I was in Pattaya in early Dec and I paid 500 baht. Had to hunt around for that, but just did it in my travels as I gave myself a few days to hunt and haggle with price. Place I went to was one of those booths on Second Road somewhere past Soi 8 or Soi 7....heading towards Soi 6.
The real problem is coming back. Taxi mafia is bad trying to get out of the place. As the other thread states, its a military base, so there's not a lot of competition around. Best bet is to make plans for the taxi that took you there, to pick you up as well.
Funny thing is my guy who did it for 500, the taxi booth gets their cut (200 from memory) and I paid him 300. The guy wouldn't take 500, wanted more (thai logic here) to pick me up, said min 600 baht. Might be the same deal as pattaya to bkk is 800 baht, but no way in hell will you get bkk to pattaya for the same price.
I even tried this with a taxi guy booked through a booth (they get their cut) and wanted to go back to pattaya the next day. Guy would not even consider anything less then 1000 baht. Can't remember if he wanted 1000 or 1200...??? Whatever the rate was, he said it was standard every where and therefore not open for haggle.....

Utapao is a few kilos off Suk. Road, but there aren't any regular taxis/tuk-tuks/baht buses/song taaws going by the entrance
If you are at Suk. Road you can get a bus to Pattaya for 20 Baht
and another 5 Baht will get you into 2nd Road from Suk. Road
BTW, the bus to Pattaya will be packed soon after Utapao, which means standing room only, so don't think it will be a pleasant journey, but cheap
if you're staying in Jomtien, tell the bus folks to drop you at Lotus on Tepprasit (Super-South Pattaya)
from there you can get the Baht bus for 10 Baht to Jomtien on Tepprasit Road

Thats one hell of a walk from the terminal to Suk road.......
Can't see anyone doing that walk with baggage or a taxi driver just taking you there. You would have to wait for everyone to be leaving with no fares to even get a chance at it.
Its really in the middle of nowhere and the taxi's that are there know it....

just to let members know that I booked a flight from utapao to samui through a local travel agent and they had a minibus to the airport for only 200 baht.so I guess this is the cheapest option.they also offered a return to south pattaya for 200 baht if I booked the return flight with them.apperently most tour operaters offer this as I asked 3.
