
prevent the overflow and to divert the water into Bangkok's eastern
part.

"This is the fastest way to push the water out into the sea," Yingluck said.

She told Bangkok residents in Sai Mai, Bang Khen, Klong Sam Wa, Nong
Chok, Min Buri, Lat Krabang and Khannayow districts to move their
belongings to spots at least one metre above the ground.

She said the water from Bangkok's canals would not overflow onto the
roads. "But if it does overflow, we will use pumps," she said.

Asked whether Bangkok could be considered safe from floods, Yingluck
said, "It's a surveillance area. It's not a risky area".

The military has pledged allout efforts to evacuate stranded residents
in heavily flooded Bang Bua Thong district in Nonthaburi, the
government Flood Relief Operations Centre announced.

Anyone calling for help can signal to barges passing their homes with
flashlights or lighted candles, or call 1131, said military officials,
present for the first time in uniform during a FROC press conference.

Bangkok Governor MR Sukhumbhand Paribatra said the BMA could release
1,600 cubic metres of water per second into the sea.

"We will do our best to assist the central government but we will take
into account impacts on local people, too," he said.

China Premier Wen Jiabao insisted yesterday to send a total of 170
heavy pumps to help Thailand fight the floods crisis.

He offered the assistance to Deputy Prime Minister Kittiratt na Ranong
during his threeday trip to China until this weekend.

Wen said the first lot of 150 pumps with a capacity of 78 tonnes per
hour each will arrive by tomorrow afternoon and the remainder, with
greater capacity of 200 tonnes, will be delivered later.

Flood reaches Zeer, Rangsit

The flood water has now arrived at Zeer shopping centre in Rangsit.

The express lanes are still dry but the parallel roads are now flooded. Small cars can proceed, but very slowly.

The shopping centre earlier decided to close and offered its entire parking areas free for vehicles until the end of the month.
