For what it's worth, I bought a DTAC Dpromt last week at Jay Mart in BKK and they asked for Passport or ID card. Gave it over, they noted name and ID # on a long list of names in a binder.

Essentially, what I see happening (confirm, or contradict...), is that legitimate, large chains (Jay-Mart) will be complying and asking for ID, while the hundreds of thousands of street vendors, MBK vendors, etc... will simply hand over the SIM.
In essence, the 'regulation' will prove to be perfectly useless -- until a mobile detonated bomb goes off somewhere in a big city, and then there'll be the BIG CRACKDOWN... for 3 months.
