Bangkok Bomb Suspects Partied in Pattaya
AFP | Feb 17, 2012, 10.59AM IST

Three Iranians suspected in a botched bomb plot targeting Israeli diplomats in Bangkok holidayed in the Thai resort of Pattaya just days before the blasts, an official said Friday. "The three suspects stayed in different hotels in Pattaya," an immigration officer in the coastal city who did not want to be named told AFP.

Police have tracked down a Thai woman known as "Nancy" who escorted one of the men, Mohamad Khazaei, during his stay, he added. "The most important evidence we found are pictures in Nancy's mobile phone taken on the night of February 11 which prove that these suspects know each other," the officer said.

According to the Bangkok Post daily, the Thai woman was also in the suspect's hotel room "but didn't detect any irregularities except one time when he barred her from approaching a closet in the room."

The English-language daily published a photograph that it said showed the three suspects relaxing in a hotel bar with two Thai female companions, under the headline: "Suspects partied in Pattaya."

Thai police chief Phrewphan Damapong said Thursday that Israeli diplomats were the intended target of the botched plot, which came to light following an apparently accidental explosion at a house in Bangkok on Tuesday.

A fifth suspect believed to be the actual bomb expert training them was seen going, and coming in the last few days, and hours before the apartment blew up.

It is not uncommon for propaganda machines to label any act of terrorism as amatuers in the hopes of drawing out any group behind the failed, or actual attacks.

Three of the initial 4 were professionals, with only the one trying to first blow up the taxi, then the police was the amateur.

The other three knew enough, and had the routes to immediately leave the country, with the female allegedly making it into Iran, one more flight, and the man caught in Malaysia would have been there too. Now the real pro, the fifth suspect, and alleged to be the bomb maker, is no where to be found.

Just by the fact they were able to aquire C-4, and hand grenades gives them a certain element of professionalism. The hand grenades could probably be bought easily enough with money in Cambodia, but C-4 plastique is a whole different ball game.

Report from The Nation dated 23 February 2012 :-

More clues on Iranian bomb plot in Bangkok
================================

BANGKOK - More signs possibly relating to planned bomb attacks and prepared by a group of Iran nationals have been identified on Bangkok streets, apart from the stickers reading "SEJEAL" which police discovered earlier, a police source said yesterday.

Messages reading "SHOCKETHER", "NINER", "GAMI" have been found spray-painted on many walls along a Bangkok road heading to the JW Marriot Hotel, like the SEJEAL stickers which were pasted along the same route.

Police suspect the SEJEAL stickers - allegedly prepared by the bomb suspects - were intended to indicate a route used frequently by Israeli diplomats who are possible targets of the bomb attacks.

A former head of a Thai-Iranian alumni association, Saiyid Sulaiman, said the SEJEAL stickers could have been made up and posted at several locations in the capital to finger Iran and spoil good relations it had with Thailand.

Saiyid claimed he learned about the SEJEAL stickers on the day of the incidents. He did not give more details. He explained that SEJEAL was an Arabic word cited in the Koran, which means hot stones or fire stones. The word is also used to name a long-distance rocket in the Iranian military's inventory.

A suspect, Iranian national Mohammad Khazaei, has been placed in court custody after the Bangkok South Criminal Court denied his request for temporary release, which police opposed. Khazaei, in handcuffs and wearing a bulletproof vest, appeared grim and tense.

A special cell and heightened security have been provided for Khazaei at the Bangkok Remand Prison where he will be held for the first 12 days, and given special meals as part of his basic rights as an inmate.

Persian-speaking inmates will meet and chat with him occasionally to make him comfortable in a solitary cell monitored by security cameras, said prison commander Sophon Tuethammaphruek.

A police source said not all the five suspects may have known each other and entered Thailand to perform their roles on separate trips. The source said flight details showed that Norouzi Shaya Ali Akbar, 57, the alleged bomb-maker, and Laila Rohani, the alleged logistics officer, flew directly from Tehran to Thailand.

The three other suspects: Saeid Moradi, 28, who lost both legs after being caught in the blasts, Khazaei, and Masoud Sedaghatzadeh - now facing extradition from Malaysia - entered Thailand from Malaysia, after taking a direct flight from Tehran, through a transit flight to Phuket and then to Bangkok.

The explosives and devices could have been smuggled from Malaysia, before they were assembled into three radio bombs in Thailand, the source added. The SEJEAL stickers were not printed in Thailand and were possibly smuggled by Rohani, because they were found in her room.

A weekly meeting on progress in the police investigation into the blasts has been ordered by the prime minister, who appointed Deputy Prime Ministers Chalerm Yoobamrung and Yuthasak Sasiprapha as joint chiefs of operations.

A coordination committee working on the case has also been appointed, comprising the National Police chief and head of the National Security Council and immigration police and a Foreign Ministry representative.

Report from AFP dated 23 February 2012 :-

Bomb plot shows gaps in Thailand's security
================================

BANGKOK: A bungled bomb plot by Iranian suspects in Bangkok has highlighted Thailand's vulnerability to terrorist attacks, experts say, even as authorities in the kingdom play down the threat.

The tourist magnet is seen as a soft target because of the easy entry it grants to foreign visitors as part of efforts to boost the economy.

While the alleged plot to kill Israeli diplomats in the Thai capital was unsuccessful, it only came to light because of a series of apparently accidental explosions which rocked a residential neighbourhood on February 14.

Thai officials have denied the blasts -- which came a month after the United States warned of a terror strike in the capital -- were a terrorist incident on the basis that individuals rather than the general public were the targets.

The explosions came a month after police found a large amount of chemicals in a house near Bangkok that could be used to make a bomb. A Lebanese suspect was arrested in connection with that incident.

The safety scares dealt a new blow to a tourism industry still recovering from the fallout of months of devastating floods last year, as well as several rounds of political unrest in recent years.

"Thailand is worried that the bombings will be yet another blow to the country's image as a safe tourist destination, particularly if it admits the blasts were a terrorist attack," said Maria Patrikainen, Southeast Asia political analyst for research firm IHS Jane's.

While the kingdom stepped up security in the wake of the 2002 bombings on the Indonesian resort island of Bali which left more than 200 people dead, "procedures -- particularly regarding visas -- have not been tightened as much as they could be for fear of damaging tourism," Patrikainen said.

Thai intelligence gathering is complicated by factors including poor coordination between the various police and government agencies involved, according to experts.

Furthermore, while the kingdom is no stranger to attacks, it has little experience dealing with international terrorists.

Bangkok has seen numerous mostly minor blasts in recent years but they have been blamed on the country's rival political factions.

An insurgency has also been raging for eight years in the Muslim-majority deep south, where there are near-daily gun or bomb attacks, but the violence is confined to the region and the militants have never targeted Western tourists.

"Thailand appears as a sitting duck," said Paul Chambers, director of research at the South East Asian Institute of Global Studies at Payap University in Chiang Mai in northern Thailand.

"It is more surprising that such bombings have not happened before," he added.

This month's failed attack was not Thailand's first lucky escape.

In 1994, police stumbled across a massive bomb hidden in a truck involved in a minor traffic accident two blocks from the Israeli embassy in Bangkok. An Iranian suspect in the incident was sentenced to death.

"Eighteen years later, we've been lucky again... We cannot rely on luck every time," said Thitinan Pongsudhirak, director of the Institute of Security and International Studies at Bangkok's Chulalongkorn University.

He said Thai authorities needed to be more vigilant and proactive.

"So far they have not had very good intelligence. There has been poor coordination, poor analysis," he said, noting that the initial warning of a potential attack had come from the US embassy.

Some observers attribute the security weaknesses in part to the political turbulence that has rocked Thailand since a 2006 coup which ousted controversial premier Thaksin Shinawatra.

Since his overthrow there have been a series of street protests by rival political groups which culminated in mass pro-Thaksin demonstrations in early 2010 which sparked a military crackdown that left more than 90 people dead.

The leaders of those rallies, from the "Red Shirt" movement, were charged with "terrorism" and are awaiting trial.

"There has been so much disarray in Thai politics and Thailand's political class has been so focused on other things that having a serious discussion on matters like security hasn't been possible," said Michael Montesano, a research fellow at the Institute of Southeast Asian Studies in Singapore.

Thailand's national police "has capable people aware of threats to foreign targets on Thai soil," he said.

"But like members of bureaucracies anywhere they face big challenges in terms of coordination with other parts of the government," Montesano said.

"We need someone to move beyond this state of denial and take real leadership. If recent events prove a wake-up call for the Thais to evolve capacities, it would be a blessing in disguise."

... we've all seen it, the Thai 'state of denial'... a remarkable child-like quality used here as a defense against loss of face... works beautifully on Thais, since none would dare question that the 'king has no clothes'.

... disturbing to see in grown men who sit at the heads of seriously staffed conference room tables.

... hope the Thais rise above their state of denial before a detonaton heralds Thailand's claim to yet another 'hub'.

Report from Bangkok Post dated 24 February 2012 :-

Huge weapons cache found lying in bushes
Authorities baffled about who owns arms

Authorities have uncovered a big arms cache of grenades and other heavy artillery in Surin, but don't know how the weapons arrived there, or where they were headed.

The seizure was made three months ago but was only revealed to the media yesterday, by DSI chief Tarit Pengdith.

The war weapons were seized in a joint operation involving the Department of Special Investigation, army rangers and the Border Patrol Police.

"We are trying to identify the people who hid the weapons there," Mr Tarit said. That's why we have only just told the media about it."

The investigators had hoped they would be able to arrest the gang and seize more weapons. Unfortunately, the traffickers appear to have halted their activities, he said.

Mr Tarit said the officers found a large cache of weapons hidden in bushes between shophouses in Prasart district, after learning about a recent arms delivery in the area.

They include 36 RPG-7 grenades, 36 RPG-7 launchers, 64 60mm rockets, 144 40mm rockets, and 1,437 rounds of.88 rifle ammunition. However, the team had not found any suspects.

Mr Tarit said he could not say how the weapons found their way there or where they were destined to be sent, but he is sure they had nothing to do with the street clashes in 2010.

"Nor are they connected to the explosions involving Middle East suspects in the Sukhumvit area on Feb 14," Mr Tarit said.
