Thai police arrest another suspect in Bangkok blasts

Thai police have arrested and detained another Iranian suspect in connection with a series of bombs that went off in Bangkok this month, a law enforcement official said.

Madani Seyed Mehrded, 33, was taken at a rental house, where authorities also confiscated a computer and a mobile phone, said the official, who was not authorized to talk to the media.

The Bangkok blasts did not kill anyone. Their intended targets are not clear, although authorities have said they were intended for Israeli diplomats.

They went off a day after a device attached to an Israeli Embassy van in New Delhi, India, exploded, wounding several people. Another device, found on an embassy car in Tbilisi, Georgia's capital, was safety detonated.

The Thai National Security Council has drawn a tentative link between the bombs in Bangkok and those in India and Georgia, saying the materials used in the explosive devices were similar.

Israeli Prime Minister Benjamin Netanyahu has blamed Tehran for the attacks. Iran has denied the accusation, saying that "Israeli agents are often the perpetrators of such terrorist acts."

Iran has also suggested that it would be willing to provide some assistance in investigating the Bangkok bombings.

Arrest warrants have been issued for five suspects, all identified as Iranians. Three of the five were already in custody.

The government has decided to integrate all intelligence operations, headed by National Security Council secretary-general Wichean Potephosree, to focus on individuals and groups considered a threat to national security.

Speaking after a Tuesday meeting with security-related agencies, Deputy Prime Minister Chalerm Yubamrung said intelligence operations from all agencies have now been integrated for better efficiency.

Pol Gen Wichean has been assigned to head the integration of intelligence operations, said Mr Chalerm, who is in charge of national security.

There were no talks on terrorism during the meeting, he said. He maintained that authorities could control the situation and there was nothing to be worried about.

Pol Gen Wichean said the main agencies involved in the integration of intelligence operations are the NSC, the National Intelligence Agency, the Interior Ministry, the Special Branch Police, and the Foreign Ministry.

Agencies that will support intelligence operations are the Internal Security Operations Command, the Commerce Ministry, the Science and Technology Ministry, the Labour Ministry, the Agriculture and Cooperatives Ministry, the Justice Ministry, and the Bank of Thailand.

Agencies that will play a supplementary role include the Social Development and Human Security Ministry, the Information and Communication Ministry, the Public Health Ministry, the Office of the National Economic and Social Development Board, the Board of Investment, the Narcotics Suppression Bureau and the Anti-Money Laundering Office.

"My responsibility is to integrate intelligence operations with a focus on individuals and groups of people suspected of being a threat to national security, to supervise counter-intelligence operations, and collate and analyse reports from all agencies concerned," Pol Gen Wichean said.

The NSC will host a meeting of security agencies every Monday, while Mr Chalerm, who is in charge of the overall operations, will chair a separate weekly meeting.

"In an emergency, the deputy prime minister will call a meeting on a daily basis to follow up on developments and report directly to the prime minister," said Pol Gen Wichean.Mr Chalerm yesterday met separately with the Immigration Bureau to present his policy on security and intelligence operations.

He said the bureau was the first agency given the job of screening foreigners entering the country and its work must be in coordination with other security agencies.

The government has a clear policy of not meddling in disputes between other countries.

But the government will not let anyone use Thailand as a base to carry out terrorism attacks, he said.

He refused to comment on the recent arrests of three more Iranians on suspicion of involvement in the bombings on Sukhumvit Soi 71 on Feb 14, saying only that police had sufficient evidence to hold the suspects.

He said he could not disclose details of the case for fear his remarks might bring the country into conflict with another nation.

Israeli ambassador to Thailand Yitzhak Shoham met Defence Minister ACM Sukumpol Suwanatat on Tuesday to discuss the terrorism situation and cooperation in intelligence exchange and anti-terrorism measures, said a source.

The Israeli ambassador arrived at the Defence Ministry under tight security provided by the Arintharat police task force.

Thais may have been involved in Feb 14 bomb blasts: police

It is likely that certain Thais were involved in the triple bomb blasts that rocked Bangkok on Valentine's Day, Deputy Police Chief Pol Gen Pansiri Prapawat said Wednesday.

He refused to give further information, saying the matter was still under investigation.

Pansiri was speaking after a meeting of police investigators in charge of the three bomb explosions in Wattana district on February 14, which injured five.

Arrest warrants have filed against five Iranians, three of them in police custody and two others still at large.

Saeid Moradi remains in hospital after losing both legs in an accident caused by his own explosive device, Mohammad Hazaei was arrested at Suvarnabhumi Airport while trying to flee the country and Masoud Sedaghatzadeh was arrested two days later by Malaysian authorities.

Still at large are Leila Rohani, who fled to Tehran before the explosions, and Norouzi Shaya Ali Akbar, a suspected bomb expert.

Police Chief Pol Gen Priewpan Damapong has said the five were involved in an alleged plot to kill Israeli diplomats including the ambassador.

Pansiri said the investigation showed the five suspects had clear job assignments to prepare for the plot and had travelled in and out Thailand more than once.

Rohani was in charge of accommodation and procured vehicles to be used in the mission while Akbar is suspected of being responsible for planning the mission. The others were assigned to carry out the attacks, he added.

Pansiri said the evidence and investigations offer about 80 per cent confirmation that Hazaei was involved in the alleged plot.

Morabi will be moved from Chulalongkorn to the Police Hospital on Tuesday. Police will wait for him to be ready physically and mentally before talking to him.

Thai police are in contact with the Malaysian authorities about sending Sedaghatzadeh back to Thailand.

It took Thais in some official capacity to get the C-4 explosives from, or there were Thai officials bought off getting it into the country. That is the high level key ingrediant in all this, and from Thai reports also the timers that supposedly were not available in Thailand, but they aren't as hard to get.

The fact C-4 was used puts this whole incident at a very high level of professional terrorist organized act, and it had to someway enter the country, or bought from the military here. Either way a Thai was involved, but as a customs pay-off the agent very likely did not know what he was allowing to enter Thailand, only that he was getting a nice sized piece of cash. If it came from the military here then that person knew exactly what he was supplying, and to whom.

This would even be questionable for it to be Al-Quaida linked as their SEA arm don't use C-4. Neither their Bali, the Philippines, or Jakarta bombings in the past used C-4. C-4 has not been used in the bombings in the South of Thailand either.

Then it is already known they bought the used motorbikes from Thais.

When dealing with professional terrorists the Thai police, or investigators are at a complete loss as to what to do. They really have no clue.

It is my speculation the master bomb maker is still in Thailand. He has less chance of being caught just staying here. He would run a serious risk of detection if he attempted to leave the country, and he obviously has a good network in place to protect him here so why leave.

It is only speculation the people they have caught actually knew his real identity. It is highly likely he has many identities, and all legitimate in Thailand. Given his access to that high level of explosive it would only follow he has as good of access to different identities, and all the credentials to go with them.
