Airport vultures still circle prey

Illegal tour guides and taxi drivers are still preying on both Thai and foreign passengers at Suvarnabhumi airport six years after its opening.


When Suvarnabhumi airport was opened on Sept 28, 2006, illegal tour guides and taxi drivers moved from Don Mueang airport to the new airport.

They still frequent the passenger terminal and departure floor.

Illegal tour guides and taxi drivers are often in league with each other. Tour guides bring travellers from inside the passenger terminal and send them to taxi drivers outside the building.

The guides receive 100 baht to 500 baht per passenger from taxi drivers, who then charge fares that are five to 10 times higher than standard fares. Drivers also take travellers to guesthouses, hotels and shops where they receive commissions. They even drop en route passengers who try to bargain for lower fares.

Airports of Thailand Plc (AoT) started serious suppression on Aug 9, 2009. Punishment was intensified from a fine of up to 1,000 baht to 2,000 baht and one-year imprisonment as culprits are now also charged with trespassing. If wrongdoers coerce or threaten travellers, they will be liable to five years in jail and fines of up to 10,000 baht.

Serious suppression saw the mobilisation of police from Region 1 Provincial Police, tourism police, local police, land transport officials and AoT guards. They initially formed three teams of 39 officials who took turns to stand guard at Suvarnabhumi airport around the clock.

There were also rapid movement teams of AoT who arrested culprits swiftly. AoT installed more surveillance cameras to monitor crimes at the passenger terminal.

In the first four months of the suppression, more than 4,000 illegal tour guides and taxi drivers were arrested.

Despite the campaign, Suvarnabhumi airport director Somchai Sawasdipol admits the presence of illegal guides and taxi drivers continues at the six-year-old airport.

He said the wrongdoers mainly target foreigners.

Suppression brings down their number but the rip-off merchants manage to move from the arrival area on the second floor to departures on the fourth floor of the terminal, where some arriving passengers exit.

AoT plans to install one-way gates by the end of this year to block passengers from exiting on the fourth floor.

Kittipong Kittikachorn, acting director of AoT's special operations centre, said one-way gates were tentatively installed at Gate 5 on the fourth floor of the passenger terminal. When such doors are completely installed, there will be more legal and registered taxis on the first floor because more arriving passengers will wait for taxis there.

Since the suppression started, 16 people have been charged with trespassing. About 10 people are arrested daily for being illegal guides and taxi drivers at the airport.

Illegal taxi services at the airport are often run by organised operations backed by influential people. But there are also individuals who drive their own cars to the airport and pose as taxis.

They not only operate during the day - many prey on foreigners from 11pm to 2am when many flights arrive from Europe and only three security officials are on duty.

They even operate on the first floor where there are registered taxis. They stand among passengers when queues for legal taxis are lengthy and offer services in person. Some passengers follow them in the belief that they are registered taxi drivers.

Pol Lt Col Piti Trikalnont, deputy director of AoT's special operations centre, said authorities was first alerted to illegal guides and taxi drivers in 1989. That was when a honeymooning Japanese couple were lured by an illegal taxi driver at Don Mueang airport. They were robbed and attacked in Pathum Thani province. The husband was killed and his wife survived.

Mr Kittipong said the illicit business continues as an illegal taxi driver can make 2,000 baht to 3,000 baht a trip.

For example, they charge 1,300 baht to 1,500 baht for a ride from Suvarnabhumi airport to Pattaya where they also receive commissions from the hotels and shops they bring tourists to.

Suvarnabhumi International Airport has beaten Disneyland, the Eiffel Tower and Times Square to be the most "Instagrammed'' location in the world for 2012.

More than 100,000 photos of Suvarnabhumi Airport in Thailand were taken this year with Instagram, the photo sharing app, making it No. 1 on Instagram’s top 10 most popular locations list revealed this morning.

Bangkok’s mega shopping mall Siam Paragon was a surprise second on the list, followed by Disneyland in Anaheim, California, and New York city icon Times Square.

Paris’ Eiffel Tower came eighth on the list, which also featured Los Angeles Airport and LA’s Santa Monica Pier.

Times Square in New York is the fourth most popular location on photo sharing app Instagram.

Suvarnabhumi to serve 156,000 passengers on New Year's Eve

Suvarnabhumi Airport is expected to serve over 156,000 passengers on New Year's Eve, a slight change from last year.

Somchai Sawasdeepon, acting president of Airports of Thailand - which operates the airport, said that the number of passengers on Dec 27 totalled 149,000, including 26,000 locals.

"We witness an increase in the number of the foreign passengers this year," he said.

To cope with higher traffic, all airport officers are on duty, not allowed to take vacation. For security reason, more check points are in place among other measures.

74m trips through AoT airports in 2012

More than 74 million Thai and foreign passengers passed through the six international airports under the supervision of the Airports Authority of Thailand (AoT) last year.

The six airports are Suvarnabhumi, Don Mueang, Chiang Mai, Hat Yai, Phuket, and Chiang Rai.

AoT vice president Somchai Sawasdipol said on Friday that the six airports handled a total of 74.26 million passengers, an increase of 11.9% from 2011.

Of the total, about 46 million trips were made by foreign tourists and 28.24 million by Thai travellers, he said.

There were about 496,000 flights through the six airports, up 10.5% from 2011, of which 275,000 were international flights and 221,000 domestic flights, said Mr Somchai.

Suvarnabhumi airport handled the largest number of passengers, 51.4 million, followed by Phuket airport, with 9.4 million, he said.

New bus links to Don Mueang Airport

Two air-conditioned bus services have been added to the routes between Don Mueang airport and central Bangkok starting Thursday, the Bangkok Mass Transit Authority (BMTA) says.

They are the A1 route between Don Mueang Airport and Mor Chit bus terminal, and the A2 route between the airport and Victory Monument.

The BMTA said the A1 route will have 6-8 buses making 14 round trips a day and the A2 will have 8-10 buses running 20 round trips a day. The first bus leaves at 9am and the last trip is at midnight.

The fares on both routes are no more than 30 baht a trip.

The routes will connect with other routes throughout the capital, the BMTA said.

The new routes are in line with Transport Ministry policy to promote the airport by providing more public transport to cater to tourists and air travellers.

Call for total smoking ban at all Thai airports

THAILAND - A health advocate called for a total ban on smoking at major airports nationwide yesterday after many areas of passenger terminals were found to have "second-hand" smoke levels two times higher than World Health Organisation (WHO) standards over 24 hours.

Mahidol University public health researcher Assoc Prof Dr Niphan Kungskulniti said her team found that smoking rooms, areas near smoking rooms and non-smoking areas at four airports - Suvarnabhumi, Don Mueang, Chiang Mai and Phuket - had high second-hand smoke levels with small particles under 2.5 micrograms exceeding WHO air-quality standards.

The study, revealed yesterday, found a level of second-hand smoke in the smoking room, areas near the smoking rooms and non-smoking areas at the airports were 773.4, 54.6, and 14.3mcg per cubic metre, respectively. The WHO sets the air-quality standard at 25mcg pcm, though Thailand sets its standard at under 50mcg pcm.

Thailand has passed a law to ban smoking at airports but this is only enforced at domestic airports, not international ones.

"Public Health Ministry needs to amend its announcement to not exclude international airports from the ban on smoking," Dr Hatai Chitanondh, president of the Thailand Health Promotion Institute, said. He said Phuket Airport was violating the law by letting people smoke at a restaurant.

In related development, Asst Prof Dr Nithat Sirichotiratana of Mahidol's Faculty of Public Health, said a poll of 200 foreign tourists - half smokers and half non-smokers - showed that 58 per cent supported smoking-free zones at airports and 66 per cent said they would return despite smoke-free rules.

This is a misleading report, and overlooks one very obvious reason for the high levels of particulate matter near, and in the smoking rooms.

The smoke extractors that were supposed to be installed, and maintained, are below standards, and not maintained, if they even exist. This is probably due to overlooked graft, and sub-par construction on something easily overlooked. No one looks at the machinery that should be cleaning the air inside the smoking rooms. No one even expects graft in this area, or sub-par construction.

The response is to totally eliminate smoking rather than examine why the smoke extractors are not working, as that would open up a case of new graft found.

'National pride' must be restored in Suvarnabhumi, says new director

Suvarnabhumi Airport saw its global ranking slide from 25th in 2012 to 38th this year, prompting the new airport director to say she would scramble the support of all parties in her mission to restore "national pride" in the airport complex.

Rawewan Netrakavesna has tasked herself with urgently introducing new improvements to the airport - with the aim to bring Suvarnabhumi's Skytrax ranking back to "25" next year.

Categorised as a three-star airport, Suvarnabhumi offers an "industry average" in the standard of product and service delivery. Her mission will involve in-depth talks with airlines and as well as lobbying for support from government agencies.

"I have a mission to plug the holes of criticism - to make Suvarnabhumi Thailand's best national asset." Suvarnabhumi's financial weak points have already been dealt with, she said, but the airport now faces fierce competition.

"Her mission is huge, as over-capacity at Suvarnabhumi is quickly leading to a deterioration in services.

"Everyone must join us and lend a hand," she said during an exclusive interview.

Drawing on her 34 years of experience at Airports of Thailand (AOT), Rawewan is convinced that she can balance the needs of airlines with the regulatory environment to create a win-win scenario.

"Passengers are our lifeblood and airlines are carrying passengers to us. Without them, we die. My duty is acting as the intermediary - to pass on airlines' proposals to the management of AOT and ensure their demands are taken seriously."

Cooperation from all parties enabled Chiang Mai International Airport - where she served as director from 2010 to last month - to win the Airports Council International award as the world's fifth-best airport with a passenger capacity of less than 5 million. She attributes the success to the support she received from airlines as well as Chiang Mai Governor ML Panadda Diskul, who made the airport a part of the provincial economic-development scheme.

During her years there, under the airport's regular annual budget, the passenger terminal was greatly improved.

At Suvarnabhumi Airport, she has set her sights on adjusting space usage at the passenger terminal. Bank booths and non-aviation offices may be moved to the fourth floor to enlarge the check-in area. In addition, One World - the alliance of American, British Airways, Cathay Pacific, Qantas, Iberia, Finnair and LanChile - plans to relocate its operations to Don Mueang Airport, a complex logistical operation that will require the development of services and support infrastructure for connecting flights and cargo handling, said Rawewan.

Seventy per cent of Thailand's tourist arrivals use Suvarnabhumi as the gateway to the Kingdom. As tourism grows, the airport - with a maximum capacity of 45 million passengers - last year accommodated 52 million. Thanks to the relocation of AirAsia to Don Mueang late last year, the number of passengers at Suvarnabhumi this year will drop by 4.59 per cent year on year to 50.57 million. However, that number is expected to grow to 57 million in 2015.

A man being taken back to Germany to face charges after completing a jail sentence in Australia fled from a transit lounge at Suvarnabhumi airport through a fire exit while his Australian police escort was asleep, Thai authorities said on Monday.
