DTAC and AIS for sure I am not sure on True.
a year ago or so, I remember having to wait for 3 months after you bought a new sim card to be activated in order to use international roaming.
the breakdown in communication with the DTAC staff was after I transfered the DTAC HAPPY (pre-paid) to DTAC Maximize (post-paid) using a prepaid sim that had already waited out the initial 3 months for international roaming; once switched to the new service plan I had to wait another 3 months for that one to allow international roaming. not sure if this has changed recently...

if you do it through a thai ltd. company or through a thai persons id, you get immediate sim card and roaming access with AIS.
