Bangkok residents warned over high tide

The first high-tide period of this month is imminent - and Bangkok residents in riverside communities who do not have flood barriers must be ready for possible flooding, say authorities.
"Please move your belongings to higher ground during the coming high tide," Sunsern Rueangrit of Bangkok Metropolitan Administra-tion's (BMA) Bangkok Flood Control Centre said yesterday.
The first high-tide period in this month starts today and will run until tomorrow.
The second period will run from October 16 to October 22.
Sunsern said the water level in the Chao Phraya River might rise to 2.8 metres above mean sea level in communities without flood barriers. As of press time, the water level was 1.72 metres above the mean sea level.
Most communities along the Chao Phraya River's stretch in Bangkok have the protection of flood barriers. The construction of the structures, however, has not taken place in some areas in the face of opposition from residents. According to Sunsern, the water situation for Bangkok overall is not worrying.
"Weather forecasting suggests it may be raining in some parts of Bangkok this month but the rainfall won't be huge," he said.
The Disaster Prevention and Mitigation Department, meanwhile, announced that floods were now inundating 28 provinces such as Chiang Mai and Rayong.
During the past few weeks, inundation has already caused 34 deaths and ravaged farmland and caused property damage.
Public Health Minister Pradit Sintavanarong said since September 17, his ministry had dispatched about 100 mobile medical teams to flood-hit areas to assist victims.
"They have treated 68,919 patients in those areas," he said.
Most common symptoms were athlete's foot, aches and pains, and headache.
Pradit said about 703 flood victims covered by mental-health assessments showed signs of stress.
"Of them, 230 needed close attention because they were very stressed and some become depressed," he said.
Sa Kaew's Khao Chakan district chief Sawanit Suriyakul na Ayutthaya yesterday lamented that flooding in his area had reached a critical point.
"At hard-hit spots, floodwaters have already risen to the second floor of people's houses," he said.

Heavy rains hit Thailand Weunesday

Bangkok was hit by a drenching downpour early this morning with rain averaging 80-90 millimetres, and Min Buri as well as Khlong Sam Wa were also heavily hit with 90 millimetres of rain, all part of the last performance of Typhoon Nari which brought disruption and destruction across east Asia.Some areas of the Thai capital were flooded this morning due to the slow drainage of rainwater. The authorities have sped up drainage works to lower the water level in Khlong San Saeb to create spare capacity for draining water.
Now only a low pressure cell bringing abundant rain to a broad landscape that needs no more, the remains of Typhoon Nari has lost its storm power but now stretches across Thailand’s northeast and east still more rain.
Today and tomorrow more rain and isolated heavy rain is expected along with winds over the Northeast and the East, not only at Mukdahan, Amnat Charoen, and Ubon Ratchathani as earlier reported by the weather agency, but moving west and south to Nakhon Ratchasima, Buri Ram, Surin, and Si Sa Ket.
From today through Saturday, another rather strong high pressure weather system from China will extend over upper Thailand leading to cool weather with a 5-8 degree Celsius temperature drop and in the North and the upper Northeast.
Typhoon Nari made its landfall at Da Nang, Vietnam and as it moved across Vietnam, the Lao PDR and into Thailand, it was downgraded to tropical storm, tropical depression and low pressure cell status.

Inbound highway lanes closed by flood

All inbound lanes to the capital between the 107-108 kilometre markers of the Mitrapap Highway in Nakhon Ratchasima’s Sung Noen district were closed on Sunday after it was heavily inundated by runoff from an overflowing water reservoir and continuous downpours
About 800 metres of the highway is submerged under 60-70cm of water, making it impassable to road vehicles.
Officers from the Sung Noen police station have opened up a special lane on the opposite side of the highway to help alleviate traffic congestion as cars were banked up for about one kilometre.
Runoff from the local Pradoo reservoir, which is at 113% of its regulated storage capacity, was the main cause of the problem.
Authorities are expecting the water level on the road to drop over Sunday night.
The Royal Irrigation Department region 8 said water is brimming over at several dams in the province, with the Lam Pra Plerng Dam in Pak Thong Chai district and the Lam Moon Bon Dam in Khon Buri district at 111% and 105% holding capacities, respectively.
Meanwhile, the Lam Ta Khong Dam in Sikhio district, which is currently at 81% capacity, is rapidly filling up, the department added.

Coldest weather in decades hits Thailand
"Bangkok hit its coldest record in 30 years Thursday morning when the temperature fell to 15.6 Celsius," said Songkram Aksorn, Deputy Director General of the Thai Meteorological Department.
This year’s cool season has been the longest for a decade, lasting for almost three months, Songkram said.
Temperatures in north and north-eastern Thailand have dipped to single digits, claiming up to 63 lives in 24 provinces, the Ministryo f Health said Thursday.
Most of the dead were suffering from diseases that were exacerbated by the cold weather, ministry officials said.
The youngest victim was one month old and the oldest was 83 years old.

Temperatures plummet further in North, Northeast Thailand

The Public Health Ministry is urging people, especially children and the elderly, to keep warm, as temperatures in the North and Northeast dropped by a further 4 to 6 degrees Celsius yesterday. A total of 63 deaths have been reported in 27 provinces over the last three months due to the cold spell.
The Phu Hin Rong Kla National Park in Phitsanulok's Nakhon Thai district reported its lowest temperature in the last 20 years yesterday: -3 degrees Celsius. With an average temperature of 5 degrees, the national park experienced up to two centimetres of thick frost, covering a three-kilometre stretch from the Political and Military School, stationed near the park's office, to Rong Khla Village.
At Chiang Mai's Royal Agricultural Station Angkhang, which recorded a temperature of -3 degrees Celsius, throngs of tourists enjoyed the chilly weather and plants such as wild Himalayan cherry blossom. There were similar scenes at Doi Inthanon National Park where guesthouses were fully booked until early February. Temperatures there were recorded at -1 degree Celsius.
Loei's 14 districts also suffered from the cold spell, especially Phu Reu district, which reported temperatures of between -4 to -2 degree Celsius in highland areas.
Disease Control Department chief Dr Sopon Mekthon said 45 provinces had been declared disaster zones, affecting 25 million people. The 63 deaths from the cold spell were recorded between October 22 and January 19. Fifty-nine of the fatalities were Thai, while one was Cambodian, one Laotian, one British and one of unknown nationality. Public Health Ministry permanent secretary, Dr Narong Sahametapat, said heavy drinkers and people with chronic illnesses were most at risk.

Weather bureau warns of 'very hot' summer

Temperatures will drop a few notches before steadily climbing to reach a high of 43 degrees Celsius this summer, the Meteorological Department has warned.
The weather bureau said on Wednesday all areas across the country will see temperatures dropping two or three degrees over the next few days. It will likely be the last cool spell of this year because the mercury will begin to rise later this month before peaking between late March and early April especially in the upper part of the country.
"Typically, the North and Northeast swelters during this period but this year it could be exceptionally hot in some areas on some days from late March to early April," the department said.
"The maximum temperature will be about 42 or 43 degrees," it added. Normally, the average temperature in March and April is in the mid-30s, according to the agency.
The three-month forecast of the bureau shows that Thailand will have a hotter-than-usual summer. But before then, the country could face drought first, as water is drying up in some parts of the country.
