IS there really no more "risque" business at the MPs in BKK nowadays? Or is it just a joke going around? Man if it is true, then it sucks. Also, I read that the girls HAVE to wear bikinis and the men have to wear underwear... Is this TRUE?

I don't know where you heard such ridiculous things.
The only requirement (per previous existing regulations that were not being enforced) is that the soapy MP's cannot open before 6 PM on weekdays (earlier on weekends), and that the girl and the guy must wear full body condoms.

AFAIK, the hours of the some of the Soapy MP’s is the main thing that has changed. Although the police are also supposedly enforcing the number of rooms the MP's can use if the MP has more than their permits allow, and they may have fewer girls on display in the fishbowls (some are hidden in the back).
The hours for Traditional Thai Massage Parlors (with extras) are not affected. But the operators are probably being a bit more careful than before.

There is already a thread about this and the crack-down-below, so check it out. As for your queries about bikinis and underdacks, it is unfortunately all true and even as mentioned in the other thread, 'take outs' are now under threat. It is not all bad though, the underdaks they give you to wear and bath in are the same as those throw away ones in the massage/spa complexes. I had one the other day and we just slid the knickers aside and rode away, it was kind of exciting being still clothed and imagining waht the body looks like underneath, kind of sexy and all. But the request for the normal tip and normal charges dwon stairs was not so exciting.
