Too many customers.... too little bandwidth.
Most packages (including the 2.5mbs and 4 mbs) don't deliver more than 100kbs...

100kbs? I would think their customers would be screaming if they were on a 2.5mbs or 4 mbs service and getting that kind of service instead?
Well maybe it is because it is Thailand?

At home I get 160 kbs on a 1.5 meg line but I get that all the time. Doesn't seem to matter what time of day it is.
I had cable before and that was faster most of the time. They also warned me as I downloaded more then (I think 50 gigs in a month). With my ADSL they didn't warn me until I broke 100 gigs in a month 
Sounds like BKK adsl rather sucks considering what they say you will get compared to what you really get with the service.
