I have no clue but am intrigued to know the angle they were playing..
reading this thread brings me back to 2004 when my danish friend I sold condo's with (and was not a newbie by any means) got taken bad for 8000baht..
by the french lady with the crying baby who needs money for a plane ticket home scam..
she gave him what seemed to be a legitimate business card with home, office, cell numbers and an address..her kid was putting on an oscar award winning act and she had a story about having all her shit stolen and her plane was leaving in a few hours and she would pay him back plus for his kindness..
I have no idea how he fell for it, but he is a very nice guy and had the baht to spare..
RTB you and your bargirls met him at toxic in November..I think one of the bargirls took a fancy to him 
anyway..it brought back the memory of him telling me and the other guys in the office and we were all like "dude, your crazy..you will never see a satang!"
apparently, she took some other dudes for a ride as well as there was an article in Bangkok Post about her later that year!! We cut it out and put it up in the office..

I see a new scam on the horizon for Thai business owners...
a) Open a bar /club/disco/pool hall/Karaoke/ restaurant etc...
b) Put up the relative:"Any customers caught smoking by the police in this bar will be fined 2,000 baht, and the owner will be fined 20,000. We will require the customer who is smoking to pay both fines." signs..
c) Ask your local friendly MIB to be on stand by in a coffee shop...
d) Wait for someone to light up... (They will out of habit)
e) SMS MIB
f) MIB magically appear and bingo 22,000 THB in the kitty..
Note: You have to sell a lot of beers to make 22,000 profit.

Plus, I think the MIB already figured that one out, from what I read.
Plus, so far, this 'plan' is not much of a scam - this is just exactly how things will play out naturally, catching smokers who enjoy their 'freedoms'.
To make it into a scam, you just need to have a plant somewhere in the bar, that offers some drunk Aussie of Brit a cigarette, waits for him to light up, and then disappears (or, for added realism, 'shamefully' pays 'his' 22,000 Baht, thus making the farang feel better ....
All I can say, is "good on them" - this is one of those few enforcements that I feel is a pretty damn good idea for everyone involved.

I wouldn't mind being the 'plant', I've had enough 2nd hand smoke dumped on me where a piece of that 22k would be a little bit of a just reward
Never imagined the smoker paying the bars fine also, this worked out really well, & also for the employees, many of whom were probably unaware of the damage being done to their health
I support smoking only bars, good way to thin the population out

Yeah, personally, I think that Mel's idea of having a smoking only bar or club is certainly workable -- good luck finding staff wanting to work in there
Yeah, now you raise an interesting point -- how non-smokers can gleefully fight back - I certainly will enjoy pointing out to non-smoking regulations to any pricks that light up, in the future - or help the bar owner collect 20,000
