Report from The Nation dated Sunday 25 April 2010 :-

Crackdown expected within 48 hours: Reds
==========================

The anti-government red shirts said yesterday they were bracing for a crackdown within 48 hours to end their occupation of the Rajprasong shopping area.
Red-shirt leader Natthawut Saikua claimed he had learned Prime Minister Abhisit Vejjajiva had ordered a crackdown on protesters within 48 hours.

Nattawut did not say where the information came from but other protest leaders said earlier they had learned from sympathisers in the Army that troops were being mobilised despite negotiations which had been going on for some time.

Jatuporn Promphan, another red-shirt leader, yesterday claimed Army chief General Anupong Paochinda had ordered an additional 70 companies of police to be deployed and heavy weaponry to crack down on the protesters in a day or two.

He claimed he had been tipped off that Prime Minister Abhisit Vejjajiva had summoned Anupong, telling him he would not bow to the red shirts' proposal to dissolve the House in one month and instructed that Anupong break up the rally immediately.

Anupong said he was waiting for the right timing to execute the crackdown on the protesters. The Army chief told the PM he had summoned lower-ranking red-shirt leaders and ordered them not to bring more protesters to the Rajprasong rally.

Jatuporn said Anupong had instructed 70 companies of police to report to him at the 11th Infantry Regiment by noon today.

He said 23 companies of soldiers would move to Lumpini Park, three companies of quick-response units, 200 motorcycles and pickup trucks - apart from 150 motorcycles from other military units that would operate in plainclothes but be fully armed with M16 and A2 guns, including 2,000 shotguns.

About 80 of them would disguise themselves and mix with red-shirt protesters and would shoot at the leaders when the crackdown order was issued, he claimed.

Four Black Hawk helicopters and a Chinook helicopter would be used. Twenty special task force officers were being readied to rappel down ropes and capture red-shirt leaders.

Jatuporn said the crackdown would be carried out by today or tomorrow. "We are ready to fight till death. No matter how many weapons they are going to use,'' he said.

Centre for the Resolution of the Emergency Situations spokesman Colonel Sansern Kaewkamnerd admitted they were preparing to suppress the protesters at Rajprasong but waiting for the right timing. He confirmed the deployment of 70 companies of police from the Police Region 1-7 to execute the crackdown. Police commanders of seven regions would oversee their subordinates and work under the policy of the centre.

He said the media had misinterpreted that the centre would not use force. "Everyone knows that the area has been influenced by terrorism but not everyone in the rally is a terrorist so we have to make sure that innocent people who are misled can leave the area, though it would be impossible to take all of them out of that area,'' he said."When we are well-prepared, we will be ready to crack down on the terrorists. We can even use the word 'suppress' with them. The present situation is not the right time to execute the plan, but we are working towards achieving the goal. We are confident that we can reach it,'' he said.

The centre had thus planned to reduce the number of protesters in the capital and provinces and restrict their campaigns by not allowing them to do what they did. He said society expected to see security forces crack down on the protesters even though Anupong believed using force to quash the protest would add fuel to the fire as protesters in provinces would step up their struggle and the uprising might spread across the country. He said the government and the centre, therefore, had to launch a public campaign in parallel to create understanding and reduce social conflicts.

Sansern denied reports that the government, the military and police were not united, saying the PM, the Army chief and the National Police chief met and talked every day.

The US Military actually used a "Temporary Incapacitating Agent" dropped from planes to rescue downed pilots from the jungles of Laos and Nam back in the day.

I don't think that would work well in a city environment.

As long as they aren't getting their stock pile of "sleeping gas" from the Russians.

Thai rallies ditch red shirts in case of crackdown
BANGKOK, Mon Apr 26, 08:28 AM

Thousands of Thailand's "Red Shirt" protesters shed their signature crimson attire Monday, as their leaders warned they should be prepared to go undercover in the event of a government crackdown on their stronghold in the country's tense capital.

The government said it still hoped to resolve the problem peacefully, despite a breakdown in negotiations, but could not allow the protests that have paralyzed a key part of Bangkok to go on indefinitely. "We're required to keep peace and return the area to normalcy," government spokesman Panitan Wattanayagorn said.

While there was no violence in the central Bangkok shopping area where protesters remained camped for a 24th day, an explosion injured eight people late Sunday near the home of former Prime Minister Banharn Silapa-archa, who is allied to the ruling coalition, police said.

At least 26 people have been killed and nearly 1,000 wounded since the Red Shirts began occupying parts of the capital, closing down five-star hotels and shopping malls and devastating the country's vital tourism industry.

Thousands of Red Shirts camped in the protest enclave Monday changed into regular attire, so they will not be visible if security forces move to clear the area and send them fleeing into city streets.

The strategy was also aimed at helping protesters coming in from rural provinces get past military and police checkpoints, one protest leader, Kokaew Pikulthong, told Thai Rath newspaper.

The Red Shirts consist mainly of poor, rural supporters of former Prime Minister Thaksin Shinawatra and pro-democracy activists who opposed the military coup that ousted him in 2006. They believe Prime Minister Abhisit Vejjajiva's government - backed by the urban elite - is illegitimate because military pressure and complex legal maneuvering brought it to power.

The conflict has been characterized by some as class warfare, and a group of pro-establishment counterprotesters, known as the Yellow Shirts, have stepped up demands that authorities crack down on the demonstrators. The Yellow Shirts have implied they might take matters into their own hands if nothing is done soon.

"The government has the responsibility to protect the people, but instead shows its weakness and inability to enforce the law," said Suriyasai Katasila, a leader of the Yellow Shirts.

Thaksin, who fled Thailand ahead of a conviction on corruption charges, said Monday that he is in contact with the protesters as he defended their cause to reporters.

"We just fight for democracy. Let them fight for democracy and justice," he said in Montenegro, one of a handful of countries that have offered the fugitive a passport. Others, such as Germany and Britain, have barred him.

Red Shirt leaders have urged their supporters in provincial areas to confront security forces being brought in to help crack down on the protests, and many have set up roadblocks to prevent reinforcements from moving into Bangkok.

In at least six places around the country, Red Shirt supporters scattered nails along roads, set up checkpoints and searched vans and buses for police officers headed to the capital.

Some police heading to Bangkok were forced to return to their bases, while police in the central province of Phitsanulok, impatient after a 5-hour standoff with the Red Shirts, broke through a cordon of protesters who hurled rocks and wooden sticks at them, Thai media reported.

Meanwhile, Panitan, the government spokesman, painted a picture of a government that has left itself few immediate ways out of the crisis.

He said the government could not tolerate the protesters' camping out in the city anymore, but appeared to rule out sending in security forces anytime soon because that would likely lead to violence. He also said political negotiations to resolve the crisis peacefully would remain on hold until the government had arrested Red Shirt leaders accused of inciting violence. Warrants have been issued for two dozen leaders but so far have not been successfully executed.

Over the weekend, Abhisit rejected a compromise offer by the Red Shirts, dashing hopes for a peaceful end to the standoff.

"There will be no negotiations until shadowy elements are contained," he said.

Upper Silom has more guns and men in fatigues than normal folks, but as mentioned earlier, its just about avoiding the area, lets say - avoid 2 sqkm of bangkok, and the rest is still fun as usual.

the locals just couldnt care less. it is business as usual unless you have a high end shopping agenda (though even for that, you do have the emporium open as usual)
