Westerner whose head found hanging from Rama VIII Bridge believed to be Italian
Police said Tuesday that the westerner whose head was found hanging from Rama VIII Bridge Sunday was believed to be an Italian.
Police said the headless body, believed to be the same person with the head, was wearing a trouser of an Italian brand.

This guy really, really knew he wanted to die, and made sure of it.
Plastic bag over head, and tied the noose around the head, and jumped (I guess he wanted to be sure) and when reaching the end of the rope, the weight and velocity of the body resulted in the body detaching from the head, leaving the macabre pendulum under the bridge.
The original way the scene was described by the media (in typical sensationalist style) implied that the head was severed and then stuffed into the bag, and subsequently dropped down over the bridge.
This makes it an unusual suicide method (but effective), yet a very usual and banal reason for the suicide...

Which makes me wonder how the head was left in the rope. If the force was so great as to cause the body to tear away at the neck and fall into the river (i am not persuaded by that logic), my imagination tells me the head too should have fallen off since the noose generally is tied round the neck and a neck without a body will offer no grip to the noose.
Somewhere the line between fact and farce is getting blurred by this suicide angle.

All it takes for it to happen is for the inner structures to be severed, and possibly some of the soft tissue torn, leaving the body and head hanging, with the body slowly tearing itself lose due to the weight. This could very well leave the head hanging -- particularly if the noose was tied in such a manner so as to by tight enough to grip the neck, and the rip happened below the noose.
Additionally, think about it, the plastic bag, tied down with the noose around the neck, served to asphixiate the victim, making him fall. He probably stood on he bridge edge, and knowing he did not want to be conscious, took care of it this way by making himself lose consciousness, and then dying, sparing himself the conscious experience.
It makes sense from the point of view of someone that REALLY wanted to kill himself, and planned it out carefully.
