(Bangkok Post) - A One-To-Go Airlines passenger jet with 128 people aboard crashed and broke in two while landing at Phuket Airport in foul weather late Sunday afternoon. Rescue workers said the death toll could be high.

The plane of the budget airline skidded off the runway after landing and crashed into trees, bursting into fire, said Channel 7 TV.

Initial reports estimated that at least 60 passengers died in the fiery accident. But there was hope there were survivors.

"The fire was throughout the aeroplane," said Phuket Deputy Governor Worraphot Ratsrimaa. "We expect that at least 90 per cent of the passengers died."

"The plane was landing and slid off the runway. We are rescuing people and carrying injured people to hospitals," said Pol Lt Sokchai Limcharoen, a police officer in the area in an early report.

Chaisak Angsuwan, director general of the Air Transport Authority of Thailand said the aircraft broke in two as it attempted to land at Phuket airport in bad weather.

Chaisak told TITV that there was heavy rain when flight OG269 of parent Orient Thai Airways traveling from Bangkok's Don Muang airport to Phuket attempted to make a landing. Planes in both Orient Thai and One-Two-Go livery use the OG flight identifier.

"The visibility was poor as the pilot attempted to land. He decided to make a go-around but the plane lost balance and crashed,". he said. "The plane then fell onto the runway and broke into two. It is expected that there will be deaths.

"The airplane asked to land but due to the weather in Phuket -strong wind and heavy rain -maybe the pilot did not see the runway clearly," said Chaisak.

Witnesses said the airline was using its usual MD-82 twin-engine passenger jet aircraft, a model of the McDonnell-Douglas DC9. One-Two-Go owned seven such planes, which it used for frequent flights around Thailand, including six each day from Bangkok to Phuket and return.

Airport officials and rescue workers are still working to help the victims from the plane which caught fire after it crashlanded and skidded off the runway.

Authorities said there were 123 passengers and five crew members on board when the plane crashed at about 3:35pm Sunday afternoon.

Weather in Phuket has been bad for several days, with thunderstorms and high wind gusts at times.

Report from The Nation dated Sunday 16 September 2007 :-

66 bodies found at Phuket airport
==========================

Higher death toll very likely after budget airplane carrying 128 crashlanded. At least some 40 passengers injured. Phuket Airport temporarily closed.

Deputy Phuket Governor Worapot Rattasima said at least 66 bodies were retrieved from the aircraft. Earlier report said most of the victims were foreigners, have been retrieved from wreckage of a One-Two-Go plane at the Phuket airport. The budget airliner exploded and broke in two after it crashlanded and skidded off the runway and crashed into nearby walls on Sunday afternoon. More are feared dead.

Some reports put the death toll at about 80, but this has yet to be confirmed. The nationalities of those onboard are not immediately known, but Phuket is a highly popular destination for overseas tourists.

There were 74 Thais on the plane. It's the first local disaster involving low-cost airline following its profileration about four years ago.

A 1126 telephone hotline has been created by the airline to provide immediate information about Flight OG 269.

A surviving Thai passenger said the plane "landed hard" and "bounced" and then skidded off the runway. Civil aviation official Chiasak Angkauwan said, "the airplane requested to land but due to the weather in Phuket -- strong wind and heavy rain -- maybe the pilot did not see the runway clearly."

"The plane then fell onto the runway and broke into two. It is expected that there will be a lot of casualties."

"We are rescuing people from the aircraft... we know now there were 123 passengers and five crew," he told the news channel.

"We won't know what really happened until we get information from the black box."

The airliner services Bangkok-Phuket flights six times a week. The ill-fated airline left Don Muang airport at about 2.30pm.

Information now coming in said the plane, which was being used by local budget travel company, One-to-Go Airline, had 123 passengers and five crew.

Officials said victims could have died on impact, or from suffocation and fire resulting from explosions. According to an initial account, the plane's fuselage was torn open when the aircraft crashed into an earth wall, and some of the survivors were those thrown out through the opening.

The aircraft, flight number OG 269, approached the Phuket airport at about 3.40pm from Bangkok. Phuket had earlier been hit by heavy rains.

It crashed into trees and walls surrounding the airport.

Eye-witnesses said the impact of the crash caused the plane to break in two and they heard a series of explosions.

Rescue teams and navy personnel were involved in the rescue operation. All flights in and out of the Phuket airport have been cancelled.

An Irish tourist, identifying himself only as "John", said he was on board the flight. He and his friend survived with bruises all over their bodies.

"We sat on the 18th row. The weather was real bad and there were lots of unusual noises during the landing. Something was obviously wrong [during the landing]," he said. He and his friend escaped through the emergency door.

Meanwhile Transportation Minister Thira Haochareon said Phuket International Airport was temporary closed after the crash.

Thira said the body of the aircraft hit the runway and was on fire fire while the pilot made an attempt to pull it off after failed a landing attempt, he said.

This is bad news. Anti-skid systems are suppossed to prevent this, but the facts aren't all in yet. When I flew into Phuket a few days ago it was pretty windy and turbulent. And the wind and rain have been fairly strong this week.

The front desk at C&N resort is saying the airport will be open at 12:00PM tomorrow. I have a 12:50 flight on Air Asia tomorrow.

In my experience with low cost carriers, people with earlier flights will get to compete for standby seats on the flights that aren't canceled.

I'm not too worried about safety as I'll be taking off, just whether it will go or not. But if I'm dleayed or inconvenienced, it's no big deal.

I just feel bad for the deceased and injured.

As a pilot with a couple of 1000 hrs I am firstly so saddened by the number of casuaties and the sorrow brought upon the victims relatives.

This is perhaps early - but I have to say that this totally lands as a responsibilty on the PIC (pilot in charge) which of course always is the captain. They can not have done the homework and preparations properly.

You are today in modern aviation just not caught by surprise when bad weather occurs. All information is not only there at flight prep. It is also your damn duty and obligation to take careful part of it and plan accordingly. Before AND durin flight! This pilot would have noticed the terrible weather conditions today who anyone in Bangkok and Phuket would have observed.

As a pilot myself I just have the feeling that this guy just reduced the problems ahead and wanted to deliver the flight and the passengers instead of cancelling or delaying the flight. This is a wellknown phenomena amongst flight staff. The "push" to deliver and not delay. I have no idea what the internal routines are at one-to-go but I have a number of flight pals who told me they would never apply for a job there since it is known that the internal policy and safety record is less than desireable.

This pilot had the "get-down-at-all-cost" syndrome very obviously - because certainly he observed the terrible weather and then should know about the risk of wind shear. The correct decision would have been to use the alternative - but then again: what would the consequences have been for him with the brass?? Of this we know nothing of course but the pilots job is a "non-forgiving-to-errors" mission. You simply have to apply all known info and knowledge into the flight planning in order to arrive safe.

This time it was not the correct job done and it has caused a nonreversible catastrophe.

Not because of this: but because of what I know about the airline industry there are quite a few airlines I never board. One-to-go was already one of them - but how to inform the larger community about it?? And does it help? Most people does not care one bit - just what it costs!

I feel very very sorry right now - because this did not have to happen. Definitely not!

I am a bit surprised that the plane crash-landed right after the pilot decided a go-around. Probably something not reported correctly, or another extremely badly timed unfortunate coincidence we do not yet know about.

The plane clearly had touchdowned on the runway. I too do not think he initiated a go-around. First of all - that should have been decided at "decision height" - the level where you decide to land - or abort. IF he proceeded through DH even though not certain whether to land or not - well that is one possible error.

Looking at it with the witness accounts I heard from a swedish survivor, it is not a very qualified guess to believe the chain of events has been:

1. Bad weather, gust winds and bad visibility. Not normally a problem at all. You are well in control with your ground aids and the aircrafts IFR equipment.

2. BUT - if there is a lot of rain and wind variations you do want to increase speed so as not to risk a stall at sudden strong gusts. It is also something any pilot automatically feel "in his pants" - more speed is safety - but again when you pass the threshold, the speed and altitude has to be very much under control. To fast or too high - and things can really go wrong.

3. I GUESS - of course not knowing - that they passed decision height and decided that we "go for it" even if a bit rocky. To compensate for wind and rain added a bit of speed. When touching down on a wet tarmac there is also a technique for that. It can not be "soft and gentle". You need to get them wheels spinning - in order to overcome watersurfing - so you set the plane "hard". In that case it is also another risk - you set too hard so you get a bounce upwards.

4. Combine all that with a rather short runway - possibly sidewind and generally windbursts plus the fact that water on the wing reduces lift - well then you start to put together what it takes for an airline accident. Not a single incident but almost always a whole chain of events that altogether causes a catastrophe like this...

5. Another terrible thing which is often not mentioned is the reason why there are so many casualties in aviation crashes. Did you know that in most recorded accidents actually people survive the crash itself?? Yes - that is true facts! The single biggest killer is FIRE! As well as in this tragedy. People were not killed because of this bad landing. They died and were suffocated from flames.

6. This is because the f-----g airline industry - read the builders! Mainly Boeing and Airbus - STILL do not apply adaptable techniques to prevent fires onboard! There is everything from textiles to fuel tanks that could be made a lot safer. But it costs DOLLARS and that is not interesting if an airliner would cost a million bucks more - and make your flight even safer! It is a scandal if any and well known to anyone in the industry. But since everyone wants to fly for 500 baht these days - it is also part of a big problem.

ALL of these passengers would have walked away from a so called "hard landing" if it had not been for the flames - which could be prevented - and yes even from the fuel tanks! Think about it.......
