Although putting Thai chilli paste inside a condom and then strapping it on top of another sounds like a novel idea, no medical professional would recommend it.
The high akaline content in, and the increased friction caused by chilli paste would certainly work against you and cause an accelerated breakdown of the latex in both condoms.
Nothing is ever 100%, but when it comes to your health, and especially the health of your dick, I'm a huge advocate of being safe, rather than sorry. I can only recommend that one follows safe condom practices. When in doubt, read the instructions.
