Some ISPs may be blocking port 25. Try the alternate port, 587. If that is not the case check with your ISP's FAQ and look out for the alternate smtp port.

Here is an example from Yahoo:
http://help.yahoo.com/help/us/mail/context/context-100.html

Why should I use port 587?
In an attempt to control unsolicited email (spam), some Internet service providers will block port 25. All email sent via the Internet is routed through port 25, the port used for communication between an email client and an email server. Port 25 blocking allows ISPs to block spam sent out through their networks. If you are experiencing technical difficulties when sending via your email client (such as Outlook), then your ISP may block port 25. For these cases, you will need to change the SMTP port from 25 to 587 in your email client.
To make this change, please select from the list of supported clients on this help page.

Tried Port 587, my Eudora has an option for that. Turns out my hosting company blocked me due to large amouts of spam sent from this IP address. If only I had the TOT outgoing server address I'd be set. will use web based mail for now.
