I m just out of highway car rent and....they refused to rent me a car...asked me for my passport, my license (both valid) then my adress, started to call the office of my appartement (office closed for visakha bucha day...) then they started to ask the girl who is with me to draw a f***ing map of the location of her appartment...then after leaving us to wait for half hour they just told us NO and made a big show to throw the copy of our ID card and passport to the trashcan before to show us the door with disgusted looks....
I have no clue why they did that....i m driving since 20 years and never got any accident at all...

Sawasdee Rent a Car - they are in the tall building, around the corner from Soi 23 (parallel to Soi Cowboy).
I paid 7000 baht per week for a small/mid-sized car.

If it's then I had the same problem. I rent the car there twice and will never come back again. For the 1st time, I got an OK English speaking person to help me...then got my passport and driver license...then ask me for home phone number and gave to them but I did not know why....then I saw a person took the phone and the number and walked to the back...then came back few minutes later...then got and OK to get the car....Later, when I got back home, the wife said that the car rental called and talked to her.
When I went there the second time, I told them that I rent the car here before not long time ago...just check your record...but I did not do that...still ask for passport and driver license and phone number....I gave home phone number like last time...but then they asked for my wife work number...I started getting really piss...told them to check their record that I rent the car here before...but I insist to have my wife work number..then finally I gave them her cell number...they went to the back and called her.
Also, I saw Honda Accord, Camry, and other nicer cars there and ask for them..they told no avail....the cars were there on the lot and no avail??? guess they dont want to rent them to me.
I think for that place you let your Thai GF/wife does the talking and you will get the car in few min....that was I saw when I was there....farang come in with Thai lady and the lady did all the talking..then they get the car in few min. without calling anyone.
How the hell for a tourist to rent a car at that place if they require a local phone number to call to check on you?

yeah, this is the place, they seem distressed they could not get to have a Thai to "certify" me, and also they did not like the fact that the thai girl who was with me was from the Lao border....
its a racist place, period.
Maybe the other locations of hightway car rental are better, but frankly fook them I m not going back
We went to Khorat and rented a car there from FODO car rent (located near the bus station, 089770320), got it in a few minutes and everything was nice with them, 1200 baht per day, deposit 5K baht, no problem when giving the car back, they even refunded me the extra petrol in the tank and the girl at the desk drove us back to the bus station for free.
Nice people really.
