New bird flu outbreak in Thailand

Thailand has found cases of bird flu in two provinces, prompting authorities to issue an alert to poultry farmers.
The announcement came as Vietnam said a young woman had died from the H5N1 virus, the sixth death in three weeks.

Both countries are braced for a possible return of the virus that decimated poultry stocks last year, and killed at least 38 humans.

In contrast to the last outbreak, this time the Thai government wasted no time in announcing the new cases.

They were found amongst fighting cocks and poultry birds in two separate provinces, and were the first to be discovered this year.

All infected birds have been culled, and the movement of livestock from both areas has been stopped.

Also on Thursday, Vietnamese health officials announced the death of an 18-year-old, who died after eating chicken infected by bird flu.

Health experts have warned that the cooler winter conditions are allowing latent reserves of the virus to spread amongst poultry stocks with weakened resistance.

The World Health Organisation has expressed fears in the past that bird flu could be the cause of the next global flu pandemic.

That would require a mutation to create a strain of the virus that can be easily transmitted from human to human.

These latest reports show no evidence of that, but the reappearance of bird flu will strike dread into the hearts of poultry producers, who have barely recovered from last year's outbreak.

Authorities fear deadly bird-flu outbreak

A team of government legal experts is quickly drafting an emergency plan to guide the public and officials after health authorities’ said they suspect human-to-human bird-flu transmission in Vietnam.

Deputy Prime Minister Chaturon Chaisang held a video conference yesterday with provincial governors across the country to map out control measures after reports that bird flu has spread fast in 236 villages in Vietnam in nine days. Human-to-human bird flu transmissions are also suspected.

“The feared pandemic is imminent,’’ he said. “Vietnam suspects that two people who are brothers killed by the bird-flu virus may have contracted the virus from one another, since they died only nine days apart. Vietnamese officials are inspecting the case.”

The emergency plan, expected to cost Bt776 million over three years, will be completed in two weeks. He said the plan would prepare the country to deal with the spread of the virus, which could evolve into a deadly new flu strain that can spread from human to human and cause a worldwide pandemic.

After the plan is completed, authorities will make a simulation of the bird flu spreading to train officials on what to do if the virus breaks out. Loopholes discovered during the simulation would be addressed and handbooks guiding the public and concerned officials would be printed and distributed.

“Everyone will handle the situation systematically. If it happens anywhere, we shall know who will be in charge of doing what,” he said.

Chaturon said United Nation’s health researchers have estimated that more than 50 million people around the world, including 2 million Thais, would die if the bird-flu virus mutates and spreads via human transmission.

Chaturon said emergency plans would include guidelines for officials handling the outbreak in public places such as buses and theatres. He pointed out that one of the UN’s emergency measures includes shutting movie theatres.

He said he instructed private companies to store about 10 million masks and 100,000 doses of vaccine.

He plans to ask the Cabinet to send specialists to help Vietnam fight the bird-flu spread after Vietnam reported four deaths from bird flu over the past three weeks.

If the Cabinet approves his request, he would send a team of specialists headed by Dr Charan Trinwuthipong to help Vietnamese counterparts control the outbreak.

“The bird-flu virus outbreak is borderless. If the outbreak in Vietnam is aggravated, Thailand will be affected,” he said.

He instructed provincial governors to x-ray every area in their provinces for the entire month of February. Poultry culling teams in every province have been instructed to prepare their equipment for the new outbreak.

Chaturon said as long as there is no vaccine to prevent human infections, the avian flu would be dangerous because it is not easy to eradicate the virus. He instructed the Livestock Department to quickly decide whether to use the vaccine in chickens.

Dr Thawat Suntaracharn, director-general of the Communicable Disease Control Department, said his department is distributing 900 bird-flu test kits that can check the virus in one to two days and the Tami-flu vaccine to 900 hospitals across the country.

He expressed confidence that everything would be under control if an outbreak strikes.

Three provinces have reported bird flu outbreaks recently – Phitsanulok, Rayong and Nakhon Pathom, director-general of the Livestock Department Yukol Limlamthong said.

He said he would ask chicken producers and exporters to put “bird-flu free” stickers on their chicken packaging during Chinese New Year festivities. He will order chicken producers to put chickens in plastic bags.

Provincial governors must make sure that all chicken slaughterhouses use standard procedures when killing chickens, he said.

Chickens must be stored on ice before they are put in plastic bags. The department will distribute the “bird-flu free” stickers to producers. He asked provincial governors across the country to adopt strict control measures banning the movement of poultry and to report chicken deaths in every area immediately
