This was to protect passengers and the public in general from being cheated.
What he meant to say, I guess, would be "to prevent the public from being cheated by non-licensed thieves", seeing as how the 'registered' taxi/limos are amongst the biggest gougers....

In at least the past two years I have had only one taxi attempt to charge me anything other than the meter when departing from the airport (when using the taxis from the standard departure line). I did have one guy keep 5 baht change from the toll on one of my first trips into Bangkok from the new airport. I generally tip at least 50 baht, this guy got exact fair plus the 50 baht charge - so the 5 baht he stole from the change at the toll both ended up costing him at least 45 baht.

Going to the airport is a bit of a different story – pretty much anytime between 8AM and 8PM no problem with using the meter. But late at night or early in the morning it can be a crap shoot if the guy will not want to use the meter or not – the excuse they give generally is that it is hard to get a return fare.

At Soyouwantsomepoon the lines at the departure are generally short enough that I have never even bothered attempting to go up to the arrival area to catch one, but at DM most of the taxis I would get from the arrival area would want negotiate a fare rather than use the meter.

Arrived today and nice to see that all the meet and greet and pirates have been moved back behind some barriers. The space seemed large.

Immigration was slow as it seems that they are sticking to checking all passports of visitors for the 90 day rule The girl went through all pages in my passport and checked all Thai entry/exit stamps. This really does slow down the process.

I thought that the taxis were being moved to the arrivals floor but they are still on the ground floor.
Any comments?

3 weeks so hope to meet some at the weekly meetings.

Last time thru immigration took me forever. All the lines were long and moving very slowly, it was mid-afternoon at the time. They were asking most passengers (at least the four people in front of me and many of the people in the lines on either side of me) for outbound flight confirmation and even included this requirement on signs by each booth. Generally speaking I do not have an outbound flight booked as I don’t know when or where I will be heading at that time I enter – just that I will be headed out of Thailand anywhere from one week to two months from the time I enter. They did not ask me for outbound flight information – might be because I have a Thai visa but not sure.

I have heard nothing about the earlier claims that the taxies would be moving up. But I did not think they were moving them to the arrival floor – only up to the actual departure floor. I think the limousines that currently occupy said floor have been able to cough up enough baht to keep the floor for themselves.

I saw the sign for outbound as well and had my ticket ready but lady said not need. The Qs were big by the time I got to the front.

I would tend to agree with your comment on taxis.

Nice touch, my luggage was on its own belt already on a trolley with my name on it.

I was outside at 12:50 the taxi Q had only 1 in front of me and my driver said now 4000 taxi have permission to stand at airport and I was his first today and he had been there for 3 hours

It was nice tho to be able to move when I came out of customs

Report from Bangkok Post dated Tuesday 26 July 2007 :-
AoT to be asked to shorten security contract
=================================

A working group of Airports of Thailand (AoT) will today ask the board to shorten the contract of the Loxley-ICTS consortium for security services at Suvarnabhumi airport, due to alleged inefficiency. After evaluating the security service at the airport, the panel, led by Suvarnabhumi deputy director Chaturongkapol Sodmanee, has recommended to the AoT board that the 10-year contract be cut to three years first and then extended twice, each time for one year, according to a source at the airport agency.

It says AoT should later stop the service by the consortium and stage a new bidding contest to find another contractor, the source added.

Although the consortium has improved its service, it was still not good enough, the working group found.

The panel met representatives of the Loxley-ICTS consortium on July 16 and asked the firm to seek the immediate termination of its own contract.

When the representatives rejected the proposal, the AoT panel suggested a shortened service time.

The consortium complained that the shortened deal would affect its investment plan.

The source admitted that such a change in the contract would need the consent of both partners.

Karn Thongyai, managing director of Asia Security Management Co, which is part of the Loxley-ICTS consortium, declined to comment on the AoT working group's proposal.

He said the firm would wait for the AoT board's decision today before making any comment.

Mr Karn said that his consortium had done its best, followed all directives of AoT to improve the security service and accepted new evaluation criteria by the airport agency.

Suvarnabhumi Airport reopens 10 bays
=============================

Passengers at Suvarnabhumi Airport will be spared some hassles as Airports of Thailand Plc (AoT) has reactivated 10 aircraft parking bays that had been closed to facilitate the repair of a taxiway. This week's reopening of the parking bays, which had been closed since June, followed the recent completion of the taxiways on southwestern side of concourses D and E.

Back in service are parking bays D5, D6, D7, D8, E1, E3, E5, E7 and E9, as well as the remote parking bay 305, said Serirat Prasutanond, general manager of Suvarnabhumi Airport.

That solved one of the problems requiring embarking and disembarking passengers to be transferred by coaches from remote bays to the terminal - a major complaint lodged by passengers.

Suvarnabhumi Airport has 120 parking bays, 51 with contact gates and 69 remote gates.

The repairs involved construction flaws that continue to plague the 155- billion-baht airport since its opening in September last year.

AoT is now moving to fix the damaged surface of the northern tip of the western runway, coded 19L-01R, and another section of a taxiway, in the area known as B1-B2.

The repairs would result in the closure of a 500-metre section of the runway and the B1-B2 taxiway for 50 days, starting on Aug 15. However, the suspended section would not necessitate the full closure of the runway as the remaining length of 2,890 metres could still accommodate most aircraft, Mr Serirat explained.

Large and heavy aircraft such as the Boeing 747-400 will be assigned to the other runway on the eastern side, which is 4,000 metres long.

The airport is already using its capacity of 45 million passengers per year, and the need to fix construction flaws has added to the crowding and inconvenience at the airport.

Meanwhile, Mr Serirat confirmed that most of the 60 roof leaks at the passenger terminal and concourses had been fixed.

''Airport staff are on the lookout for any dripping and should any leakage be spotted, cleaners will immediately clean the place and the repairs will be carried out immediately after the rain stops,'' he said.

I'm always fascinated by this 'excuse' given by vendors not delivering on their services -- essentially they are saying that their profits are endangered by such actions -- as if the customer of a vendor should or would care if they make a profit or not.

In other words, if you are a service vendor to me, and you don't perform, and I'm telling you that I'm going to terminate your contract, is your whine of "But, I won't be making any money..!!" supposed to radically change my mind, and to, instead, keep you on, as a bad vendor?

Never fails to amaze me. Not only that, but the fact that such a 'reason' is given publicly.

Suvarnabhumi Airport vows to target luggage thieves - Airport, airlines blame outsourced companies

Suvarnabhumi Airport is stepping up surveillance of luggage on conveyor belts - not to look for explosive material, but to prevent bags from being opened and valuables stolen by staff, airport director Serirat Prasutanond said yesterday.

Mr Serirat said security cameras are an effective tool for monitoring irregularities at the airport, but the airport needs more people to patrol areas where cameras are not installed.

He made the comments after reporting on thefts from luggage of inbound passengers at the airport.

The airport is only required to oversee baggage on its conveyor belts, while airlines are responsible for carrying bags to and from the terminal, he said. Airlines outsource the duty to other firms.

Besides staff of the various firms, other thieves could be people who pretend to be luggage transporters, Mr Serirat said. They board vehicles transporting luggage and rummage through the bags, he said.

One suspected thief has been arrested after an illegal act was recorded by security camera, he said. Another incident occurred on Aug 12, when a passenger of a Thai Airways International (THAI) flight from Chiang Mai to Suvarnabhumi complained of valuables being stolen, Mr Serirat added.

Chayata Tharnpisalsamut, a university student, said brand-name handbags and belts were stolen from her luggage early this year on the flight from London to Bangkok. The bag was delayed for a day and it had been opened, she said.

''My friend lost 10 Diesel watches among other things,'' she said of a friend who returned on a flight from the US.

Some thefts have been blamed on employees of companies hired by THAI and Bangkok Airways to carry passengers' bags between airplanes and the terminal.

Chaturongkapol Sodmanee, deputy director of Suvarnabhumi, said bags from the US were vulnerable because, according to a US law, passengers are not allowed to lock their luggage, facilitating random checks at airports, unless they use devices approved by the US Transportation Security Administration. These locks are specially designed to be opened only by certain airport officials who need to inspect bags, he said.

THAI president president Apinan Sumanaseni vowed to make sure companies hired by THAI did not employ people who would be involved in such criminal acts.

Report fromThe Nation dated Saturday 1 September 2007 :-

Balloon release threatened at airport
============================

Residents from 32 housing projects who are affected by aircraft noise at Suvarnabhumi Airport plan to release balloons to disrupt air traffic next Friday.

The residents demand that no landings or take-offs should occur between 9pm and 5am because they claim the noise disrupts their sleep.

Prasert Boonkaew, a leader of the residents, whose houses surround the airport, said the protest was being organised to show the people's anger at the Airports of Thailand (AOT) 's slowness in dealing with their problem, including compensation, purchasing houses located in excessively noisy areas and repairing houses affected by the noise.

"We had to take the ultimate step by announcing the night curfew on air traffic. It will start on September 7," he said.

Prasert warned that if the government ignored their plea, the residents would march from Ruam Ruedee Housing Project to "block the airport roads" from the north and the south until they got satisfactory answers.

Meanwhile, a source from AOT said it was aware of the plan but noted that the confusion might have been caused by "conflicting resolutions". The Cabinet first agreed to the buy the houses but later decided only to repair them.

The source said: "People have the right to protest, but they should target the Cabinet, not the AOT, because the confusion arose when the Cabinet changed its mind."

Thewa Racha police chief Colonel Yongyuth Decharat said police would have no choice but to arrest those who actually did release balloons, although he personally sympathised with those affected by the noise pollution.

"Releasing balloon would be considered an act of sabotage with severe consequences and would harm the country's image world-wide. I would like to plead with those who have threatened to do this to rethink their campaign," the officer said.
