Liquid, gel rules look set to hit King Power hard - Airport retailer expects carry-on restrictions to cost it Bt3 bn

Duty-free operator King Power International Group expects its sales to fall by 20-30 per cent or aboutBt3 billion when limits are placed on the amount of liquids and gels passengers can take onto aircraft.

Narong Pornpiriyakulchai, outlet-operations director, said sales would fall dramatically, particularly during the first three to six months of the enforcement, which starts on Friday. However, the situation is expected to return to normal after that time because passengers will have a better understanding of the issue.

Narong said sales of water, alcohol, perfume and gel products would be most affected.

Apart from its duty-free shops at Suvarnabhumi Airport, the group runs similar businesses at the provincial airports of Chiang Mai, Hat Yai and Phuket.

King Power has targeted sales of more than Bt10 billion this year. The figure is double that of 2006 because it has opened a large area at Suvarnabhumi and a duty-free complex in central Bangkok.

The Civil Aviation Department yesterday had a meeting with airlines and operators to prepare for the implementation of the rules on liquids.

According to the department, all passengers are required to cooperate with airlines and agencies. Each passenger can carry 1,000cc of liquids and gels, and all items must be packed in a transparent, resealable plastic bag. The products include water, beverages, creams, lotions, oil, perfumes, sprays, hair gel, bath gel, all types of foam, toothpaste and body spray. Excepted are foods, medicine and baby milk, but they must be of suitable size.

The International Civil Aviation Organisation (ICAO) has ordered international airlines to enforce the measures for security reasons relating to the threat of terrorism.

The measures are already being enforced in most Western countries. Australia started implementing the rules on March 1, and Singapore followed on May 8, but many countries have not yet introduced them.

Civil Aviation Department director-general Chaisak Angkasuwan said Airports of Thailand, airlines and King power would provide information to help passengers follow the rules.

"All parties will provide passengers with plastic bags until the end of this September. After that passengers will be required to handle it themselves," Chaisak said.

The ICAO will visit Thailand on June 27 to check enforcement of the rules at Suvarnabhumi and one provincial airport.

Thai Airways International and Malaysia Airlines have announced they are ready for implementation.

Police have vowed to rid Suvarnabhumi airport of unlicensed black-plate taxis and illegal tour guides within 15 days.

Pol Maj-Gen Wut Liptapanlop, deputy chief of Police Region 1, said the new airport has been plagued with the problem of black-plate taxis overcharging passengers. It was reported that there are more than 30 groups operating unlicensed black-plate taxis at the airport, each with 10-100 cabs.

If this is allowed to continue, their operations will cause the state to suffer 300 million baht in lost revenue per year, he said.

To clean up the mess, Police Region 1 would seek the cooperation of other police units to crack down on unlicensed taxi drivers, he said, adding both criminal and civil laws would be strictly enforced against them.

If caught, drivers would face a maximum fine of 2,000 baht each and have their driving licences seized while the cab operators would face back-taxes. Police already know who are the operators. He said a crackdown would also be launched against illegal tour guides operating at the airport.

Pol Maj-Gen Chayut Thanataweerat, Samut Prakan police chief, said a court order would be sought to prohibit black-plate taxi drivers and illegal tour guides from operating at designated areas in the province.

The Immigration Police Office yesterday held a meeting with Suvarnabhumi airport representatives, airlines and relevant agencies to discuss security measures at the airport. The meeting, held at Novotel Suvarnabhumi Airport hotel, also discussed measures to cope with serious crimes, including human trafficking, drug trafficking and terrorism.

A source said since the airport's opening on Sept 28 last year, 214 Thai and foreign criminals have been arrested. Another 289 foreigners had been denied entry.

Unlike licensed white-plate taxis, which are okay to overcharge new arrivals, of course, because they pay the necessary tea money, I mean, license.

After sending off Prabal to the airport last Saturday, I took a taxi from the departure hall.

All of the taxis hanging around had no problem in turning the meter on. No 50 baht surcharge. 161 baht to Petchburi.

Did see the driver hand over 20 baht to the guard.... 555!

Another guy accepted a ride to Pattaya... 1,100 baht.

This is the same experience I have had with one exception. Landed once at 1:30am and no taxis were sitting up at departures, not too many people get dropped off at that time. The occasional taxi drove up and wanted 300+ to go anywhere - and got it. I went down to the official taxi stand and waited there for about 15 mins for a taxi to show up.

Other than in the middle of the night, I've never had any problem getting a meter taxi from departures.

Air passengers caught off guard by liquid ban

Scores of passengers unaware of the carry-on liquid ban that took effect at all Thai airports for the first time yesterday had to dump oceans of liquid products and even chocolate and soaps before boarding their flights.

Liquid products, including gel and spray bottles, piled up in the concourse buildings at Suvarnabhumi airport and many passengers complained bitterly that check-in staff had failed to inform them of the new rule in advance.

Some passengers wondered why they had to leave chocolate and soaps behind.

''What liquids are they talking about? I really have no idea,'' one Thai passenger heading to board a flight to China grumbled as he was forced to get rid of some liquid products at the terminal.

The Civil Aviation Department introduced the ban yesterday.

The director-general of the department Chaisak Angkhasuwan admitted to the communications breakdown, saying airline staff should have informed passengers of the ban beforehand.

He explained that carry-on chocolate and soaps were strictly banned by some destination countries like Israel because such products could later melt. Therefore, they were also banned from being carried on flights at Thai airports too.

Suvarnabhumi director Serirat Prasutanont said the ban was in line with a safety directive of the International Civil Aviation Organisation.

However, the restriction is not applied to liquid products that passengers buy from duty-free shops at airports as they are placed in sealed transparent plastic bags tagged with notices specifying clearly the sources and purchase dates of the products.

He suggested passengers check such bans at all airports they planned to visit. Some foreign airports might completely ban all carry-on liquids, he said.

Suvarnabhumi airport deputy chief Chaturongkhapol Sodmanee said all the liquid products left at the airport would be disposed of or destroyed.

Search staff at Suvarnabhumi airport said that most of the passengers they encountered were unaware of the ban and they were forced to abandon their liquid containers such as drinking water, shampoo and cream bottles with capacities exceeding 100 millilitres each.

Acting Airports of Thailand president Kulya Pakakrong promised to increase publicity about the ban.

Surapol Isarangkura na Ayudhaya, deputy director for crisis management of Thai Airways International, said the national flag carrier had informed its customers of the ban.

International passengers were familiar with it thanks to their past visits to other countries but problems remained with domestic passengers who had just learned about it, he said.

Last time I was there I found a way around this....
Find a "duty free" plastic bag, stuff the water you purchased from 7/11 and your chocolate in it...if they ask, say you lost the ticket...

Maybe it wont work now, I will have to see the type of clear plastic bag they use and get one...
