You are right in the first part of 3 months and 3 months, but slightly off the mark with Oz being easy. I have just been issued a non-imm O-A from Sydney and you must apply personally.

Requirements are:-
Must apply in the country of your normal residence.
Have a medical clearance, inc TB (X-rays)
Australian Police clearance and they supply certificate.
Supply certified letter from bank you have B800K in bank or income of B65K per month.
Application form and personal data form which you download from Thai consulate Sydney website.

Then take documents and have them certified in front of Notary Public and take the whole bundle to consulate. Takes 2-3 days to issue visa. That is in Australia of course.

please correct me if i'm wrong, but if you apply for a O-A retirement visa inside Thailand you won't need med. certificate or backround check, your 800,000bt needs to be a Thai bank for 90 days before applying
