How do they measure the 40 hours of international access? If you bring up an international website on your browser and walk away from the computer without disconnecting, does the clock keep ticking?

International - everything outside the.th domain. No, the clock is not ticking as DSL is always 'on'. Probably they can distinguish between local sites and International sites and then measure if there was any bandwith use.

I will be spending a few weeks in Phuket next month and am looking for a hotel that offers broadband (high speed) internet access in the rooms, either via fixed ethernet connection or wi-fi. I plan on connecting my own laptop. I realize that Internet cafes are an option, but I need internet access from 9 pm to 4 am, since I trade the U.S. stock market, and I know that most cafes will not be open 24 hours. Any suggestions are greatly appreciated.

Well, As I know, you can connect rather than ADSL nor Internet Cafe is by bought Internet Paket, if your hotel / service apartment have TOT / CAT Line just bought unlimited internet paket that use number 1222. Like Web1222 Paket or something. But I rather used GPRS-AIS or if it slows down then used Hutch CDMA 2000 1xRTT Air Card because I am very moveable.
