In forming my judgement I took these things into consideration-
The processes to ensure this doesn't occur (are they good?)
The scale of authorities corruption / or not?
Detection of 30% missing ? (would it be possible?)
I decided this-
I don't feel the authorities are honest-
But feel some safeguards would be in place to Limit such activities -
So the verdict with me would be - NO 30% would be a too high figure to be believed were a Gun placed at my head and a correct answer required-
Though - I don't dispute the story it goes on-
Just perhaps not to that degree-

... DG... the figures are based upon interviews conducted by private business groups of private Thai companies that contract with the Thai government.

Ok I can well believe in public works especially contracts some major hocus pocus would be rife -
But does that account for all public expenditure ?
Such as projects that come under media scrutiny ?
I would have only at a guess thought 3-5% is filtered off-
But I have seen examples of it myself upcountry (along the lines of expats)
You should refer your sources to reinforce the argument - I believe you could possibly be right - but in all honesty - I would also wait to see results -
Data estimates for some projects may not be across the board-
Surely Thailand in the 21st century has some safeguards?

madfrog, you met him in Pattaya, Big D's party at the Skytop Inn. Valetta, is a nice chap, a little reserved. Although I have not met Magnum, I'm sure if both met over a drink there would be a quite interesting civilized discussion.
I also agree with madfrog. I can believe that corrupt politicians skim off 25 to 40% of a public project costs in Thailand.
I believe almost all politicians are just greedy political prostitutes, that have perfected the GFE.
Barack Obama would fall into the above class, along with his predecessors.
