Silom line's extension faces delay

Service on an extension of the Skytrain's Silom line, covering four stations from Wong Wian Yai to Bang Wa, is likely to be postponed from the original schedule in December till next year, Krungthep Thanakom (KT), operator of the Bangkok Transit System (BTS), said yesterday.

Progress depends on an agreement pending between two agencies responsible for structure connected to the BTS stations - the Mass Rapid Transit Authority of Thailand and the Department Of Rural Roads.

Details have yet to be concluded on the building of MRT stations and structures linked to them, in addition to an 800-metre skywalk link to Wong Wian Yai BTS station requested by the Bangkok Metropolitan Administration and approved by the department, KT manager Amorn Kijchawengkul said.

Unlike operations at other BTS routes, which circulate trains to serve on different lines, the Bang Wa extension will use the same trains shuttling between both destinations. It has no facilities or garages to park and rest trains like elsewhere, he said.

BTSC will operate city network until 2042

The Bangkok Transit System Company is to be paid 190 billion baht by City Hall to operate the skytrain system until 2042.

Under the contract signed with Krungthep Thanakhom, the business arm of the Bangkok Metropolitan Administration, BTSC will be the sole operator of the current routes and three extension routes for 30 years.

The contract also allows BTSC to continue operating the 26km On Nut-Mor Chit and National Stadium-Taksin routes for another 13 years after the existing contract expires in 2029.

Bangkok Deputy Governor Teerachon Manomaiphibul defended the multi-billion-baht deal, saying it will not put the BMA at an disadvantage.

"It is much cheaper to sign the contract today than in 17 years [when the current contract ends]," said Mr Teerachon.

BMA had hired a consultant firm to work out the figures before making a decision, he said.

According to Mr Teerachon, the BMA is slated to earn 110 billion baht based on the contract.

"It is estimated that the BMA will earn 300 billion baht from service fees throughout the contract.

"After deducting 190 billion baht to be paid to BTSC, City Hall has an outstanding balance of 110 billion baht," he said.

Mr Teerachon said the estimated earning excludes other gains from commercial development along the infrastructure, including at stations and depots.

BMA is expected to collect about 100 billion baht more from commercial gains and assets, he added.

The signing of the contract comes less than a year before the term of Bangkok Governor Sukhumbhand Paribatra ends.

MR Sukhumbhand said the long-term contract will give BTSC an incentive to invest and improve services.

"Five years before the concession ends, BTSC is required to provide 60 trains. Currently, there are 23 trains. With a long-term contract, the concession holder will have more confidence," he said.

The governor declined to comment when asked if the long-term contract was intended to keep other political parties from meddling with the BMA's project.

Keeree Kanjanapas, founder and chairman of the BTSC, admitted yesterday the company's financial health has been significantly boosted by the contract.

He added that the company has weathered the recent financial crisis and thanked City Hall for entrusting BTSC to service the public.

Mr Keeree said there is nothing unusual in the fact that the BTSC's contract is much higher than that of the Mass Rapid Transit Authority's (MRTA) Purple Line, which is worth about 90 billion baht.

"BTSC operates a total of 36km, while the operator of the Purple Line runs 23km," he said.

The On Nut-Bearing and Taksin-Wong Wian Yai extension routes have recently opened for service, while the Wong Wian Yai-Bang Wa extension is scheduled to begin partial service later this year. The contract for the On Nut-Bearing and Taksin-Wong Wian Yai routes will take effect next Tuesday while the contract for the Wong Wian Yai-Bang Wa extension takes effect when the service starts.

Prapas Chongsanguan, a former governor of the MRTA which supervises the subway, yesterday objected to the long-term contract, saying a bidding process should be called to select an operator.

Mr Prapas, an assistant to the transport minister, pointed out that the BTSC is not the only firm with expertise in operating the skytrain.

Also, contract extensions will Normally only be considered five years before the initial term expires, he said.

He added that MR Sukhumbhand should also have waited until after the next Bangkok governor election.

Mr Prapas suggested the BMA's decision may violate the law, saying the Interior Ministry which supervises the agency should have the authority to make a decision in the matter.

He also alleged there had been an earlier resolution by the Office of Transport and Traffic Policy and Planning, that the skytrain system should be handed over to the MRTA when the current concession ends. However, he had no further details.

New Skytrain stations are more than 70% completed

Bangkok Governor Sukhumbhand Paribatra yesterday inspected the progress of construction at the BTS Pho Nimit Station on the Skytrain's Taksin-Phetkasem route.
Pho Nimit and Talad Plu stations are due to begin service on December 5. Commuters will enjoy free rides until May next year.

Pho Nimit Station is 75 per cent complete and Talad Plu 71 per cent, the governor said.

Wuttakat and Bang Wa stations will be complete and ready for operation by August 12 next year, he said.

Deputy Governor Theerachon Manomaipiboon said the Bangkok Metropolitan Administration (BMA) couldn't start construction of Bang Wa Station until the Mass Rapid Transit Authority of Thailand (MRTA) finishes building the mass-transit system's Blue Line.

The BMA aims to work with the MRTA to ensure the project is completed on time, Theerachon said.

Amorn Kitchawengkul, managing director of Krungthep Thanakom, the city's financial arm, said two trains with three carriages each would serve commuters using Pho Nimit and Talad Plu stations. Since only one side of the dual track will be completed this year, the service will be slower than planned to begin with, but once all stations are complete, commuters will not face any such inconvenience, Amorn said.

Theerachon said the construction of 54 lifts for disabled commuters at BTS stations would be complete next year.

Meanwhile, the Pheu Thai Party yesterday submitted additional evidence in support of its petition against the BMA over its 13-year extension of Bangkok Mass Transit System Co's contract. BTSC operates the Skytrain.

Party spokesman Jirayu Huangsab submitted documents to the Department of Special Investigation (DSI) saying the move by the BMA might have violated the Public-Private Joint Venture Act 1992 and the State Bidding Act 1999.

He accused the BMA of intentionally distorting information when it cited a Council of State ruling.

The information allegedly claimed that the BMA - which paid for the construction of the Skytrain track - earned income from commuter fares, while the BTS - which paid for the carriages - received only a fixed payment to operate the transit system, irrespective of its profits or losses.

The aim of the alleged deception, according to Jirayu, was to establish that the investment does not fall under the Public-Private Joint Venture Act.

The DSI's Special Cases Committee will decide on October 10 whether to take up the case, according to the department's deputy director-general, Siwaporn Chuenjit-issara.

BTS plans fund for four new projects

BTS Group Holdings is setting up an infrastructure fund worth between Bt50 billion and Bt60 billion as it considers investing in four new mass-transit projects.
Future net fare revenue (after deduction of relevant operating costs and capital expenditure) of Bangkok Mass Transit System (BTSC), the operator of BTS Skytrain, will be sold to the fund, subject to approval of the Securities and Exchange Commission and shareholders, who will convene on December 18.

"The launch of the fund will offer an alternative investment instrument, which provides a stable cash flow from the existing core lines as well as growth potential from increased ridership after the expansion of the mass-transit network," said Keeree Kanjanapas, BTSG chairman and chief executive officer.

Under the mass-transit master plan, the government will invest in at least 10 additional rail routes, to extend total rail coverage to about 500 kilometres across Greater Bangkok by 2029. BTSG is interested in investing in the 12km Green Line extension from Mo Chit to Saphan Mai, the 13km Green Line extension from Bearing to Samut Prakan, the 36km Pink Line from Khae Rai to Min Buri, and the 18km Light Rail Transit Line from Bang Na to Suvarnabhumi Airport.

BTSC operates the existing Green Line under a concession due to end on December 4, 2029. As BTSG intends to subscribe to one-third of the fund, of which the value is expected to be at least Bt50 billion, BTSC will remain under the company's control.

Keeree said that if there are any leftover proceeds, BTSG might consider paying special dividends to shareholders. From July to September, its fare revenue totalled Bt1.2 billion, against Bt1.09 billion in the same period last year, thanks to quarterly ridership growth of 9.4 per cent. It reported ridership of 49.4 million passengers, a new record for the Skytrain system.

"We are in an advantageous position to partake in the network development as a result of our deep experience and capability in managing the elevated Skytrain system and by virtue of the connectivity of our system to some of the new lines," Keeree said.

"Should we be selected by the government for these potential projects, having financial strength will help us in the investment process, which could facilitate a more rapid development of these extensions and new lines under the current mass-transit master plan."

Skytrain extension opening delayed

The new Pho Nimit and Talad Plu BTS skytrain stations will open for public use in mid-January 2013 instead of Dec 5 as earlier planned, deputy Bangkok governor Teerachon Manopaiboon on Tuesday.

Pho Nimit and Talad Plu stations are new additions to the Silom line, section Sapan Taksin-Petchkasem.

Mr Teerachon said Independent Engineers (ICE) inspected the stations and facilities and said they are not ready for full operation.

However, the schedule for two more stations, Wutthakat and Bangwa stations, continuing from Talad Plu station will still open on Aug 12 next year, said Mr Teerachon.

He said for the last two stations, Bangkok Mass Transit (BTS) will have to coordinate with Mass Rapid Transit (MRT) because their expansion projects will be in the same area.

Traffic in bangkok set to worsen in 2014, official warns

The worst is yet to come for Bangkokians grumbling about traffic conditions.

According to Chula Sukmanop, director-general of the Office of Transport and Traffic Policy and Planning, 2014 will be the worst due to the sharp increase in the number of vehicles and construction of several mega-projects. Though 80 per cent of vehicles bought under the first-car buyer scheme - estimated to reach 800,000 units - are registered in the provinces, it remains unknown how many will be brought to the capital.

"Traffic conditions will worsen, with a sharp increase in the number of vehicles against unchanged road space. Construction work plus the poor discipline of some drivers will worsen it. It'll be difficult for vehicles to move fast. At best, we can only try to maintain the current average speed," he said.

The worst will be in 2014 when the Green Line (Mor Chit-Saphan Mai-Khoo Khot) construction will start on Phaholyothin, one of the main city routes, he added.

Foreseeing the situation, the office is now gathering construction plans of all mega-projects planned for now until 2017 to draw up a new traffic plan.

A campaign will be launched to reduce personal vehicles on the streets. More brand-new air-conditioned public buses will be in service, with special bus lanes. More park and ride locations will be provided with buses to transport commuters to electric trains.

Despite a spike in oil prices, the number of all types of vehicles in Greater Bangkok has been on the rise. In the first 10 months of 2012, 1,536 vehicles were registered daily in Bangkok and the peripheral provinces, up 39.6 per cent from 1,100 in the same period last year. Motorcycle registration in Greater Bangkok also increased by 18.8 per cent year on year to 1,272 per day.

As of October 31, the outstanding number of registered vehicles in Greater Bangkok stood at 7,384,934, an increase of 535,721 or 7.8 per cent from the end of last year.

Major construction projects include the Purple Line (Bang Sue-Bang Yai), the Red Line (Bang Sue-Taling Chan), Blue Line (Bang Sue-Tha Phra and Hualampong-Bang Khae), and tunnels at Charansanitvong-Borom Rajajonani intersection, at Charansanitvong-Phrannok intersection and at Taksin-Mahaisawan intersection.

The office conducted a survey during July-September, normally the most congested period of the year when all educational institutions are open. It found traffic conditions on average this year were not much different from last year. The average speed for rush-hour inbound traffic was 16.5 km per hour, against 16.3 km/h last year. The average outbound traffic during rush hours was 23.5 km/h, against 23.9 km/h. Drivers living in the North and West witnessed faster speeds as some commuters diverted to other routes to avoid the Purple Line and Blue Line construction sites. Better traffic management also counted.

"When all the construction projects are completed, traffic problems will not simply go away. The government needs new measures to promote public transportation, to reduce congestion on streets and expressways," Chula concluded.

It's funny they don't mention this in the article (or anywhere, for that matter), but work is currently also proceeding briskly on the extension of the Sukhumvit line from Bearing out to Praeksaa (and eventually, Bang Pu)...

I've seen this myself and a friend who lives in Praeksaa gives me regular updates. Hopefully it will be finished out to Praeksaa (past Pak Nam) in another 3 years or so...this will be a great boon for the legions of service workers who live out there and traipse into BKK to work every day (including many, many bargirls).
