PM orders clean-up at airport - Kingdom's image hit by series of scandals

Prime Minister Abhisit Vejjajiva has thrown his weight behind efforts to stamp out problems at Suvarnabhumi airport which he says are causing immeasurable harm to the tourism industry.

Suvarnabhumi has been rocked by a new set of scandals such as pick-pocketing, theft and extortion of tourists.

"These are issues that must be solved as soon as possible as they have a great impact on the country," Mr Abhisit said yesterday.

Complaints of extortion by airport officials have made headlines around the world in recent weeks. A number of foreign tourists claim they have been shaken down for exorbitant sums of money after being accused of shoplifting at the airport. With complaints on the rise, tourism officials say it has raised fears among tourists about visiting the country.

Problems with taxis and tourist guides were also causing concern. A woman complained recently she was drugged while taking a legal taxi registered with the airport to Phloenchit Road on July 27.

Mr Abhisit ordered relevant agencies such as the Interior and Finance ministries to use their full powers to end the problems.

Transport Minister Sohpon Zarum said the Transport Ministry was moving swiftly and quietly to sort out any problems that affect tourists at the airport. A task force had been formed to gather information on the ground, he said.

"The order to clean up the airport's problems had been made long before the prime minister stepped in. But we are taking a low-profile approach," Mr Sohpon said.

The problems at the airport were raised in a cabinet meeting with Deputy Prime Minister Suthep Thaugsuban, Mr Sohpon and Finance Minister Korn Chatikavanij, a Government House press statement said yesterday.

An airport source said the main responsibility for airport safety and security lay with Rachathewa police.

But the prime minister wanted the Finance Ministry to step in to make sure that all complaints relating to customs were tackled as well, the source said.

Anake Srishevachart, president of the Thailand-Japan Tourism Association, said he believed that if the government, police and others concerned tackled the problems properly, they could be quickly resolved.

Officials of Airports of Thailand Plc must cooperate fully with them. Every complaint about the airport greatly affected the country's image and the tourism sector, he said.

Surapol Sritrakul, president of the Association of Thai Travel Agents, said he hoped the prime minister's personal interest in the problems would see them resolved.

The ATTA had received complaints from members about the problems at the airport, he said.

If the problems continued and the affected foreigners passed on the information to others, it could have serious repercussions.

Mr Surapol said the problems had to be resolved quickly as tourism was a major source of income for the country.

Foreign tourism is down 15% for the first five months of this year over the same period last year.

Airports of Thailand Plc plans to spend 15 million baht to extend its crackdown on unlicensed taxi drivers and tour guides at Suvarnabhumi airport.

The spending was approved yesterday to boost efforts to end illegal taxis and tour guides at the airport during the new fiscal year starting on Oct 1.

The campaign involves police responsible for the airport and tourism, Land Transport Department staff and airport authorities working around the clock, AoT chairman Piyapan Champasut said.

The drive was launched on July 31.

As of Aug 9, 437 taxi drivers and 221 tour guides operating illegally at Suvarnabhumi had been arrested.

Licensed taxis were now making more trips from the airport, up from 7,000 to 8,000 trips a day, Mr Piyapan said.

The number of official airport limousines leaving the airport had also increased, from 800 to 900-1,000 trips a day. Registered tour guides who have counters at the airport say their income has increased 14%.

Suvarnabhumi starts second terminal in 2012

Airports of Thailand plans to build a domestic passenger terminal at Suvarnabhumi Airport while inviting the private sector to invest in six projects at the old Don Mueang Airport.

Construction of the new terminal will start in 2012 for completion in 2015, to accommodate an additional 20 million passengers a year.

It will cost less than Bt10 billion, said AOT president Serirat Prasutanond. The project is part of a long-term investment programme that includes construction of a third runway and a midfield terminal.

However, the company will build the domestic terminal first. It will be connected to the present main terminal by a monorail.

Serirat said the company also planned to develop commercial areas on its land near the airport, in partnership with the private sector.

Regarding Don Mueang Airport, six projects will be offered to the private sector: a landing-gear maintenance centre, an aircraft-parts stock-management centre, small and medium-sized maintenance centres, an international free-trade zone, a flight-simulator centre and jet and air taxi terminals.

"All the projects will be funded by private firms, and some companies are being approached," said Serirat.

Airport crackdown shows results - Over 1,000 unlicensed taxis, guides arrested

A special security team at Suvarnabhumi airport has arrested 750 unlicensed taxi and limousine drivers and 405 illegal tour guides in the space of just one month, officials say.

The security team, made up of police, airport security guards and land transport officials, began a crackdown on illegal activities at the airport on July 31 after a flood of complaints from tourists. Airport director Niran Thiranartsin yesterday said illegal taxis were initially targetted, but tour guides operating without permission were included from Aug 9.

Despite the huge number of arrests, a Bangkok Post investigative report on Sunday showed many more illegal operators were continuing to plague the airport.

Mr Niran said the situation remained serious despite the initial success of the security team in tackling the problem.

Illegal operators still needed to be targetted and "we have to keep on seriously enforcing the security measures", he said.

Any leniency now would only cause a setback to Airports of Thailand Plc's renewed attempt to clean up the airport by weeding out illegal operators and corrupt officials.

AoT president Serirat Prasutanond said earlier the gangs which ran the illegal operations had indicated to him in a phone call that they would flood back in once the crackdown lost steam.

The maximum fine that could be imposed on the illegal operators was 1,000 baht. Mr Niran said many of those arrested were repeat offenders and it was necessary to produce factual information to increase the penalties against them.

Besides the special security team, assigned to patrol the airport around the clock, a new airport unit has been set up to deal directly with illegal taxis and tour guides and to support the team's work, Mr Niran said.

The airport was also installing 50 more security cameras in the arrivals hall and in front of the passenger area on the second floor, he said.

But one area where it was difficult to conduct surveillance was around the baggage carousel where porters with clearance passes who work for the airlines could approach passengers to help them with their luggage.

Mr Niran said many of the porters were like "outsourced" workers for the gangs and it was difficult to expose them.

The AoT has been forced to tighten its security measures at the trouble-plagued airport as the gangs had almost free rein there for three years.

However, an AoT source said despite tougher measures, including the planned transfer of staff suspected of being involved in the illegal operations, the gangs would not be easily contained.

"These gangs still do their business as usual," he said.

The AoT needed more cooperation from airport staff at the operating level. But many were found to lack morale and appeared uninterested in the problem because it was supposed to be the responsibility of the special security team, he said.

I was there two weeks back and we had to get to Surin

Now the people that my Wife use live in the same Village Nam Mut and her son is a Policeman, they pay the road tax etc

But we were still pulled over and the driver got hit with a 2K Tax cause I'm a farlang there logic is that I must be RICH.

I said WTF this is all above board ?

never mind you have farlang we want $$

so the driver payed

karma I say for wanting more than past trips, than we were stopped two more times on the way to Surin

The police said oh U pay to much I only wanted 500
off U go!

today it's 86 per US $ and only get 29

Every One in Thailand has to do what they can to help there Family and get by and it's not easy.

Sure He was Greedy But that's a curse Money can do to one as drugs do to the weak that give up!

He did do a lot of good please look into the past only Rama V and this Great King has done so much for the Beautiful people of Thailand like never before.

I have no idea about Italy as I have no idea about America
Politics and have no need to go there.

I have many Italian friends here But No Americans live in my area as only 10% of American have a passport, Only the ones I have met work in the armed forces and are all Good People! as they say in the States.

Call me blinkered if you want, But I'm just relaying what my Thai Wife has been told by about twenty Thai taxi drivers when we were just in Thailand.

I once drove a taxi part time thirty years ago as a second job and I tell you Sir you meet all types and man it was the best life experience that I have had and I have worked for the Government and have seen a lot that I'd like to forget but sadly I never will.


Every one can't be wrong that's there land and they Know what's the go as they read there papers and watch the many news stations that you and me will never Understand.

We only make up our own opinion cause it may affect out selfish holiday.

Please look between the lines ask lot's of locals not just in BKK but up Country

Sorry if I'm raving on I've been up since 3 am with work and just drank 6
