Seems reasonable,  I totally agree it's been blown out of proportion but I guess trying to limit it in your country will help to encourage tourists.

Did the Taiwan - Bangkok a couple of weeks back, came in on Eva air we were all screened at Taipei after check in. Filled a medical form in on the plane, on arrival it was airbridge off, a short walk then temperature was taken a few questions asked and the form was stamped and off I went to immigration, all very painless.
Cant remember what happened on the way out as I was suffering withdrawal symtoms!!!!

Just heard from a work mate that new arrivals to BKK are given a health passport (card) and that you have to visit a hospital/clinic every 3 days for a check up and get the card stamped. Do any of you know about this or any other measure's.

Having recently (in the last fortnight ) travelled to China ( Kunming/Simao) and back to Thailand here's the updated and detailed procedure followed :-
When leaving Thailand passengers have to fill out a Health Status form which basically calls for identification details like name/passport no./nationality/address in Thailand/home address/etc. It also calls for a Health declaration where the passenger details the countries/cities he/she has visited in the past 14 days & ticks off yesOR no to queries on a number of SARS symptoms. This form is then taken to a Health Check counter where the passengers temperature is recorded either by Thermo-Camera OR thermometer . If the passengers temperature is below 37 C he/she is passed through to the Check-In/Immigration stage . If the temperature is above 37C but below 38C then he/she is given a more detailed Check-Up by one of the doctor's available . If the temperature is above 38C OR if the doctor's check-up above shows other SARS symptoms then theoretically the passenger will not be allowed to leave the country and will be Quarantined/Hospitalised for 14 days . Whether this last stage is actually done is something I am not too sure about .
When entering Bangkok by Air - all passengers arriving from SARS affected countries have to proceed for a Check-Up prior to Immigration . If he/she skips the check-up he/she will be stopped at Immigration and sent back because they check from which country/city he/she has arrived and then check to see if he/she has the Green Book attached to his/her passport.
At the Check-Up station passengers fill up the Health Status form & then pass in front of the Thermo Camera . Based on the visual on the monitor the supervising doctor will instruct passengers to proceed to either Q-A or Q-B . Those in Q-B are deemed to be suspect cases and are given very detailed Check-Ups by doctors and based on these checks they are either Hospitalised or Quarantined or in extreme cases even sent back ( although I do not think that this last option has been used for fear of causing a Diplomatic Uproar ).Those in Q-A are deemed O.K. and proceed to a doctor who ( based on a visual examination ) decides whether to do other tests or not , then signs a Green Book and attaches it to the passport . After this the passenger proceeds to Immigration & Customs as usual .
The Green Book gives a brief on the SARS epidemic and explains why the procedures are being implemented . It also instructs the passenger to get checked up by a licenced doctor on the 2nd. , 5th. & 10th. days after arrival which the doctor has to record in the Green Book in the pages provided . If the passenger OR the doctor notice any SARS symptoms (detailed in the book) showing up within these 10 days then the passenger MUST be Hospitalised and the Health Ministry informed.
NOTE : If the passenger chooses to be irresponsible and NOT have the checks done he/she could get into very serious trouble if for some reason or the other the passenger's passport has to be seen by any Thai official and they see that the checks have not been done on the days specified .
I must add here that the authorities at the Airport are extremely courteous and in fact are vocally apologetic for putting passengers through this inconvenience . This makes the process much less of an ordeal than it could be . Also the processing time is extremely fast - When I landed 6 other flights had also landed from SARS affected countries but I sailed through the whole process in about 12 minutes .
Sorry for this very long post - but I did think that the information would be useful to some .

Excellent synopsis. Seems to me if you don't get the checkups and stamps while incountry, you could be in for some trouble when leaving, as they check stuff then?

If you leave the country within 10 days of last entering it from a SARS affected area , then you would definitely be in trouble if you have not undergone the check-ups on the specified days - because it would be glaringly self-evident .
If you leave the country after 10 days of last entering the country from a SARS affected area then you would be in a problem ONLY if the check-up at the airport shows that you are SARS suspect . Then they could ask for proof that you underwent the check-ups on the specified dates .
If you leave the country after 10 days of last  entering the country from a SARS affected area and do not show SARS symptoms at the airport then you will have no problem .
However for your own safety ; for a sense of responsibility to others & for the fear that your passport could be checked at any time I would recommend that the procedures be followed .

Yes , you can get your 2nd.,5th. & 10th. day check-ups at Bumrumgrad . Of course , it would be expensive there - but what the hell , you get 5 star atmosphere and treatment .
However for those who do not want the 5 star treatment you can get the check-ups at any Hospital ( Samitivej on Sukhumvit 39 ; Camillian on Sukhumvit 55 ; Bangkok Christian on Silom ; St. Lukes on Sathorn ; etc. etc ) or by any Registered Medical practitioner .
At Camillian I paid B120 for each check-up .
