We have recently observed that imposing a 30-day freeze on forum members for grossly inappropriate behavior has been ineffective, due to certain 'learning disabilities'. As an alternative, I would like to propose a one-post-per-day restriction on such offending member. This 'muzzle', if you will, would allow said member to 'growl', but not 'bite', by providing a necessary 'cooling-off' period, and hence, sparing other forum members from being subject to threats of bodily injury and/or contracted assassination.
As an added benefit, this 'muzzle' would help prevent the forum from filling-up with useless drivel, totally unrelated to Thailand, and having no place on the forum anyway.
I suspect this 'muzzle' could be implemented using a custom insert trigger on the primary posting table. Please note such terminology is in no way related to the use of firearms. I'd be happy to volunteer my services in implementing such a solution, providing it be made a permanent feature for such member.
A similar feature could also be implemented for personal message and talk services.

Right now there are 4 categories:
1) Newbie... can post, but not create threads (unnecessarily) until they get upgraded to Member
2) Member...can post and create threads.
3) Troll... cannot post nor create threads (PM OK)
4) Banned... cannot access the board.
There could be one more... "Muzzled" perhaps (?) where one can only make a limited number (say 2-3) of posts per day. This will be applied to members sh_tting all over the forum.
