Vonage works like a charm - have successully used it on my last several visits (both phone converter, and softphone), and the folks calling me, or being called don't have a clue that I'm not in the US.
In what way do you mean it is 'illegal'?
Might also want to look into SipGate - they can get you local numbers, that you can get called on, all over the world.

i have been using skype for months now. I cant really comment on Vonnage. But PC to PC on skype is free telephone and voice connection. And what makes it great is the sound quality is amazingly perfect. Better then telephone calls.
For PC to phone it cost 0.02 Euros per minute, still pretty cheap. Sound quality for "skype out" is ok, but not as good as the perfection in the PC to PC version.
Again, I swear by Skype, use it all th etime. Its great
