So we have two parties.... one who believes it's legal and another who says it's illegal.

So be it......

BTW, UK Shaga, I didn't say that you or the Thai Embassy lied. I am just a non-believer.

But I've found this on

http://www.imm3.police.go.th/eng/eng_Issuance_of_Specific_Non-Immigrant_Visa.html

'Issuance of Specific Non – Immigrant Visa

Foreigner who enter Thailand with Non – Immigrant Visa will be permitted to stay for 90 days, but if you wish to stay for one year there are two ways that you can follow;

1. One of the way is to apply for a specific Non – Immigrant - A Visa through the Royal Thai Embassy or Consulate who will forward that application to the Immigration Bureau in Thailand for consideration.
'
So that means to me that the final decision will be made in Thailand not in London.

But I am sure you will convince me with your non-immigrant multiple entry1 year visa in your passport next week.

Mr Alan
A non-immigrant visa can be obtained for 90 days for the following reasons:

Purpose of visit: BUSINESS and CONFERENCE (requiring the business letter with letter-head explains purpose of visit, also included name of company, organization or mission and address in Thailand), RESEARCH, TEACHING, MASS MEDIA or MISSIONARY (requiring the letter with letter-head from company, agency or organization sending you on your mission, and also the letter from your counterpart in Thailand). TEACHING AND EDUCATION (requiring the letter with the letter-head from educational institution in Thailand). FAMILY REUNION (requiring marriage or birth certificates). MEDICAL TREATMENT (requiring letter from licensed doctor).

Non-Immigrant tourist visas, are for 60 days.

Retirement Visas for persons over 50, are for one year at a time, but you must report to local Thai immigration every 90 days. You must demonstrate financial support and meet other requirements to qualify.

Extension of stay for non-immigrant visas may be applied for in Thailand.

Visas must be activated or used within three months from the date of issuance.

The above information provided by the Thai Embassy website in the USA.

Coming back to this subject, I found this in the FAQ section of the website of the Thai consulate general in Los Angeles (USA)

* I will be visiting Thailand with my family. Can I send all of our passports and visa applications together in one envelope?

Yes. You can include all passports and all necessary documentation in one envelope and return envelope. You may also include one cashier's check or money order for the visa fees for all applicants. In addition, please write the name of the applicant on the back of their photograph.

* Can I apply for a Visa for someone other than myself?

Yes. When applying for a visa in person, the visa applicant is not required to apply by them self as long as all required documentation is submitted at the time of the visa application. However, all visa application must be signed by the applicant.

It would thus seem that there is nothing wrong with someone else applying at a consulate on your behalf or with sending the passports by courier.
