It can also be used as a rationale for suspending civil liberties. Such declarations usually come during a time of natural disaster, during periods of civil unrest, or following a declaration of war (therefore, in democratic countries many call this martial law, most with non-critical intent). Justitium is its equivalent in Roman law. In some countries, the state of emergency and its effects on civil liberties and governmental procedure are regulated by the constitution or a law that limits the powers that may be invoked during an emergency or rights suspended. It is also frequently illegal to modify the emergency law or Constitution during the emergency. Though fairly uncommon in democracies, dictatorial regimes often declare a state of emergency that is prolonged indefinitely as long as the regime lasts. In some situations, martial law is also declared, allowing the military greater authority to act.

So I am at the bar or a party somewhere in a club and we run out of booze. THAT IS A DISASTER. Bars and clubs must have Govt. approval to operate right. Now if the unthinkable happens and the booze is gone, the Govt. should have legislation in place to immediately remedy the problem. At strategically placed locations, ie..the breweries who also operate with Govt. approval, must have small trucks to ship out badly needed supplies to the different licensed establishments. See where I am coming from here, this all has to do with Govt. Those breweries must have competent officals at the ready to load the precious cargo and dispatch it immediately when an official order comes into the brewery. When the truck is loaded, BTW, the trucks should be fitted with sirens and blue strobe lights, they would proceed at high speed with Police bikes and cars at the front leading them. This is a safety concern as well, another Govt department. If the urgently needed supplies do not reach their destination as a matter of utmost priority, the customers would riot and wreck the bloody joint. Then that would be a Govt problem. Better to nip it in the bud and get those trucks there with lights and sirens flashing IMO. Now that procedure should be followed and there would be no State of Emergency. Simple isnt it. Barrafish.
