Govt invokes ISA for red-shirt protests

The cabinet on Tuesday agreed to invoke the Internal Security Act (ISA) from March 11-23 to cope with the United Front for Democracy against Dictatorship's (UDD) mass protest rally, as recommended by the security monitoring committee, acting government spokesman Panitan Wattanayagorn said.

Mr Panitan said the ISA will be imposed in through Bangkok and Nonthaburi and some districts of the nearby provinces of Pathum Thani, Samut Prakan, Samut Sakhon, Chachoengsao, Nakhon Pathom and Ayutthaya.

Deputy Prime Minister Suthep Thaugsuban, who is in charge of security affairs, will be in charge of security operations under the ISA.

The spokesman said the imposition of the ISA is intended to maintain law and order during the rallies by the red-shirt supporters of the UDD. Eighteen other relevant laws will also be enforced in support of the ISA, he added.

Mr Panitan said the cabinet did not raise for discussion whether to declare the rally period a public holiday, as had been speculated. The UDD protests will begin outside Bangkok on Friday 12 March 2010 and converge in the capital on Sunday. 14 March 2010.

Earlier on Tuesday Mr Suthep and army chief Gen Anupong Paojinda expressed confidence that it would not be necessary to invoke the law on administration in emergency situations, known as an emergency decree, saying that the ISA would be effective enough. The decree allows civil authorities to arrest people and detain them for 30 days. The ISA puts the military in overall charge of security in areas where it is invoked.

Gen Anupong said the army would not despatch troops to prevent people from joining the rally in Bangkok, as claimed by the red-shirt leaders.

It was the responsibility of the Interior Ministry and the Royal Thai Police Office to instruct governors and police in provinces outside the jurisdiction of the ISA to tell the people what they should do in this situation. The army would provide assistance in these areas only on request, he added.

UDD leaders claim that up to a million people will take part in the protests.

Prime Minister's Office Minister Sathit Wongnongtoey said the Transport Ministry would ban locally made farm trucks -- open-sided vehicles known as e-taen and powered by small tractor engines -- from entering Bangkok. Rally organisers have said they will be used to carry large numbers of protesters from the countryside to the capital.

Police also said that e-taen, despite being widely used, are not legal on highways.

The ISA was last imposed during the Asean Summit at Hua Hin and Cha-am in Phetchaburi and Prachuap Khiri Khan provinces in October last year.

With the ISA in effect, the Internal Security Operations Commands (Isoc), of which the army chief is director, may be designated as the agency in charge of the situation to prevent, resolve, or mitigate any occurrences that may affect security or assist people as necessary during the announced period in accordance with relevant laws.

The Isoc may be empowered to do as follows:

- Assign state officials to implement or suspend certain actions in support of its operations.
- Prohibit entry into or exit from certain locations or buildings, carrying of weapons in public, and use of certain routes or vehicles.
- Control use of electronic equipment in some areas.
- Arrest and detain suspects for a period of 30 days for questioning.

Red shirts aim at victory in three days

The red shirts will not settle for anything less than a complete victory in three days, rally organiser Chinnawat Haboonphad.

"Our goal is to win and the government must be ousted within three days or in one single day if possible," Chinnawat said.

About 70 per cent of taxi drivers in Bangkok have already confirmed they would take part in the mass rally even though a majority of taxi operators might not allow them to rent the vehicles between Friday and Sunday.

Key supporters of ex-premier Thaksin Shinawatra have started to show up at the Pheu Thai Pary reportedly to assist in the rally preparations. Those seen at the party headquarters include Yongyuth Tiyapairat from Chiang Rai.

Thaksin and red shirts aiming for insurrection : PAD

The People's Alliance for Democracy on Tuesday issued a statement accusing ex-premier Thaksin Shinawatra and his army of red shirts of trying to incite insurrection.

"The upcoming mass rally, mobilised by Thaksin, the red-shirt leaders and the Pheu Thai Party, is a direct violation of Article 68 of the Constitution because the protests are designed to grab power via non-constitutional means," the PAD said in its statement.

Thaksin and the red shirts are not just trying to overthrow the government but judging by their preparations, aim at grabbing power and changing the political system, according to the statement.

The PAD warned about mayhem due to street fight between the residents and the red shirts.

The red shirts plan to cause a paralysis to Bangkok traffic and have also targetted to attack key government installations located in the capital. This will likely cause huge inconveniences and tempers might flare up to trigger riots.

The PAD called on the government to strictly enforce the law in order to thwart violence. It urged members of the public not to fall prey to the propaganda war. It also said law-abiding citizens should cooperate with the authorities in safeguarding peace.

The yellow shirts pledged to suspend their activities which might inflame the situation

Coming from all sides and all angles, the reporting here really is some of the worst available globally, all rumors, maybe's and accusations, I doubt there's much chance of facts until 'after the fact'

According to Thai news and Thai newspapers (yesterday) there are 6,000 red shirt protesters expected to close down Bangna Trad around the Nation Tower, completely blocking inbound traffic. Not a single mention of that in any English speaking media outlets !?!

I heard some locals talking about going to support Toxin just yesterday. They said they'd get 2,000b/day for prancing around in a Red Shirt.

I asked if they thought it would cover funeral costs, but then rescinded saying they would probably just get burnt right where they stood & could save on those expenses.

Surprisingly, they understood what I meant, even though usually Thais do NOT get tongue in cheek type ribbing.

Security tightened on 30 to 40 areas prone for bomb attacks

Deputy Prime Minister Suthep Thuagsuban on Wednesday said security forces have been alerted to monitor 30 to 40 areas in the capital that might be targetted for bomb attacks. The high-risk areas included key government installations and public places.

Suthep said the enforcement of the internal security law would not disrupt the livelihood of Bangkok residents. He also stated crowd control measures, if implemented, will conform to international standards.

Supreme Commander Gen Songjitti Chakkabart said after the meeting of the Internal Security Operations Command (Isoc) that he was not worried bout the red-shirt rally and did not believe there would be a bombing campaign in Bangkok, as reports suggested.

“There have been no signs that any particular groups would stir up the situation during this period. No important person or family members of cabinet ministers have been taken to safe houses at this time," Gen Songkitti said on Wednesday afternoon.

Deputy Prime Minister for security affairs Suthep Thaugsuban said early this morning that the government has implement stringent security measures after receiving intelligence reports there could be bombings at three major locations and 40 other points in Bangkok during the red-shirt rally.

Panithan: No basis to coup rumour

There is no substance to a report that there would be a military coup before this Sunday, the day the red-shirt people group rallies for its “final battle” against the Democrat-led government, acting government spokesman Panithan Wattanayakorn said on Thursday morning.

“The government has double-checked the story and found that it has no grounds.

"Unusual events regularly fuel such a rumour,” he said.

The rumour spread after people saw troops moving out of their barracks to maintain peace and order under the Internal Security Act, which came into force today, Mr Panithan said.

The spokesman said only a small group of people would benefit from a coup, and the coupmakers would face strong resistance from the people and the international community.

A military coup would only cause more problems.

Maj Gen Ditthaporn sasasmith, spokesman of the Internal Security Operations Command (Isoc), said soldiers early this morning began manning checkpoints in Bangkok and seven nearby provinces.

More troops would be deployed later today in the nearby provinces on routes leading into the capital.

People should not be alarmed.

Maj Gen Ditthaporn insisted that the military will not take this opportunity to stage a coup.
