Motorcades and security checks are going to make driving (or taking taxis) unpredictable during APEC, whether or not the entertainment venues are open. It would be advisable to avoid Don Muang airport during this period, especially on the 19th. The info below comes from the police traffic group, and is current as of Oct 10 but I think we will see additional "ad hoc" closures/restrictions as the events get under way and these measures prove inadequate. Note that businesses along Sukhumvit in particular are going to get f_cked unless they are near a BTS station.

Oct. 17 & 18
Plenary Meeting at SiriKit Convention Center. Avoid Rama 4 and Sukhumvit.

Oct. 19
Country Presidents arrive at Donmuang Airport. Avoid DonMuang tollway, Dindaeng,Ploenchit, Wireless, Rama 4 and Charoenkrung

Oct. 20
10 am meeting at Government House. Avoid that area & Ploenchit, Yomarat Expressway, Rarnruang, Ratchadamnern, Pinklao Bridge, Arunamarin.

Oct. 21
Morning press conf at Anantasamakom. Avoid Ploenchit expressway, Pitsanulok, Ratchadamnoen.

Schedule of One-way Traffic Oct. 17-22


Oct. 17-22 Ý(All Day)
Sukhumvit Rd. eastbound from Nana to Asoke, must exit at Asoke.

Oct. 17-22 Ý(All Day)
Sukhumvit Rd. westbound will be closed. One westbound lane will be eastbound.

Parking Prohibited During APEC Oct. 15-22

Oct. 15-22 Ý(All Day)
Soi Charoen Krung 42, 42/1, 44, 46, 50. ÝSathorn, Sathorn Pier, Shangri-la Hotel area.

Oct. 16-21 Ý(All Day)
Silom Rd., Sukhumvit Soi 22

Oct. 16-22 Ý(All Day)
Wireless Rd., Ratchadamri Rd., Sukhumvit Rd., Ruamrudee

Main roads to avoid during APEC from Oct. 17-22, 2003 are

Viphavadee Rangsit, Ratchadamri, Rama 1, Sukhumvit, Ploenchit, Charoenkrung, Sathorn, Pitsanuloak, Ratchadamnern, Rama 4, Wireless.

Rather than starting another APEC thread, I'll hijack Deep File's and state a positive thing happening because of APEC.....New sidewalks on Sukhumvitt. Yes you can now walk on the sidewalks in a drunk stupor without stubbing your toe. It's about time these sidewalks were replaced.

Good hijacking Thaidup. Even Suk 22 sidewalks have been upgraded (due to the number of APEC attendees staying at the Queen's Park). So business owners can look at the shiny new surface their taxes are paying for, while enduring a drastic drop in revenue during the APEC "suspension".

Here's more, from the US Embassy for those who plan to be in/around Bangkok during this period:

GRAND HYATT ERAWAN HOTEL

Extensive security measures will be in place in and around the hotel from October 16-21. ÝIt is expected that police will close the two lanes on Ratchadamri Road on the hotel (i.e., east) side, and permit two-way traffic on the other two (i.e., west) lanes. Phloenchit Road is expected to remain open. ÝWe recommend that you completely avoid the area around the hotel during the dates indicated above, as non-working, non-credentialed personnel will NOT be permitted access to the hotel.

MOTORCADES

Police plan to close routes and control intersections approximately 20 minutes prior to the movement of motorcades and keep them closed for approximately 10 minutes after the motorcades have passed. Motorcades will be most frequent in the area between the Grand ÝPalace, Government House, and the Old Parliament, and to a slightly lesser degree on Ploenchit/Sukhumvit Road. ÝIn addition, there will be frequent motorcades on the Tollway to and from Don Muang Airport on October 19 and 22.

TRAFFIC PATTERNS

Authorities have advised us that they do not plan to completely close any streets, except temporarily during motorcade movements. They do, however, plan to adjust traffic patterns and close lanes on certain streets. ÝFor example, from October 17-22, only the north (outbound) side of Sukhumvit Road will be open from the Nana intersection to the Asoke intersection. ÝThe south side of Sukhumvit Road will be closed. ÝPlease go to

POLICE CHECKPOINTS

Police plan to establish numerous, random checkpoints in and around Bangkok. ÝThese checkpoints will operate similar to sobriety checkpoints in the U.S., and motorists will be stopped on a random basis. ÝIf you are instructed to stop, you should cooperate fully with police.

Heavy motorcade activity scheduled again Tuesday (21st) to move all these bigshots back to the airport, starting about 14:30. ÝAdalante is right though... if you stay away from the DonMuang expressway and the area near the hotel venues it is a great time to be out and about. MPs I visited over the weekend were complaining about customers staying home....
