Even if it was technically possible to prevent all future floods in Bangkok, and if the money to implement such solution would be found, then you can trust the Thai to steal most of the money and do everything in such a way that it will be useless (cuttting corners on everything, downsizing all pipes&pumps, using low grade materials and generaly doing things like a 5 years old....), then NO maintenance whatsoever and plastic bags&garbage clogging everything day after day.....so the following year

Record flooding in Thailand is set to worsen as massive volumes of water move from the north to the sea.

More than 2.5 million people have now been affected and almost 250 killed by the flooding which is said to be the worst in the country's modern history.

Govt faces huge test to save Bangkok from flooding

Will Bangkok be badly inundated in the next few days with the arrival of a huge mass of flood runoff from the North, compounded by peak high tides?

This is a simple and straightforward question which has been nagging at my mind and begging for a straightforward answer from the authorities.

If they are still unable to give a definite "yes" or "no" answer, they should at least be able to give me something along the lines of: there is more than a 50 per cent chance of flooding.

That would suffice, and I could get prepared, or even evacuate my home temporarily - to somewhere like Pattaya - if the flooding in Bangkok is as bad as it is in Ayutthaya or Nakhon Sawan.

But the remark made by Agriculture Minister Thira Wongsamut in the Senate yesterday, that even God could not predict for sure whether Bangkok would be flooded or not, was not the kind of answer I expect from a senior member of the government.

Had he been properly briefed by his ministry's officials on the situation - such as the speed and the volume of the huge flow of water heading downstream, the timing of the tides and the condition of the flood walls around Bangkok - he would have been able to provide a more sensible and satisfying answer.

The Bangkok Metropolitan Administration has listed 13 districts as vulnerable to flooding, plus 15 points in the inner city which are also classified as vulnerable. These vulnerable points include these roads: Chan, Saint Louis, Sathupradit, Phahon Yothin from Klong Semsen to Klong Bangsue, Sukhumvit from Klong Phra Khanong to Soi La Salle, and Lat Phrao roads.

But how bad will the flood problem be? There seems to be no answer from the city administration.

Despite the uncertainty about whether Bangkok will be badly flooded, or not, many Bangkokians have chosen to take precautions rather than waiting for a "yes" or "no" answer from the authorities that may never come. They stocked up on essential supplies such as dried food and bottled water leaving many shelves in supermarkets empty. There are also many Bangkokians who appear not to be worried at all. To them, flood or not, it is business as usual.

Even if the authorities are not so sure about the severity of the flood that Bangkok may or may not face, they should be able to come up with some contingency plan and notify the public about them. For instance, to help motorists save their cars from flooding. The authorities should be know that the existing private and public car parks will not be able to accommodate all the vehicles, especially four-wheeled private sedans. So is there a plan, for example, to allow cars to be parked on the elevated expressways? And how many of them could be parked in a way which will not pose a danger to the structure of the expressways? And if there is such a plan, who will manage the parking?

Or in case of an emergency evacuation, where are the evacuation centres and how would people will be alerted for an evacuation?

The authorities have failed to predict accurately the severity of the flood, and to warn the people in advance. Several industrial estates in Ayutthaya, which house hundreds of factories, for an instance, would not have suffered the devastating damage they have had they been told accurately about the danger of flooding, as they would have taken the right precautions.

But in the case of Bangkok, the authorities, the government in particular, cannot afford to fail, to at least make public all necessary contingency plans to cope with a worst-case scenario -- even if they cannot prevent the flood itself.

Yingluck says city ill prepared for floods -- Governor tells people in capital not to panic

Prime Minister Yingluck Shinawatra has admitted that Bangkok's flood prevention system has not been completed and her government is racing against time and the rising waters.

In response to the situation, the Bangkok Metropolitan Administration (BMA) has set up nearly 200 shelters to cater for possible evacuations.

The prime minister discussed the current flood situation with relevant authorities at the government's flood relief centre at Don Mueang airport yesterday morning. They agreed that Bangkok needs three strong floodwalls to protect it from flooding.

The floodwalls will be built in the Muang Ake housing estate in Pathum Thani, at Rangsit Khlong 5 and in the Taling Chan area behind the Salaya campus of Mahidol University.

They will block floodwater from the upper areas and divert it via the eastern and western outskirts of the capital to the sea.

Through the eastern side, floodwater from the Pasak River will be diverted to the Khlong Raphiphat and Saen Sap canals and discharged into the sea. For the western side, the water will be directed through the Tha Chin River.

Ms Yingluck said the floodwall in Muang Ake housing estate will be 10 kilometres long. The floodwall in Rangsit Khlong 5 area requires 1.5 million sandbags. Since all government agencies are running out of sandbags, Ms Yingluck is seeking supplies from private operators swiftly. She said her government would buy all the sandbags available in the market to complete the floodwalls for Bangkok as soon as possible.

Justice Minister Pracha Promnok, who heads the government's flood relief centre, said he would try to have the floodwalls completed before Thursday.

A source said Ms Yingluck was frustrated by City Hall's reluctance to open water gates in the eastern part of the city to drain floodwater out to the sea, causing the flood crisis in the Central Plains to ease only slowly.

Bangkok Governor Sukhumbhand Paribatra, however, earlier explained that he decided not to fully open the water gates for fear that it would cause severe flooding in Samut Prakan province, not just to safeguard the capital.

Agriculture and Cooperatives Minister Theera Wongsamut said high pressure weather systems from China were reducing the rainfall in Thailand. The amount of water in the Chao Phraya River moving towards Bangkok is either stable or only increasing slightly.

However, he was worried about floodwater arriving from flooded fields in Lop Buri and Ayutthaya provinces and from the Pasak River. This was due to reach Muang Ake housing estate and the Rangsit Khlong 5 area soon, Mr Theera said.

The BMA has prepared 191 shelters for people in four flood-prone districts in the eastern part of the city, which is set to receive massive amounts of floodwater from the Pasak Jolasid dam in Lop Buri through the Khlong Raphiphat canal in Ayutthaya.

MR Sukhumbhand said yesterday City Hall had prepared temporary shelters in Min Buri, Nong Chok, Lat Krabang and Khlong Sam Wa districts. The BMA will have its command outpost at the Min Buri district office to manage an evacuation if it is needed and flood relief efforts in the four eastern districts.

The command outpost will be ready for action in three days. It has equipment and vehicles including trucks to facilitate flood relief operations.

The governor said Bangkok people should not panic because City Hall's preparations were only contingency plans for certain flood-prone areas.

However, MR Sukhumbhand admitted he was worried about possible flooding in 27 communities in 13 districts outside of Bangkok's floodwalls in addition to the four eastern districts of Min Buri, Nong Chok, Lat Krabang and Khlong Sam Wa.

The BMA is evaluating the flood situation daily. The governor said the capital would have to cope with three challenges from Sunday to next Tuesday, namely floodwater run-off from the northern areas of the country, more rainfall and the next round of high tides.

Residents in Nonthaburi, north of Bangkok, said floodwaters surged out of their drains yesterday morning. Flooded were Pak Kret, Bang Bua Thong, Muang, Bang Kruai, Bang Yai and Sai Noi districts.

The government has ordered every available measure be taken to protect Bangkok's inner-city commercial and residential districts from flooding as torrents of northern run-off began to sweep through floodwalls in outer suburbs, inundating many communities.

Residents of Pathum Thani, Nonthaburi, Nakhon Pathom, Samut Prakan and Chachoengsao were warned yesterday to watch out for more flooding.

Northern run-off is expected to reach Bangkok between Friday and Monday at a time when there are also expected to be high sea tides.

Justice Minister Pracha Promnok, who heads the government's flood relief centre, raised concern about the situation in the surrounding provinces.

But he said there was no need to declare a state of emergency as the provincial governors could handle the situation.

While efforts have been under way to protect Bangkok from being swamped, the minister said he could not confirm if the capital would be safe from floods, and it would depend on rainstorms, the run-off sweeping down from Ayutthaya and the high sea tides.

Flood prevention measures for Bangkok include diverting floodwaters to the sea and the water from the Pasak River to Khlong Rapeepat, Khlong Samwa and Khlong Saen Saep.

City Hall has also been instructed to dredge seven canals in Nong Chok and Lat Krabang to ensure they can take in more water.

The army and navy are also building floodwalls in the Muang Ake housing estate in Rangsit and in areas around the Rangsit canal, Salaya and Taling Chan to protect inner Bangkok from inundation.

Science and Technology Minister Plodprasop Suraswadi, chief of operations covering evacuation and flood prevention, gave assurances that inner-city areas of Bangkok would be safe.

But he admitted some suburbs, particularly in the east, west and north of Bangkok would be hit by run-off.

Water would be diverted to eastern Bangkok through Khlong Rapeepat, Khlong Prince Chaiyanuchit and Khlong Rangsit whereas run-off from the Tha Chin River would be diverted to western Bangkok, affecting Nakhon Pathom, Ratchaburi and Suphan Buri.

Veera Wongsaengnak, adviser to the Irrigation Department chief, said run-off from the Rojana Industrial Park in Ayutthaya would reach the Rangsit canal in the next few days.

Canal-side residents in Khlong Rangsit 1-6 are advised to prepare to evacuate to high ground if the canal's banks are breached.

Defence Minister Yutthasak Sasiprapa said he had instructed troops to build floodwalls to protect eastern Bangkok where Suvarnabhumi airport is located.

Wilaiwan Nadwilai, the airport's spokeswoman, said emergency plans are in place to deal with flooding at Suvarnabhumi.

She said the airport's flood prevention system includes a 3-metre-high embankment stretching 23.5km around the airport, with a drainage ditch to drain floodwater to six water retention ponds which can hold up to 4 million cubic metres of water. There are also four water pumps at the airport which can drain one million cu/m of water a day, Ms Wilaiwan said.

The Rural Roads Department has been asked to dredge the Lat Krabang canal to ensure water is drained faster and more effectively, Ms Wilaiwan said.

At the Institute of Administration Development in Pathum Thani's Thanyaburi district yesterday, more than 1,000 soldiers from the 2nd Infantry Division were racing to produce 1.5 million sandbags within two days to form a 12km-long floodwall along the banks of the Rangsit canal. The sandbag wall, to be at least 1.30 metres high, will prevent run-off from the North forecast between Friday and Monday from entering Bangkok's inner city areas. Nearby residents have also been asked to help.

Meanwhile, soldiers from the 3rd Army were carrying about 150,000 sandbags on military trucks from Phitsanulok to reinforce floodwalls in Bangkok after floodwaters in the heart of Phitsanulok receded and the situation there returned to normal.

In Pathum Thani, deputy provincial governor Panthep Sriwanich said the Chao Phraya River yesterday burst through 11 floodwalls in Sam Khok district, inundating houses and vast areas of farmland in tambon Sam Khok and tambon Krasaeng. Wat Sopharam and Wat Hong Pathuma in Muang district were flooded after a nearby dyke was breached.

In Nonthaburi's Bang Bua Thong district, Bang Bua Thong District Hospital was under a metre of water. Twenty three patients had to be evacuated to nearby hospitals.

Nonthaburi governor Wichian Phuttiwinyu said at least 3,000 households in many parts of the province have been hit by floods triggered by days of persistent rainfall. A floodwall in the province has also been breached.

Floodwaters have now risen to 1.2 metres. Soldiers and officials were struggling to help the flood-ravaged areas, Mr Wichian said.

Wim Rungwattanajinda, spokesman for the government's flood relief operations centre, yesterday said City Hall has been assigned to dredge Khlong Ngu Hao, Khlong Bang Chalong amd Khlong Charakhae Yai whereas the Irrigation Department has been instructed to clear Khlong Prince Chaiyanuchit and Khlong Prawesburiram. The dredging work must be finished by tomorrow so the canals can take in more water coming from the North, Mr Wim said.

He said floods would be inevitable in Khlong Samwa, Min Buri, Nong Chok and Lat Krabang.

If evacuations are needed, City Hall will send out cars with loudspeakers to warn people at least three hours before the floods arrive.

Suvarnabhumi Airport safe, banks to help flood victims

The country's main international airport, Suvarnabhumi, is well protected by dykes and pumps, and the tourism and sports minister says the catastrophic floods upcountry have so far not hurt the tourism sector.

The 23.5-kilometre earth dyke surrounding Suvarnabhumi international airport has been checked and reinforced, among other measures taken to safeguard it from flooding, the airport's spokeswoman said on Tuesday.

Wilaiwan Nadwilai said Suvarnabhumi airport management had a flood prevention plan and had met with representatives of airlines, businesses and government agencies to discuss immediate steps to be taken when the floodwaters from the North arrive in Bangkok in a few days.

The Rural Roads Department has also been asked to quickly dredge Lat Krabang canal to improve the flow of water to the south and out into the Gulf.

In the area south of Suvarnabhumi airport, the Royal Irrigation Department will drain water out to the sea as necessary.

Suvarnabhumi airport itself is surrounded by a 23.5km long, three metre-high earth dyke. It was being checked and reinforced.

Inside the area protected by the dyke there are canals to drain water into six reservoirs which can hold a total of four million cubic metres of water, she said.

There are two water pumping stations south of the airport. Each station has four pumps which can handle 12 cubic metres of water per second, or one million cubic metres of water per day.

Ms Wilaiwan said the airport management has confidence in its preparedness to cope with any threat of flooding.

Tourism and Sports Minister Chumpol Slipa-archa on Tuesday once again said the flooding is having no real impact on the tourism sector, at least for the moment.

Mr Chumpol said he had discussed the situation with tour operators, who said foreign tourists normally travel by plane so were not affected. For example, the number of Japanese tourists visiting Thailand has not gone down.
The number of foreign tourist arrivals at Suvarnabhumi airport remained at the normal level of between 37,000 and 39,000 a day, he added.

The minister said he stood by the ministry’s earlier projection that 19 million foreign tourists will visit Thailand this year.

The cabinet on Tuesday passed a resolution that each government agency should contribute 10 per cent of its budget allocation for flood relief, Budget Bureau director Worawit Jampeerat said.

Mr Worawit said the contributions would generate several billion baht for flood relief operations.

All government agencies were required to inform the Budget Bureau of their contributions within 48 hours.
Investment projects already planned by the government would not be affected, he said.

The Budget Bureau director said the expenditure budget for fiscal 2013, with a deficit of 350 billion baht, will remain unchanged.

The Ministry of Finance has ordered special-task state-owned banks to provide financial assistance for flood victims and manufacturers, Areepong Pucha-um, permanent secretary for finance, said on Tuesday.

The assistance included a moratorium on loan repayment for customers who have no income during the flooding, and manufacturers that had to halt operations due to flooding. The unpaid debts would be interest-free for the time being and loan interest will resume when the debtors can afford to resume repayment. The Ministry of Finance also directed the state banks to set aside sufficient funds to provide low interest loans for people and manufacturers for repairing homes, industrial plant, rehabilitating businesses and for use as operating capital, he said.

The government will compensate the banks for any losses, Mr Areepong said.

The special-task banks taking part in this scheme are the Small and Medium Enterprise Development Bank, the Government Savings Bank, the Bank for Agriculture and Agricultural Cooperatives, the Government Housing Bank, the Islamic Bank of Thailand and the Export-Import Bank of Thailand.

The Bank of Thailand said commercial banks have reported that they have temporarily closed 72 branches in flooded areas, mostly in Ayutthaya province.

The Bangkok Bank had the largest number of closed outlets, at 17, followed by Krung Thai Bank and Siam Commercial Bank (11 each), Thanachart Bank (9), Kasikornbank (7), Thai Military Bank and Bank of Ayudhya (5 each), CIMB Thai Bank (3), UOB Bank (2) and Tisco Bank and Kiatnakin Bank (1 each).

The director of the International Trade Studies Centre at the University of the Thai Chamber of Commerce, Ath Pisalvanich, said the centre had lowered its projection of growth in exports in the fourth quarter of the year by 1.4 per cent because of the floods.

Exports growth in the fourth quarter is now expected at 17.8 per cent, down from the previous projection of 19.2 per cent, Mr Ath said.

Exports expansion for 2011 was also lowered to about 18.5 per cent, from the previously forecast of 23.3 per cent to 24.8 per cent due to the double impact of the floods and the economic crisis in Europe.

Mr Ath suggested that the government implement a “one tambon: one monkey cheek” policy to more effectively manage water resources in each province.

He also proposed the government consider imposing a flood tax on Bangkok residents because people in other provinces had to suffer flooding because of the efforts aimed at preventing the capital being submerged.

He said a preliminary estimate of the damage to the flooded industrial plants in four industrial estates in Ayutthaya put the cost at 79 billion baht.

It was estimated that the cost of combined damage to buildings, machinery and investor confidence would be around 300 to 400 billion baht. The hardest hit industries were electrical appliances, automobiles and food and beverage manufacturers, he added.

Evacuation plan readied -- City close to losing last line of defence

The capital's 50 district offices have been told to prepare for evacuations as northern Bangkok's last line of defence is close to being breached by flood water.

The red alert was sent out by Bangkok governor ML Sukhumbhand Paribatra yesterday after inspecting the floodwall at Muang Ake housing estate in Pathum Thani's Muang district — less than 15km north of the city.

The governor warned 27 communities in eastern Bangkok would probably be hardest hit.

The floodwall has been built with more than 200,000 sandbags. It is 3km long and stands 1.5m high.

City Hall workers yesterday were sent to reinforce the embankment and make it 30cm higher.

"If the water keeps rising, I am not sure if it can prevent flooding. If not, we cannot save Don Muang," ML Sukhumbhand said.

"All zones in Bangkok stand an equal chance of being flooded because we can't predict the water flow.

"Right now, everything is under control.

"If we can't control it, we will let people know straight away."

Prime Minister Yingluck Shinawatra said about 8 billion cubic metres of water from Nakhon Sawan is expected to reach Ayutthaya tomorrow and the run-off would probably enter Bangkok soon after.

"We must speak the truth," she said, adding the government will do everything it can to divert water to the east and the west of Bangkok and drain it out to sea.

Ms Yingluck said the three floodwalls protecting the inner city are expected to be completed by today.

Around 1.7 million sandbags have been brought in to build and strengthen floodwalls at Muang Ake housing estate, Rangsit Khlong 5, and in the Taling Chan area behind the Salaya campus of Mahidol University.

Areas outside the protected zone are flood-prone but water will quickly drain away, she said.

Efforts to prevent flooding will continue in provinces where prevention is possible.

For areas where floodwalls are breached, evacuation plans must be in place, she added. "Priority must be given to the safety of the people before protecting their property," she said.

Wim Rungwattanajinda, spokesman for the flood relief centre, said the government has ordered the Irrigation Department to step up efforts to drain water in western Bangkok and eastern Bangkok to the Gulf of Thailand.

Northern run-off will be diverted to western Bangkok through Khlong Phraphimol, Khlong Lat Pho, Khlong Maha Sawat and Khlong Phasi Charoen before the water is drained out to the Tha Chin River and the Gulf.

The Irrigation Department has been instructed to put in place water pumps to divert water from the canals to the Gulf and to open more than 20 water gates along the Tha Chin River and the Chao Phraya River to drain water to the sea.

Mr Wim said emphasis will be placed on diverting water from Khlong Maha Sawat, which directly connects with Tha Chin and Chao Phraya, and this could affect canal-side residents. However, the situation will improve after Sunday, he said.
