I have no doubt this will be acted upon with the usual urgency, decisiveness, and drop-dead schedule that will result in underwater construction of levees beginning in 20 years...

Report from Bangkok Post dated Thursday 30 November 2006 :- Cool weather unlikely in Bangkok over next 40 years, experts predict ==================================================== Bangkok would have little chance of experiencing a cool season in the next four decades as the capital's temperature continues to rise due to an ''urban heat island'' and global warming, according to experts. Other provinces would also experience shorter spells of cool weather over the long run, they added. Like other big cities, Bangkok is experiencing an ''urban heat island'', a phenomenon which sees temperatures in cities rise more than in the countryside, said Jariya Boonjawat, an environmentalist at the Southeast Asia START Regional Centre, an environmental research organisation. Buildings, concrete and asphalt roads, as well as human and industrial activities in urban areas, were all factors contributing to high temperatures in cities, she told the conference on Thailand's and the global climate. ''We have studied the urban heat island in Thailand and found that the temperature in the capital is 5C higher than in rural areas. The result is in line with big cities around the world, like Tokyo,'' said the expert, who has conducted extensive research on the climate and its impacts on urban areas. ''With the warming trend increasing, we can say that Bangkok will have less chance of experiencing a cool season in the next 40 years.'' Four decades ago, the average temperature during Bangkok's cool season was below 15C, according to Ms Jariya, but the minimum temperature has gradually increased to 20C now. Suppakorn Chinvanno, the project coordinator of the Bangkok-based centre, said that with rising temperatures the dry season in the country would in the future be longer than six months. More rainfall could be expected in the northeastern and eastern regions, he added. His forecast was based on a study of the Conformal Cubic Atmospheric Model, which is widely used to predict changes in global climate. The model is analysed based on the assumption of carbon dioxide emissions of between 540-720 ppm into the atmosphere. Currently, the amount of carbon dioxide emitted is around 360 ppm. ''This is a result of climate change,'' he said, adding that it would also lead to Thailand having shorter cool seasons in other areas in between four and eight decades. People living in Chiang Rai province would have shorter cool seasons, from 126 days now to only 90 days in the future, while those in Tak would have only 18 days of cold weather from 97 days now, and residents of Kanchanaburi would have 40 days in their cold season, from 73 days currently. The Meteorological Department forecasts that Bangkok's minimum temperature will be in the range of 24 to 26C from now until early in December. The temperature will drop about one degree next year when the country is in the middle of the cool season, it says.

Report from Bangkok Post dated Wednesday 6 December 2006 :- Tourists stranded by Durian ===================== Chumphon - Tropical depression Durian, downgraded from its earlier status as a typhoon, made landfall in Thailand's southern province of Chumphon, causing heavy rain there and in three other southern provinces. Heavy rains hit Chumphon, Prachuap Khiri Khan, Surat Thani, and Ranong after the depression Durian made landfall Wednesday afternoon. Heavy rain in Chumphon triggered floods in some low-lying areas and all craft have been forbidden to leave port. The Surat Thani provincial Disaster Prevention and Mitigation office announced a ban forbidding fishing boats and other craft from leaving shore due to high waves. Meanwhile, the storm has caused heavy rain in the tourist islands of Koh Samui, Koh Pha-ngan, and Koh Tao, and prompted all boat services to halt their operations. Only ferry services to and from Samui island still operating. About 5,000 tourists have been left stranded on Phang-nga and Tao islands. Port officials are standing by, ready to order a halt to ferry services to tourist destinations in Surat Thani as the situation worsens. The meteorological department warned local residents in at-risk areas in the four provinces to beware of danger from the heavy downpours. The Department of Mineral Resources, meanwhile, said there have as yet been no reports of landslides, but the department has been on alert for possible emergencies. Geologists have inspected at-risk areas in the southern provinces hit by the depression's rainstorms, and are prepared to respond if landslides occur.

Report from The Nation dated Monday 18 December 2006 :- Cold weather sets in over most of country =============================== Despite arriving late, cold weather has started to hit northern provinces. The Meteorological Department warned that an intense high pressure ridge had extended to cover upper Thailand. Cold weather and winds are expected in the North, Northeast, Central and East regions until Wednes day. Sixteen districts and two sub-districts of Chiang Rai and some districts in Chiang Mai have been declared as disaster areas after a third day of temperatures below 15 degrees centigrade. In upland areas such as Mae Sai, Mae Chan, Phan, Thoeng, Wiang Pa Pao, Mae Fa Luang and Wiang Kaen, temperatures below 5 degrees have been recorded at night. More than 146,700 people, mostly living on the top of mountains, have been facing cold conditions. Chiang Rai's Disaster Prevention and Mitigation Office estimates that 140,000 people lack suitable clothing to cope with the cold. The province approved a budget of Bt300,000 for the distribution of clothes and medicines to affected people. Centres have been established in several districts to receive donations of warm clothing and blankets. Santhanee Chaichiangpin, Chiang Mai's Meteorological Officer, said a mass of cold air covering the upper North had caused temperatures keep dropping. Muang district was covered by fog yesterday while the temperature dropped to only 14-15C. Frost has occurred on Doi Inthanon, the country's highest peak, where the temperature has been under 5C. Frost is regarded as a phenomenon by people living in the sub-tropical lowlands. Meanwhile, the Meteorological Department also warned about the El Nino phenomenon, which has caused surface temperatures in the middle and eastern parts of the Pacific Ocean to increase by more than 1-2 degrees in the past month. It said El Nino would cause unusually high temperatures in Thailand during winter and summer as well as a little rainfall.

Report from Bangkok Post dated Tuesday 19 December 2006 :- Chiang Rai declared a disaster area as temperatures plummet ============================================== Plunging temperatures have prompted local authorities in Chiang Rai to declare the province a disaster area. They also appealed for relief aid from relevant agencies and the public. Kittirat Sornsue, chief of the Chiang Rai provincial office of disaster prevention and mitigation, said hundreds of thousands of Chiang Rai residents are in need of blankets and warm clothes. Up to 150,000 blankets and 800,000 items of warm clothing are needed. "The Chiang Rai governor has also sought an additional budget in order to help those residents in need of assistance," said Mr Kittirat. Temperatures in Chiang Rai have dropped and will continue to do so until Jan 20, he said. Yesterday morning, the temperature was measured at 12.7 degrees Celsius in the town of Chiang Rai and 9 degrees at Doi Tung mountain, said Mr Kittirat. With a low pressure ridge moving down from China, the Meteorological Department has warned residents in the northern region to be prepared for lower temperatures of between 10 and 15 degrees Celsius this week. There will also be a wind chill factor in the region. Besides the North, the temperature is expected to drop by between one and three degrees Celsius in every region except the South from Dec 18 to 22. Down south, the northeastern monsoon covering the Gulf of Thailand and the Andaman Sea is still strong, causing between two- and four-metre waves in the Gulf and between two- and three-metre waves in the Andaman. Small boats should not sail in the Gulf of Thailand, the department warned.

Meanwhile storms in Angthong province destroyed 70 homes and much farmland. The Meteorological Department reported southerly and southeasterly winds would bring humidity from the Gulf of Thailand to upper Thailand, causing scattered thunderstorms with gusting winds. A maritime warning is in effect with ocean swells of two metres. The department warned North, Northeast and Central residents to be alert for thunderstorms from Monday to Thursday and to secure homes and other buildings. In Angthong's Wiset Chai Chan district 70 families are homeless after storms destroyed their houses. Pornpilai Pongchangyoo, 45, whose house was destroyed, said she and her husband had hung on for their lives when the storm hit. Traffic was reported as exceptionally heavy on roads around Chokchai 4 and Bangna, northern Chatuchak, and all along Sukhumvit Road within Bangkok. There were traffic accidents on most of the roads, as rains turned the dry roads slick.
