Beware of thieves at Suvarnabhumi Airport

Up to 415 theft cases were reported to a tourist-service centre in the past several months.

"Thieves targeted notebook computers and cameras," Pol Lt Col Thammawat Hirunyalekha, an inspector at the centre, said Sunday.

According to him, of teh total thefts reported, 152 cases were about items missing in the airport, 152 about items missing while on board, and 101 about items missing outside the airport's compound.

The number of theft reports at the unit has climbed from just nine in September, to 54 in October, 72 in November, 101 in December and 114 in January 2007.

Appeal for openness made in parliament

Runway cracks at Suvarnabhumi airport were raised in Britain's parliament due to safety concerns for UK citizens visiting Thailand. Conservative MP Greg Hands, in the House of Commons on Feb 22, pressed Foreign Secretary Margaret Beckett and Transport Secretary Douglas Alexander for answers about whether flaws at the new airport would pose a danger to airlines and passengers.


The questions were an indication of the rising international concern since the airport opened on Sept 28. Apart from runway cracks, Suvarnabhumi also has structural problems inside the terminal and elsewhere.


''There are thousands of British passengers landing and taking off from the [Bangkok] airport each week and they deserve to know that the airport is safe,'' Mr Hands said.


The MP, who visited Bangkok last month, said he decided to put the issue to the House to protect public interest of British people at a time when there was so little information about Suvarnabhumi in the British media.


''I think passengers deserve to know about the problems and they can make their own choices about whether they use the airport or not,'' he added.


Tourists from the United Kingdom, which includes England, Wales, Scotland and Northern Ireland, are the largest group of visitors from Europe to Thailand. Last year, 850,000 UK visitors came to the kingdom, up from 774,000 in 2005, said the Tourism Authority of Thailand.


He did not get answers from the two British ministers.




But Under Secretary of State for Transport Gillan Merron told parliament on Tuesday that the British government was aware of the problems plaguing Suvarnabhumi, but said they would not pose safety risks to British flyers.


''UK operators are required to have procedures for ensuring the continuing adequacy and suitability of the aerodromes that they plan to use,'' she said.


Though no UK operators have raised safety concerns with Thai aviation authorities, Ms Merron said she believed British Airways, the UK flag carrier, had undertaken its own study and was satisfied safety was not threatened.


Despite confidence in the airport safety and the Thai investigation into the flaws, the under secretary said British transport officials would attempt to hold talks with their Thai counterparts on the issue.

Security fears lock down airport

Security measures at Thailand's showcase Suvarnabhumi Airport were tightened Saturday -- Makha Bucha Day, an important Buddhist religious occasion -- following earlier warnings by security officials that an unprecedented bombing could take place.

Suvarnabhumi Airport director Serirat Prasutanont said some airport exits were closed and added security personnel are patrolling the area. In addition, some passengers were being searched more thoroughly on a random basis before they entered the airport building.

Mr Serirat said he was aware that the random searches might have caused inconveniences to passengers but he said such security measures were needed to prevent an untoward incident during the Makha Bucha Day, celebrated by Buddhists all over the country.

Despite today's stricter security measures, the airport is still very busy with many people were seen leaving for upcountry and overseas.

Vut Kiendee, a native of the central province of Suphan Buri, said he was not worried about the bomb threats during the festival as he had full confidence in the security officials.

Mr. Vut was boarding an aircraft bound for the Hat Yai in Songkhla province. Security officials earlier warned the public that a similar bombing to the New Year's Eve could take place at key places on Makha Bucha Day and during Songkran – Thailand's traditional New Year and water festival April 13-15.

Three persons were killed and 42 wounded on New Year's Eve in a series of explosions in Bangkok and its neighbouring province of Nonthaburi.

Bangkok is Asia's 4th busiest airport

Singapore - Asia's top performing airport in passenger and cargo traffic is Tokyo's Haneda handling more than 65 million passengers last year, data from the Airports Council International (ACI) said on Tuesday.

Beijing, Hong Kong and Bangkok followed, all ahead of Singapore, which has shown slower growth.

Tokyo's passenger traffic was a modest increase of 3 per cent over the previous year, said the ACI's findings published in The Straits Times.

The Montreal-based ACI said Beijing's passenger traffic jumped 18.3 per cent to 48.5 million, the highest increase among all airports that made it to the top 30 ranking list.

As in previous years, US airports took the top spots internationally. Atlanta International Airport handled 84.8 million passengers, the highest number.

Hong Kong's passenger traffic hit 44 million, up from 40.3 million in 2005, and Bangkok's 42.8 million rose from 39 million the previous year.

Reflecting the regional competition, Singapore's Changi emerged fifth in Asia with passenger traffic at 35 million, an 8 per cent increase over 2005.

Tokyo's Narita followed with 31.9 million passengers, edging up from 31.5 million.

Singapore is competing with other aspiring hub airports including Bangkok, Kuala Lumpur, Hong Kong and Dubai, analysts said.

Transport Minister Raymond Lim told parliament that Singapore will continue to push for more liberal skies to unshackle airlines from the many restrictions they now face when adding new flights and capacity on routes.

Singapore is also seeking to persuade new carriers to fly to the city-state.

Don Muang to handle flights from Saturday

Two low-cost airlines, Nok Air and One-To-Go, will have flights landing at Don Muang airport on Saturday, the day before it officially reopens.

The announced flight schedule shows that six flights from major cities where Nok Air operates will land at Don Muang on Saturday 24 March while 27 flights are due to take off on Sunday 25.

As for One-To-Go, five of its flights will land at the airport on Saturday and 32 flights on Sunday.

Sub-Lt Preecha Phaedam, chief of the air traffic control department of Aeronautical Radio of Thailand, said an average of 10 flights a day is expected at Don Muang after it reopens and there is no need to boost the number of the air traffic control officers. Currently, 40 officers a day or around 10 officers per shift work at the air traffic control tower.

Don Muang Airport changes official name - Most preparations have been completed

In preparation for the resumption of regular flights this Saturday, Don Muang airport has changed its official name to prevent confusion with Suvarnabhumi, which is Bangkok's main airport. According to Don Muang airport director Pinit Saraithong, the official name has changed from Bangkok airport to Don Muang airport and its code name from BKK to DMK.

Accordingly, signs at Don Muang airport have been changed.

Most renovations and preparations have been completed and the cost has not exceeded 20 million baht. Staff of Thai Airways International (THAI), Nok Air and One-Two-Go airlines have installed their check-in counters and the facilities only need to be wired up, he added.

All flights of the two low-cost airlines, Nok Air and One-Two-Go, will move from Suvarnabhumi to Don Muang.

Don Muang will officially relaunch services on Sunday to ease traffic at Suvarnabhumi, which needs repairs, especially to its runways and taxiways.

Apinan Sumanaseni, president of THAI, said the airline would operate 30 flights a day at Don Muang airport and they would be non-connecting domestic flights.

It will maintain 11 daily domestic flights connecting to international ones at Suvarnabhumi airport.

THAI flights at Don Muang will have a four-digit number code beginning with 1, such as TG1203 _ different from the three-digit flights operated at Suvarnabhumi. THAI will serve departing passengers on the second floor of the domestic terminal through check-in counters numbers 15-26. Retired staff have been recalled to work the counters initially and THAI will recruit around 300 new staff for the task later, Mr Apinan said.

Arriving passengers will be dealt with on the first floor of the same terminal. For passengers who booked tickets before March 20, THAI will provide them with special transport.

In addition, THAI will operate a check-in counter at its City Air Terminal at Lat Phrao subway station. Passengers can check in three hours before their travel time and take the shuttle bus service to Don Muang airport. Those without luggage can check in at the city terminal a day in advance. The city terminal will operate between 4am and 8pm.

AoT scraps King Power contracts - Outlets allowed to carry on for now

Airports of Thailand (AoT) last night terminated its contracts with King Power International Group, the firm given sole authority to run duty free shops and commercial areas in Suvarnabhumi airport. The ruling came after six of the 15 board members involved in the process of awarding the contracts to the company voluntarily left the meeting in order to give the others freedom to make the decision. A source on the AoT board said it only took about half an hour to reach the decision after the six left the meeting room.

''The meeting unanimously agreed on the termination of the duty free contract and commercial contract,'' board chairman Gen Saprang Kalayanamitr said after the talks. The decision was made on the grounds that each of the two deals were worth more than one billion baht and thus they should have been approved under the Public-Private Joint Venture Act, he added.

King Power was authorised by AoT to run the two projects for 10 years, to 2015. Its commercial contracts were leased to food outlets and other retailers.

The board reached the decision after the Council of State ruled on March 19 that King Power intended to keep the investment cost of each contract to below one billion baht, so the deals did not have to be scrutinised by state agencies under the act. The act requires all projects worth upwards of one billion baht to be approved by state agencies and the ministries involved, and the cabinet must be informed to fend off corruption and collusion.

The investment for the duty free shop was set at 813.8 million baht, while another one on commercial use, which enabled the firm to lease space to shopkeepers, was 846.6 million baht.

The Council of State questioned why the firm included depreciation costs in its calculation of the investments.

The state's legal advisory body forwarded its ruling to AoT on Monday, for the airport agency to use as grounds for a decision. AoT passed on the ruling to King Power on the same day.

King Power will not immediately cease its operations at the new airport, said AoT board spokesman Chermsak Pinthong. The AoT board agreed yesterday to send its decision to the Office of the Attorney-General (OAG) to consider further action, including informing AoT of how to deal with King Power. The decision will also be sent to the Transport Ministry, which oversees AoT.

''We will not do anything yet and will let King Power carry on its business for the time being,'' said Mr Chermsak. The board would wait for the OAG's guideline.

King Power could not be reached for comment last night.

Gen Saprang said AoT would take action against officials involved in the approval of the deals, and did not rule out the possibility of forwarding the case for investigation by the Assets Scrutiny Committee.

A source on the board said it had assigned former attorney-general Khampee Kaewcharoen, a board member, to thoroughly study the advice of the Council of State since Monday and present it to yesterday's meeting.

With six board members involved in the process leading to the contracts for King Power, there was concern that the meeting would be lenient. But that did not happen, after the six volunteered to leave the meeting, the source said.

The six included acting president of AoT Kulya Pakakrong and Suvarnabhumi airport director Serirat Prasutanond.

The Don's agreed, but is it Muang or Mueang?

As the old airport in North Bangkok prepares to reopen for certain domestic flights tomorrow, a new question has emerged. But this is not about runways or possible transfer headaches. Instead, it's about how to spell the name of the airport using the Roman alphabet. Passers-by might be surprised to see signs at the domestic terminal, saying Don Mueang instead of Don Muang, as it had always been written in the past.

The confusion over the spelling is clear in promotional materials of the national carrier, Thai Airways International. A recent advertisement in local newspapers cited the name of the airport using the new spelling, but the airline's website is spelling it the old way. The ad says ''Smooth as silk via Don Mueang for THAI domestic flights,'' but a headline on the website reads: ''THAI announces domestic operations at Don Muang airport.''

But despite some misgivings that others may have over the change of spelling, airport director Pinit Saraithong has insisted that Don Mueang is the correct way to spell it using Roman characters.

After an order from the government and Airports of Thailand Plc to move domestic flights from Suvarnabhumi back to the 93-year-old airport, one of Mr Pinit's first questions was how to spell the name of the airport correctly in English, he said.

''Until now we never had this name. We only had Bangkok International Airport as the official name,'' he said.

But the official name of Bangkok International Airport was passed to the new Suvarnabhumi airport when it opened last year, which meant the name Don Muang, as it had been unofficially known in the past, would now become the old airport's official name.

So Mr Pinit turned to linguistic experts, including the Royal Institute and Chulalongkorn University's faculty of arts, to garner advice on the English spelling of the old airport's name. All experts he spoke to at these and other language institutes agreed it should be Mueang, not Muang as it had always been before, he said.

''This problem gave me such a headache,'' he said. ''Now I have to keep all evidence with me to back up that decision.''

The airport will offer services for all domestic flights by One-Two-Go and Nok Air tomorrow. THAI is also moving most of its domestic services to Don Mueang.

One-Two-Go and Nok Air will test the airport by landing some inbound flights at the old airport this evening.
