Hi All, I was headed to bed last night and heard a "teaser" on the local los angeles news about a 57 year old english teacher that was being transported back to california to face like 100 ??? counts of having sex with underage boys (13 to 15 years old). I stayed up but it was pretty vague and only showed him flailing around yelling "I dont want to go" over and over as the men in brown were handing him over to the american authorities in Bangkok. I looked on the web today but nothing further except that his last name is PROWLER which seemed quite aprapoe (sp?). any other news...what school he taught at? etc. He is royaly f***ed but assuming its true and the evidence they are said to of confiscated in his BKK apt is damning to say the least...I think Bangkwan would be a more fitting place for him to face the rest of his life. Just curious!!!!! Cheers, ATL

It's been in the papers here. I think the "100's" means pictures of underaged boys found in his apartment, not counts of rape. 2 underaged boys is what the papers say. Sick things like keeping the hair of boys in bottles and labelling them, too. Royally f***ed, he definitely is. Som nam na. Sir Titus

According to the article, he finished his 1 year prison sentence in Thailand, and then was deported to the US where he faces charges in the US.

He did the crime and paid his time, butt now the US has to step in on the grounds of protecting the children.

Couldn't agree more - of course, they will consider it 'as not te same crime in different countries'. Of course, all the while Catholic Priests are arsing your choir boys, and that's okay - all they have to face is getting moved to another parish. Don't get me wrong - child prostitution is pretty heinous, but shouldn't people be free to do (and get punished) in another jurisdiction, and country. But I guess those things distract conveniently from the real issues.

Here is a different interpretation (by David W. Neuendorf) of the prohibition against double jeopardy in the 5th amendment to the US constitution: "The Supreme Court has carved out some exceptions to the application of the double jeopardy clause. For example, a civil penalty is not considered a punishment for purposes of the Fifth Amendment. That is why O.J. Simpson could be stripped of all of his property in a civil suit after being acquitted of the murder of his wife. More importantly, the court has created a doctrine called "dual sovereignty" which significantly limits the definition of double jeopardy. This doctrine is based on the fact that any crime which occurs in the US also happens inside the territory of one state. Both the state and federal governments have jurisdiction over crimes that occur in their territory. Both may prosecute a person for state and federal criminal violations based on the same illegal act." Obviously, this would also apply to crimes that were prosecuted in the US, even though a foreign nation has already pursued charges against the person outside the US.

Thaid Up, I see what your saying and when I originally started the thread I was under the impression he had served his year and then was caught again, but apparently it is as you stated. However, it would no doubt be a matter of time before he was doing it again and should they wait around. I am no shrink, but from what I understand Pedophilia is virtually uncurable and unless the person takes some type of "castration" drug where his sex drive is eliminated they will continue. Its a difficult call, I would be interested to know if he had any arrests for this prior to this incident.....had he robbed a bank I would say he did his time give him another shot alot more easily. cheers, atl
