The APF (AFP?) report cited above by PussyLover is better than the shit I just read on CNN.com (international edition) a few minutes ago.

The homepage announces in its headlines : "At least 237 killed in Thai floods," and I am considerably alarmed at this sudden catastrophe. I click the link and the first para says : "The death toll from months of devastating floods in Thailand has risen to 237, authorities said Wednesday."

Thailand rushes condoms to flood victims:
---------------------------------------------------
BANGKOK, October 5, 2011 (AFP) - Thailand scrambled Wednesday to airlift condoms and other emergency health supplies to victims of its worst floods in decades to prevent a feared surge in unplanned pregnancies......

"Local volunteers told us that villagers have nothing to do during the floods, so to prevent a baby boom we added condoms too," an official at the Emergency Medical Institute of Thailand told AFP.

Report from Bangkok Post dated 8 October 2011 :-

Flood waters bear down on Bangkok - PM admits govt may not be able to avert disaster
=================================================

Prime Minister Yingluck Shinawatra last night told people in parts of Bangkok and elsewhere in the Central Plains to brace for severe flooding, as she admitted her government was almost at its wits' end dealing with the disaster.

Already the whole of nearby Ayutthaya province has been declared a disaster area as the deluge continues to bear down on the capital, having started in the North of the country and affecting 30 provinces so far.

In a televised address last night, Ms Yingluck spoke of the grim situation facing Bangkok and its neighbours.

She said despite concerted efforts by government agencies, she feared authorities would not be able to fully contain the incoming flood waters.

"The widespread flood problem is reaching crisis level, the worst in decades," said the premier.

She said the volume of water had exceeded estimates and the storage capacity of reservoirs and torrents have damaged a number of flood gates.

The government's priority is to speed up the diversion of flood water into the sea before the deluge - about 7,000 million cubic metres - flows down to the Central Plains from the upper North via Sukhothai, Kamphaeng Phet, Phitsanulok and Nakhon Sawan soon.

"If we cannot divert the flood water into the sea, it will cause extensive damage to the provinces in its path," said the prime minister.

She also voiced concerns about the Meteorological Department's forecast of low-pressure systems, saying the reservoirs were unlikely to be able to absorb more rain.

She said the Chao Phraya Dam, which can release water at a rate of 3,570 cu m of water per second, must bring its work up to speed to ease the impacts on downstream provinces such as Ang Thong, Chai Nat, Sing Buri, Lop Buri and Ayutthaya.

Ms Yingluck said flood diversion efforts would become more difficult at peak tide between Oct 15 and 17, when the flow is expected to reach Bangkok.

Fifty-nine provinces across the country have so far been damaged in some way by the floods, with 30 being badly hit and 252 people being killed.

A flood relief operation centre has been set up at Don Mueang airport and will begin 24-hour operations from today. It will integrate flood relief and preventive tasks of all agencies, including warning issuance, data gathering, plan development and providing advice and information to the public.

Justice Minister Pracha Promnok was appointed as the centre's director and acting permanent secretary for Interior Pranai Suwannarat is deputy director.

Science and Technology Minister Plodprasop Suraswadi is chief of operations, covering evacuation and flood preventive tasks, and Transport Minister Sukumpol Suwanatat is directing chief, covering warning and relief systems.

The centre has opened a round-the-clock call centre at 1111 ext 5.

"All parties must join hands to face a crisis which threatens lives and our way of life," she said.

Bangkok Governor Sukhumbhand Paribatra said the Bangkok Metropolitan Administration has already opened 90% of its water sluice gate. The city could drain out 1 million cubic metres of water per day to the sea, he said.

The governor said it was now difficult to speed up draining as the levels in all waterways in the city are very high.

Defence Minister Yutthasak Sasiprapa said the Defence Ministry has ordered all military units to offer assistance and shelter to flood-affected people in their neighbourhoods.

Those people could evacuate to nearby military camps, he said.

Water levels in the reservoirs of all dams in northern provinces have already reached maximum capacities. Those dams will have to release water, Agriculture and Cooperatives Minister Theera Wongsamut said.

Meanwhile, the Meteorological Department has played down fears over a series of storms hitting the country.

Watcharee Virapun, director of its Weather Forecast Bureau, said there were no significant indicators of a series of storms hitting Thailand in the near future.

It warned, however, that the central provinces, including Bangkok, are still under the influence of a low pressure system which will bring more rain until next week.

Report from Bangkok Post dated 9 October 2011 :-

Scared Bangkok City folk prepare for the worst
==============================

Bangkokians got into full flood preparedness mode on Saturday, as city residents started stockpiling food supplies and moving their vehicles to safe ground.

The overnight rainfall which caused flooding in some parts of the city, coupled with Friday's national address by Prime Minister Yingluck Shinawatra admitting that the government was almost at its wits' end to deal with the nationwide flood disaster, created a climate of concern in the capital.

Bangkok Governor Sukhumbhand Paribatra called an emergency meeting of concerned agencies Saturday to map out evacuation plans and set up temporary shelters.

Water released from major dams in the North is expected to arrive in Bangkok next week. The most worrying time will be between Oct 16 and 18 when the northern waterflow combined with the high tide and projected heavy rainfall could cause severe flooding in the city, MR Sukhumbhand said.

"I don't want to see any deaths, so we have to be well prepared,'' he said.

Flood surveillance will focus on 27 communities situated outside the flood prevention wall on the eastern bank of the Chao Phraya River and the eastern part of Bangkok, including Min Buri, Nong Chok, Lat Krabang and Klong Sam Wa districts.

Authorities will also keep a close watch on flood-prone areas such as Vibhavadi Rangsit and Rarm Intra roads.

District offices will act as emergency response centres during the crisis, while Bangkok Metropolitan Administration-run schools will be used as shelters.

City Hall also sent staff to work with officials in the neighbouring province of Pathum Thani to strengthen flood barriers. City officials fear that floodwater from the province could overflow Bangkok's Don Muang, Lak Si and Sai Mai districts without proper management.

Sanya Cheenimit, director of the City Hall's Drainage and Sewerage Department, Saturday said water levels in the Bangkok section of the Chao Phraya River rose to 2.03m, which was still below the 2.5m high flood prevention wall.

The flood warning has prompted many Bangkok residents to stockpile food and drinking water.

Supermarkets were crowded Saturday with shoppers flocking to buy supplies both for their own consumption and for donations.

Krissada Srisiri, a 34-year-old engineer who lives in On Nut, bought 25 bags of rice at Lotus Rama IV, as he feared there may be a rice shortage during the crisis.

Office worker Benjawan Janthong, 44, bought dozens of bottles of water to store at her Sukhumvit house.

Free parking spaces provided by state and private agencies and department stores reportedly filled within hours of opening to residents of flood-prone areas.

Justice Minister Pracha Promnok, who has been appointed the director of the National Flood Relief Centre, said the flood disaster was a national crisis.

The centre has asked the army to send some 100,000 sandbags to Pathum Thani to increase the height of the flood prevention wall there in a bid to safeguard northern Bangkok from flooding.

The centre, located at Don Mueang airport, opened Saturday. Over 20,000 flood-affected people called the 1111 hotline within hours of its opening.

The centre's chief of operations, Science and Technology Minister Plodprasop Suraswadi, urged MR Sukhumbhand to help speed up water drainage from flood-ravaged provinces in the Central Plains into the Gulf of Thailand.

The government and the BMA were still not cooperating well enough in terms of water gate management, he said.

Mr Plodprasop said around 1,000 boats would be deployed near the Chao Phraya estuary tomorrow in an operation to push water into the sea. This measure should also ease the deluge in the Central Plains, he said.

Boats to "push water into the sea" ?!??

How exactly does a boat "push water into the sea"?

In bangkok also they are "enlarging the canals" (while they are full of water and only a few days before the flood come) and digging 3 new canals (in 2 days...yeah, right...)

When will they understand one cant stop a river from flooding just with a few sandbags? Last year I saw them putting piles of THREE sandbags all along the chao paya river as a protective mesure....i mean...what for? Are they this stupid to think 3 sandbags are strong and hight enought to stop a RIVER?

Guys, give them a break - I mean, these seasonal weather disasters are simply entirely unexpected, and there is clearly absolutely no way to plan for them, year after year.

I mean, there's more important things to do, like burn shopping malls, and stuff.

I mean, seriously, how *should* the people in charge have possible seen this coming? Let's be serious, shall we?
