It is suppose to be 10 times larger than the current airport and the main terminal building will be the largest of its kind in the world.
Have they even started the "skyway" out to the new airport yet?

I heard about a possible express train to Pattaya, since the new airport is supposed to be about equal distance between bkk and pattaya. Nothing firm, just under consideration. Be great for the Pattaya-inclined.

I don't know about a train to Pattaya, but I sure don't see any work being done for such a thing
and the distance from the new airport to BKK is minimal, since it will be just outside Bangna at the edge of BKK, SouthEast edge of BKK
I've been to the construction site more than a few times & would usually start out from the Big C on Bangna-Trad hi-way to get there. Not really that far from Bangna-Trad
the exits to the airport from the motorway are already partially complete & they are far from Pattaya
It will still take more than one hour to get to Pattaya from there, I'm guessing 1 hour 40 minutes

The government will use the disaster in Phuket as the reason the airport doesn't open on time.
They will say resources had to be diverted from BKK to Phuket.
