Does that mean I should not visit the Imperial Palace or the Diet next time I am in Tokyo? And given the current situation maybe I should avoid Parliament when I am in Ireland.

Qualify your statement mate, there are a lot of places that are 'foreign countries' in which visiting government buildings are not only acceptable but is encouraged (City Hall in HCMC for example)...

... yeah... it's pretty standard boiler plate CYA language from a highly bureaucratic organization.

... and, ease up there ChinaSailer... there are some travellers who are so oblivious to the world about them that they should be prevented by their own countries from being issued passports and from leaving their home country... take, for example, those cretins who joined the Reds protests in May... jeez, they shouldn't be permited to have a driver's license, vote, or breed!

... fortunately, most travellers who can afford to pay the freight to get out here have enough common sense to know the difference between a civilized country (as is, Japan), and a 3rd World sub-Saharan-esque banana republic (... uh, that would be Thailand).

Japan is one end of the spectrum due to it's, how shall we express this, culteral roots in modern stability of its masses through social conduct rules. (dear me I will skipping around that, I was not trying to be offensive to any Japanese brothers on the forum)

Sure, I was not covering every country in the world with the same smelly paint but as a rule of thumb, when anyone is a visitor to a country that is not their own, more so a 3rd world country, then avoid ares that maybe problematic for example The Ecuadorian Parliament building...

And given the current situation maybe I should avoid Parliament when I am in Ireland.

Explosion in Pratunam area

A hand grenade exploded on the rooftop of a three-storey commercial building which houses Krung Thai Bank and a food shop at the mouth of Soi 32 on Phetchaburi road in Ratchathewi district late Friday night. Nobody was hurt.

Pol Maj-Gen Sumeth Ruangsawat,, deputy chief of the Metropolitan Police, Pol Maj-Gen Wichai Sangprapai, Pol Col Kittiphan Junthakan, Phayathai police chief, forensic police, and ordnance explosive disposal officers from the army's Ordnance Department rushed to the scene on receiving a report on the explosion which occurred at about 11.30pm.

On the building's rooftop police recovered the lever and fragments of a grenade which had exploded and a grenade which failed to explode.

Pol Maj-Gen Sumeth said the two Russian-made RDG-5 grenades were believed have been thrown from a building nearby, but only one of them exploded.

The other grenade was destroyed by OED officers.

Police suspected the grenade attack might be intended to create disturbance or motivated by personal conflict.

I do seem to recall rocket, or mortar, attacks on Government Buildings in Tokyo during the 70s. Sarin Gas on the subway in the 90s.

... if the elections are stolen by the Democrats in the 2012 Constitutionally mandated election (a distinct possibility, in view of Thailand's long history of electoral corruption), I think this place could be reduced to another Sri Lanka... the Reds heavy in the North going one way, possibly opening the door for the Muslims to go even more militant in their struggles in the South... both ends fighting against he entitled elites in the middle, who have long-held (and abused) their power over this country.

... now, that's a long way from the daily hand grenade attacks we are getting here in Bangkok, but I can imagine that path forward.

Emergency to be extended in Bangkok

Extension needed as intelligence points to more violence from October to December

Prime Minister Abhisit Vejjajiva yesterday suggested that the emergency decree will likely be further extended for Bangkok and neighbouring provinces at the next Cabinet meeting on Tuesday.

Last Friday, the state of emergency was lifted in three northeastern provinces - Khon Kaen, Udon Thani and Nakhon Ratchasima - prompting red-shirt protesters to regroup publicly.

Yesterday, a group of 100 red shirts in Nakhon Ratchasima staged the first political rally after the state of emergency was lifted.

The events, attended by two Pheu Thai members, included a musical show. Free food was offered to the gatherers. Somphote Prasartthai, one of the Pheu Thai members, called on the government to dissolve the House.

Meanwhile, sources at the Centre for Resolution of the Emergency Situation (CRES) said the premier is worried that the security situation could worsen from October to December.

Intelligence from three separate agencies suggest it is highly likely that there would be a series of violent incidents and unrest involving places with political significance.

"The premier has ordered Suthep [who is in charge of the overall security situation] to step up measures to deal with ill-intentioned efforts aimed at causing chaos," said the CRES source.

"We also need to ensure maximum security at the residences of VIPs in politics, military and judiciary," the source added.

The source said security forces are particularly worried about political activities in October, including the October 7 event planned by the yellow shirts.

On Tuesday, the Cabinet is expected to approve the appointment of Defence Minister General Prawit Wongsuwan to succeed Deputy Prime Minsiter Suthep Thaugsuban as CRES director.

Suthep plans to resign his post by Friday to run in the by-election in Surat Thani's Constituency 1.

The by-election will be held on October 30 to select a replacement for former Democrat MP Chumphon Kanchana, who faces a five-year ban from politics for submitting a false assets statement.

PM Abhisit will today leave for the Asia-Europe Meeting in Belgium.

Deputy premier Suthep has been assigned to chair the Cabinet meeting in his capacity as acting prime minister.

In a related development, the opposition Pheu Thai Party issued a statement entitled "Five Steps To Reconciliation".

Deputy party leader Plodprasob Surassawadee said the measures included:

- Stop hunting down the red shirts, or malice will result in revenge;

- Stop the bomb attacks;

- Stop all large-scale rallies by all sides, which he said would result in confrontation and counter-measures;

- Stop violating the monarchy or exploiting it for personal and political gains;

- Stop the state of emergency.

Two female students were injured when a bomb hidden in a garbage bin exploded Friday evening, Jor Sor 100 radio reported.

The explosion occurred at 5:27 pm on Soi 29 off Rama 3 Road.'

The explosion site is closed to Thai Toshiba Co Ltd.

The two students were rushed to the Charoenkrung Pracharak Hospital.

BANGKOK - A blast blew out the side of a residential building in a Bangkok suburb Tuesday killing three people and injuring nine, emergency workers said, as police speculated the explosion could have been caused by a bomb.

Police had yet to establish the cause of the blast, which took place around 6 p.m., and there was no obvious reason that the 5-story apartment block in Nonthaburi province just north of the Thai capital might be a target.

TNN cable news channel reported that police explosives experts were speculating that the blast was caused by TNT or C4 explosive, perhaps used in a bomb as big as 50 kilograms (110 pounds).

Dozens of bombings have plagued Bangkok this year, both during anti-government protests from March to May and in the months since the military cleared the streets, but none of such magnitude. Small blasts since July have killed one person and wounded a dozen.
