Alert over possible flash floods

The Meteorological Department yesterday warned residents in several provinces to be prepared for flash floods.

The warning was issued to people living in Uthai Thani, Kanchanaburi, Ratchaburi, Ranong and Phang Nga.

The bureau expects heavy downpours during the next one or two days and warned that flash floods and landslides might strike settlements and homes near foothills and those build near mountainous slopes.

In Phang Nga, the provincial disaster prevention and mitigation office's acting
chief Bancha SuBKheao said a landslide had occurred at a road in Thap Put district following a storm.

"Relevant officials have managed to clear the road," he said.

In a related development, Ranong disaster prevention and mitigation office warned local residents to brace for possible flash floods and landslides.

There are 75 villages in the districts of Muang Ranong, Kapoe, Kra Buri and La-un as well as Suk Samran sub-district, which are considered to be areas at risk.

Muang Ranong district chief Boonyapat Chatara-urai said the Ranong governor's working trip to Phayam Island would be postponed to a later date because of rough seas.

"Waves are between two and three metres high," he said. The working trip was initially scheduled on Wednesday, when officials were expected to bring public services in mobile units to treat people on the island.

300 areas in Bangkok City still face risk of floods

The Bangkok Metropolitan Administration (BMA) has warned that 300 areas across the city are vulnerable to flooding, as it tries to implement a flood mitigation plan.

Bangkok Governor Apirak Kosayodhin said flood-prone areas in the city include Vibhavadi, Chatuchak, Lat Phrao, Sukhumvit and Klong Toey, due to their low-lying terrain.

The flood prevention plan includes dredging waterways, installing more water pumps and setting up a 24-hour disaster-response unit.

The BMA would build a water tunnel to pump out floodwater as a long-term flood solution.

Work on the 300-million-baht tunnel would start next year.

Meanwhile, several provinces in the South have been warned to prepare for possible landslides caused by heavy rainfall.

Damri Sungsap, Phuket's Disaster Prevention and Mitigation Department chief, said a fresh thunderstorm in the province had damaged public property and caused power blackouts in many districts.

The downpour destablised trees, which fell on houses. Some trees blocked roads, bringing traffic to a standstill.

Up to 21 spots were prone to landslides and were unsafe as the heavy downpour continued.

The weather forecast for the west coast indicated the areas would become dry as the southwest monsoon tailed off.

However, authorities warned of gusting winds and strong waves along the coast, and urged fishermen, residents and tourists to exercise caution.

The third coastal naval fleet is out on its rounds to ensure public safety.

In Ranong, 75 villages in four districts and a sub-district were put on red alert for possible landslides and swift run-off.

The Meteorological Department said the central and eastern regions also face continuing downpours and heavy rainstorms which may trigger flash floods in some areas.

The provinces at risk include Uthai Thani, Kanchanaburi, Ranong and Phangnga, said the weather bureau, urging fishermen to stay onshore because of higher than usual waves at sea.

Flash flood in the north kills two and trapped thousands in Northern Thailand

Flash floods triggered by days of heavy rain killed at least two people on Tuesday and trapped thousands of others in northern Thailand, authorities said on Tuesday.

The floods, following three consecutive days of downpour, inundated several districts in the provinces of Nan, Phrae, Lampang and Uttaradit where more than 2,000 people were trapped and forced to climb on the roofs of their houses or in trees in Lablae district.

Rescue teams with boats were deployed to the area to evacuate the stricken residents. A 60-year-old woman was killed and eight others were missing in Lablae and a 13-year-old girl perished in Phrae province, officials said.

Meanwhile in Phrae, Ekkachai Wongworakul, president of Phrae Chamber of Commerce, said that the flooding has damaged many furniture factories which are main business of the province.

"In Phrae, we have middle and small furniture factories which were situated close to one another. They therefore were damaged by the flooding. It is estimated for now that the damage was about Bt30 million," Ekkachai said. Each year the business generated about Bt500 million.

The water also suspended the transportation in the area as many gas station submerged under the water.

More than 100 people feared dead in northern floodings

More than 100 people were feared dead in flash floods which ravaged through many northern provinces Tuesday, officials said.

The disaster also injured over 200 victims.

Uttaradit, Sukhothai, Phrae and Lampang were now reeling in the face of the inundation, caused by heavy downpours over the past few days.

Of them, Uttaradit was the worst hit with seven deaths reported. Electricity in the province was cut due to rising floodwater, which already marooned as many as 1,000 train passengers on four trains heading northward.

Flood disaster tipped for Bangkok City in next 2 months : Even bigger one picked for end of year

Bangkok could be hit by a flood disaster in the next two months, when the annual monsoon joins forces with the La Nina weather phenomenon triggering torrential rain, chairman of the National Committee on Natural Disaster Warning Smith Dharmasaroja has warned.

However, ''the worst flood'' is predicted to strike the city in November and December.

''It is likely that Bangkok will face one of the worst floods in its history at the end of the year due to a combination of the annual sea water intrusion, arrival of northern runoff and La Nina-triggered downpours,'' said Mr Smith.

La Nina is characterised by unusually cold ocean temperatures in the equatorial Pacific. It brings humidity from the sea to the land, leading to a sharp rise in rainfall.

La Nina has occurred for four months so far and would last for another eight months, said Mr Smith, also a former director-general of the Meteorological Department.

He urged agencies to step up flood prevention measures, including improving the water drainage system in the Mae Klong and Bang Pakong - the two major rivers in the west and the east of Bangkok.

Governors in 16 provinces on flood alert

The governors of Bangkok and 15 other provinces in the Central Region were warned yesterday to prepare for heavy floods which may be caused by northern monsoon run-off.

Interior Minister Kongsak Wantana called an urgent meeting of the governors of the 16 central provinces yesterday to discuss the possibility of the Chao Phraya river bursting its banks.

After the meeting, ACM Kongsak was upbeat about the situation, saying the provinces already had flood warning centres, evacuation plans and other measures in place.

Agencies had been told to issue two-hourly advisories if heavy rains were on the way, and the Bangkok Metropolitan Administration told to make sure no water drainage pipes and waterways were clogged up.

Bangkok Governor Apirak Kosayodhin said the city had formed 70 rapid service units to drain floodwater from streets and communities.

The Irrigation Department gave assurances no rivers would overflow in the region because good water management systems were in place.

Dams and reservoirs in the North and Central Region were half full.

Unceasing rain panics the North

Uttaradit : Residents of Uttaradit province's Lablae district - the worst-hit area in the deadly May floods - have evacuated to high ground and stored fuel reserves for fear of another round of floods and mudslides after several days of heavy downpours.

This time around, provincial authorities are preparing to evacuate residents in high-risk areas to safer places immediately if 50 millimetres more rainfall accumulates in 24 hours.

Residents of Lablae's Sri Phnommat town, jittery from deadly two-metre floods and mudslides last month, have yet to move their belongings back home since being evacuated to higher ground last month, as the situation remains uncertain, the sources said.

Some families have packed clothing and necessities, and are loaded on trucks ready for transport. Many have reserved stand-by buckets of fuel. All are ready to flee their homes once floods and mudslides begin anew.

Not only villagers living in locations vulnerable to mudslides, but also those living near natural reservoirs are prepared for evacuation.

Uttaradit was the worst-hit province when floods and mudslides devastated five northern Thai provinces May 21-23. The other four provinces were Sukhothai, Phrae, Nan, and Lampang.

According to the Interior Ministry's Department of Disaster Prevention and Mitigation, the storms and their aftermath killed 87 persons, 75 in Uttaradit, 23 in Lablae district alone. Twenty-nine prsons remain missing--28 Uttaradit residents, 23 of whom live in Lablae district.

Meanwhile, on Thursday the Meteorological Department warned that heavy rain is expected in parts of Thailand's lower northern provinces. The department advised residents of Lampang, Tak, Phrae, Uttaradit, Sukhothai, and Phetchabun to brace for torrential mountainside runoffs and possible flooding in the next few days.

Bangkok, provinces on full alert : Monsoon season looks set to peak with major flooding predicted in many areas

Bangkok residents have been told to brace themselves for intense flooding and given emergency helplines in case the water rises too high.

Bangkok Metropolitan Administration's (BMA) 24-hour emergency flooding number is 1555, or alternatively 02 248 5115, Governor Apirak Kosayodhin said yesterday. Three other helplines are being run by radio stations: 1137 of traffic radio Jor Sor 100; 1677 of Ruam Duay Chuay Kan community radio; and 1644 of Sor Wor Phor 91 station.

BMA teams have been readied to tackle complaints and water pumps are available in likely areas of flooding.

Floods are expected throughout Bangkok's low-lying areas when rainfall reaches 100mm.

Apirak and BMA bosses discussed assistance yesterday to help the capital cope with the monsoon's peak in the coming weeks. Waterways and roadside culverts are also being cleared.

Numerous sandbags are ready to build embankments near waterways.

Flash-floods are being forecast near Uttaradit, where many people drowned last month.

Officials in Phetchabun are preparing for possible mudslides in 11 districts in the province containing around 300 villages.

In Khao Kho and Lom Kao districts, people living in low-lying areas in the water's potential path have been evacuated to higher ground.

Areas where major mudslides killed many residents six years ago are receiving particular attention.

Officials have been trained to report emergency incidents and conduct rescue operations.

Provincial governor Torphong Amphan said officials in areas prone to flooding and mudslides had been trained to deal with any incidents.

The eastern provinces of Rayong, Chanthaburi and Trat have been placed on flood alert.

The Meteorological Department said a low-pressure trough over Laos and Vietnam and a strong southwest monsoon over the Andaman Sea and the Gulf of Thailand had triggered heavy rain in the North, Northeast and Central region.

From yesterday until tomorrow, the eastern provinces face heavy downpours, and residents in flood-prone areas should be on alert, it warned.

Waves in the Andaman Sea and the Gulf of Thailand will be strong and up to three metres high.

Fishing vessels are advised to sail with caution and small craft warned not to leave port.
