Thai Premier Denies Killings in Drug War

BANGKOK, Thailand (AP) - Thailand's prime minister on Wednesday denied that security forces executed suspects during an anti-drug campaign that left hundreds dead and said the world should be grateful his country is fighting the drug trade.

Prime Minister Thaksin Shinawatra's comments came as the United States expressed ``serious concern'' about the killings, and urged the Thailand to investigate hundreds of unexplained deaths.

``Everything that has been done is according to our modern Constitution,'' Thaksin told a select group of reporters at his office. ``Everything is according to law.''

A total of 2,274 people were killed nationwide during the three-month anti-drug campaign that ended April 30, according to official figures.

But Thaksin said police shot about 35 people in self defense, which he said was permissible by law. He attributed most of the killings to gang wars and ``big bosses'' who shot to death suspected informers.

Besides the United States, the Thai government has come under intense criticism from international human rights groups and the United Nations, which said the high death toll suggests extrajudicial killings by security forces.

Thaksin last week declared the anti-drug campaign a huge success, but had not until now specifically responded to the allegations.

``The success of this campaign has helped the whole world, especially the Western countries. Otherwise the drugs, the heroin, will spread all over the world if we don't do our work.''

``I am not claiming (credit) ... but at least understand that what we have done is part of the good world cooperation,'' he said.

Separately Wednesday, a U.S. Embassy spokesman told The Associated Press the Bush administration has ``made very clear that we have serious concerns about the number of killings that may have been associated with Thailand's war on drugs.''

The spokesman, who did not wish to be identified, said the United States told Thailand that it ``needs to ... investigate all unexplained killings and identify and prosecute those responsible,'' he added.

He said the United States has voiced its concern at ``increasing levels ... and at increasing volume.''

Thaksin would not confirm that his government has been reprimanded by the United States, but said Thai officials have been in contact with the United Nations human rights and drug agencies.

``So they understand our situation very well,'' he said.

During the 30-minute interview, Thaksin also spoke about the impact of severe acute respiratory syndrome on Thailand's economy - which he said will be minimal and temporary.

He said although SARS has resulted in a severe drop in foreign tourists, it has also prevented Thais from traveling abroad. The government is now trying to get those Thais to spend at home to compensate for the loss from incoming travelers, Thaksin said.

``What we are worried about is the export part ... the (falling) demand for goods if the global economy shrinks,'' Thaksin said.
