Another tactic for getting the meter turned on is to get in and leave the taxi door open until the meter is turned on. I saw this demonstrated by a South African friend of mine, who is quite assertive about this sort of thing. When the taxi driver wanted to just drive away without turning on the meter, my friend pointed to the door and said "door still open!"
The taxi driver got the message and flicked on the meter. Then we were off.
My TGF's uncle used to drive a taxi around BKK, but he's since moved on to cement trucks, lol. Suppose there is a future there in creating cement shoes for his niece's farang boyfriend? He's a very polite guy, speaks very little English, but always tried his best to understand and deliver his farang passengers to the correct destination. He wasn't the kind of guy to pull the "no meter" shit, and I think he's more indicative of the majority of taxis I've used over the years in BKK.

the best tactic for making sure they turn on the meter is to ask them BEFORE getting in the car.
I usually open the door, tell I go to the airport and tell him "Meter", if he says yes, then I get in, if no, I save myself the hassle of loading and unloading my bags.

And if that idiot persists on not using the meter, just get out of the cab, and leave the door open.

I arrive in BKK in the early morning hours. Can anyone suggest a hotel for the rest of that night that is not expensive, one night only, and that the taxi people can find with no hassle? I want to stay somewhere reasonably close to the Skytrain and/or Subway so I can get to my apartment when the sun rises. I knew this drill so well from Don Muang, but now my arrival routine must change. Any ideas? Thanks...

You could try Wattana Mansion, 550 baht and breakfast. Plus super-fast, cheap wireless Internet in the lobby and restaurant.

The driver can come down Rama IX and turn right on Ratchadapisek and go to Ratchada Soi 17. In the wee hours of the morning, it is about 20 mins or less.
Hotel is about 5 minutes walk from the Suttisan subway station.

Thanks for the tip CG. That looks like a very good option. Now if I can just get the right inflection to my Thai so the taxi people can understand. But I've done it before... it's all part of getting acclimated to the BKK life again.

Depending on where you are going, there are some buses that go direct from the airport bus terminal. Check out their website for more info, or I'll try to pick up a schedule of routes and times sometime in the next month.
