You most certainly do not need the same amounts of money you would need for an American Visa.
But, a thai girl with no money, no skills and no contacts would have few avenues to pursue.
One oft used avenue is the domestic/nanny route - although your friend would have to pay a fee to a broker company for placement.
This method has been used before, with the Visa recipient quitting after a reasonable amount of time, and then staying to the end of the Visa term.
However, the whole world has changed since 9/11. Recently an American Senator from Washington State (next to British Columbia and with one of the most porous borders in the world) said to Canadian Immigration "either secure your borders or we''ll secure ours."
I suspect immigration and visa requirements have changed since I last looked.

Yes it is that hard, first things first though, if she owns a home or business that is a very good plus in her favour.
If she is a BG it will be next to impossible.
Money doesn't really mean anything but will help if you have everything else in place first. If you need any other help just ask.
