Shouldn't one rule apply to all?? I personally think there should be no distinction between forum members. All it would create would be some form of resentment to those who are not the 'privileged few'.....
We could have a voting system at the end of the month, kinda like a parole hearing, not that I would know what a parole hearing was like. But they could ask to be bumped up to the 10 again and we vote if they have been good or bad and if they should be released or still kept under surveilance.
This goes hand in hand with the reply above. This would effectively create an 'old boy' culture which I would think would generally be viewed negatively by most ppl. I can see the concept of a "kangaroo court" in its infancy...

Actually being a forum about Thailand it should conform to Thai culture and have a class system. This "culture" was put forth to me yesterday in a classic Thai example
Yesterday was Mother's day, In a dining place was a large thai family, Grandma & Gramps and various of their sons and daughters along with grand kids in tow. Now each grand child had a Nanny.
The family wanted a bunch of pics taken by the waiters. Every time they had a pic taken they waved their hand to shoo off all the Nanny's so they would not appear in the picture. Actually it was very disgusting, I would not treat a dog like they treated their hired help.
